ABOUT THE JOB

he Safety and Access Officer is Herat AO, and reports to the Area Manager.  As an employee of DRC, the Safety and Access Officer represents DRC and must develop strong and fruitful relationships with many different actors in order to fulfill his/her tasks.  The Safety and Access Officer shall at all times behave in a respectful, cordial, and in professional manner, and always act in accordance with DRC’ Code of Conduct.

Responsibilities:

  • Ensure there is strong communication between local authorities, community leaders, security stakeholders and DRC and act as the local focal point for safety coordination and information sharing between the relevant national actors within the area of operations. Also includes representation of DRC at inter-agency safety forums.
  • Ensure DRC operates within the local authorities' guidelines and protocols.
  • Collect, verify, analyze, and report information that affects, or may affect, DRC operations
  • Assist Safety Team Leader in developing Safety Plans, including Standard Operating Procedures (SOPs), Local Safety Rules (LSR), Safety Briefings, and Site Evaluation based on Safety Assessments.
  • Update and brief all DRC staff regarding security and context situations.
  • Actively support the Safety and Access Team Leader to ensure and monitor compliance with Minimum Operating Safety Standards (MOSS).
  • Support Safety Team Leader in safety upgrade plans and Safety Improvement Plan (SIP) based on the needs in DRC office and field.
  • Maintain and keep an updated emergency contact list, local authorities contract and  register of key stakeholders.
  • Timely and accurate updates to the Safety and Access Team Leader pertaining to safety, access and risks associated with DRCs areas of operations by closely monitoring political safety developments.
  • Contributes to the continuous development and implementation of DRCs Safety associated SOPs.
  • Provides the appropriate response to support staff in the event of a safety and access -related incident or event.
  • Assists with conducting Physical safety site assessment and workplace Safety Surveys, i.e., staff, personal protective requirements, transport, and other workplace-related activities.
  • Assists Safety/ Access Team Leader in inductions and safety and access, and risk awareness orientations.
  • Assists Safety and Access Team Leader with conducting fire safety, and contingency planning drills, i.e., building evacuation and hibernation.
  • Assists Safety/ Access Team Leader with drafting incident reports and reviewing incident reports from the field to observe the shortfall of incident information.
  • Assists in conducting investigations into an activity that may pose a threat to DRC, such as loss or theft of equipment and information.
  • Support to the Guard as required.
  • Performs any other tasks and duties assigned by supervisor.

  • Excellent communications and people skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities.
  • Demonstrates the ability to manage problematic situations firmly, courteously, tactfully, and impartially.
  • Demonstrates the ability to provide advice and support to field staff.
  • Proven negotiation skills with internal and external actors.
  • Proven skills in concise report writing.
  • Ability to prioritize tasks to meet tight deadlines.

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies: 

  • Minimum 3 years’ experience with security management
  • Good reporting skills and sound ability with numbers
  • Good communication skills
  • Sound command of written and spoken English and Pashtu
  • Good computer skills
  • Ability to instruct and coordinate staff
  • Knowledge of working with government issues
  • Have good organizational skills and ethics

Education/qualifications:

  • University degree in relevant field.

Languages:

  • Fluency in English (written & spoken)
  • Proficient spoken and written Dari/Pashto
