Organizational Context and Scope
Under the direct supervision of the Chief of Mission (COM) and under the functional supervision of the Senior Sub-Regional Resources Management Officer (SSRRMO) in Brussels, in close coordination with the Regional Office (RO) for Europe and Central Asia, the Department of Financial and Administrative Management (DFAM) at Headquarters (HQ) and the Global Shared Services Centre (GSSC), the Resources Management Officer will be responsible and accountable for supervising and managing the budgetary, financial and administrative functions of IOM Cyprus and providing support in these areas to the relevant Heads of Units and Project Coordinators.
Responsibilities
Supervise the functioning of the Resource Management Unit of IOM Cyprus, plan and in coordination with the COM, implement necessary structural reforms in the Unit, build capacity and ensure its effective operation.
Monitor and oversee the financial management and administrative compliance for all activities under the existing projects managed by IOM Cyprus, including but not limited to the day-to-day financial transactions and relevant administrative matters, in line with IOM rules and procedures.
Facilitate the management of the treasury including forecasting cash flows in line with approved project activities and operational plans. In coordination with relevant Heads of Units and Project Coordinators support the liaison with the respective administrative and financial departments of the Government and donors to keep abreast with changes in guidelines, requirements, contractual obligations and related matters. Support and advise where necessary on the adherence of funded projects to donor requirements.
Prepare regular financial reviews and monitoring of projects, overseeing the budget control process and analyse variances between budget and actual expenditures.
Monitor budget control processes and the financial status of the projects’ activities and inform and update the CoM and the Heads of Units accordingly. Review financial reports, identify bottlenecks and recommend action to resolve problems or correct errors, and highlight trends or risks.
Prepare and/or review project budgets, budget revisions, and financial reports in accordance with IOM regulations and established procedures.
In coordination with Heads of Units and relevant Resource Management colleagues, participate in reviewing existing projects’ specific procedures and, if necessary, recommend possible improvements to strengthen internal monitoring, evaluation and control systems and improve efficiency and effectiveness.
Supervise IOM Cyprus Human Resources, Procurement, Financial and Administrative functions insuring timely recruitment and procurement operations and compliance with IOM requirements.
Oversee the Supply Chain services, including contracts with suppliers of goods and services, procurement staff in implementing missions and related administrative authorities. Oversee the management of the fleet of vehicles and the maintenance of the premises as well as the functioning of all support services at the Country Office.
Participate in the respective Government, UN and civil society meetings when required.
Provide financial and administrative input to programme development, performance monitoring, and donor compliance, as required.
Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution with two years of relevant professional experience; or,
University degree in the above fields with four years of relevant professional experience.
Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Experience in all areas of financial administration including financial management, accounting and budgeting;
Experience in human resources, procurement and logistics;
Experience using an Enterprise Resource Planning system,
Experience in emergency operations an advantage;
Experience in monitoring and evaluation and / or audit an advantage; and,
Experience with multi-country programming advantageous.
Skills
Ability to work closely with government and international officials;
Demonstrated ability to act independently and exercise sound judgment;
Ability to work under pressure;
Demonstrated ability to prepare clear and concise report;
Knowledge of International Public Sector Accounting Standards (IPSAS) an advantage; and,
Knowledge of ERP (Oracle) highly desirable.
Languages
For this position, fluency in English is required (oral and written). Working knowledge of Greek and another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
