Organizational Context and Scope

The International Organization for Migration (IOM) in Libya has been operating in the country since 2006, supporting the Government of Libya and affected communities through a comprehensive range of humanitarian, stabilization, and migration management activities. IOM Libya’s work focuses on providing direct assistance and protection to migrants, internally displaced persons, returnees, and host communities, while strengthening national capacities in areas such as migration governance, border management, health, mental health and psychosocial support, displacement tracking, and voluntary humanitarian return. Through close coordination with national authorities, UN agencies, donors, and civil society partners, IOM Libya contributes to saving lives, promoting humane and orderly migration, and supporting recovery and longer-term solutions across the country.

The Central Mediterranean Route remains one of the most dangerous migration corridors 
globally, with significant protection concerns affecting vulnerable individuals transiting through 
and residing in Libya. According to IOM data, a considerable number of migrants continue to 
experience exploitative practices, necessitating protection services and comprehensive 
support, especially for those undertaking voluntary humanitarian return (VHR). The Voluntary 
Humanitarian Return (VHR) program, led by the International Organization for Migration (IOM), 
provides lifesaving, humane, and dignified assistance to foreigners stranded in crisis-affected 
countries, such as Libya. Established in 2015, the program facilitates safe and expedited return 
for vulnerable migrants, including women, unaccompanied children, the elderly, and medically 
vulnerable individuals. VHR operates on a rights-based, protection-centered approach, offering 
tailored support during migrants' stay, their return journey, and upon arrival in their home 
countries.

Under the overall supervision of the Senior Protection Coordinator and the direct supervision of the Program Manager (VHR), the Senior Reintegration Associate (Protection) supports the implementation of reintegration activities in line with IOM procedures, contributing to the timely and accurate processing of migrants’ information to facilitate their reintegration.
 

Responsibilities

1.Coordinate and monitor the provision of reintegration support/post-arrival assistance to returnees in general from Libya, including services such as counselling and psychosocial assistance provided by specialized staff, as well as training and capacity building, job placement, socioeconomic reintegration, and relevant referrals, in accordance with IOM policies and project specifications.
2. In coordination with the VHR Project Manager, support the implementation of the reintegration project work plan; contribute to mapping and sharing best practices for reintegration activities.
3. Maintain an updated record of VHR reintegration cases and files, including vouchers and supporting documents, in accordance with IOM guidelines.
4. Distribute tasks among Reintegration case workers, set work-plans and follow-up on their performance, support with their monthly plans, review case-management outputs, and liaise with VHR project manager on complex cases, while coordinating closely with the receiving missions on reintegration case-management.
5. Support the provision of the VHR communication tools for the beneficiaries, including reintegration processes as well as case studies and stories of return.
6. Undertake field activities in an assigned area or areas, such as at transit centers, third party facility, to monitor and guide reintegration team in completing filed support activities.
7. Apply relevant Movement Operations SOPs and databases (including MiMOSA and PRISM/WAVE), and maintain professional, impartial, and unbiased during all interactions with migrants and colleagues per the IOM Code of Conduct and instruction on the Prevention of Sexual Exploitation and Abuse (PSEA.)
8. Maintain the confidentiality and integrity of all relevant paperwork in line with standards of conduct and data protection rules. Alert the management of any non-compliance to SOPs or codes of conduct by IOM staff members or partners.
9. Generate financial reports from SAP/WAVE to monitor the charges made under the active projects that fund the reintegration process which is used in the preparation of monthly, quarterly and annual reports to the donor.
10. Assist during audits, including providing support documentation and following up on audit-related actions in financial monitoring and reporting.
11. Perform such other duties as may be assigned.
 

Qualifications

Required Qualifications and Experience

Education

  •  Bachelor’s degree in political or social sciences, Development Studies, Human Rights, International Relations, Law or a related field from an accredited academic institution with four years of relevant professional experience; OR
  • High school diploma with at least six years of relevant working experience.
     

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Previous working experience with NGOs or international organizations is an advantage.
  •  Demonstrated experience in handling and reporting data with accuracy
  •  Good computer skills, including Microsoft Office applications.
     

Skills

  •  At least an intermediate level of MS office skills.
  • Good organizational and coordination skills.
  • Good communication skills (written and verbal).
  • Ability to work with accuracy and attention to detail.
     

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, Fluency in English and Arabic is required. Working knowledge of French is an advantage

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
