Overview of position

Libya is increasingly investing in digital transformation of the health sector to strengthen health information systems, improve service delivery, enhance disease surveillance, and support evidence-based decision making. Multiple stakeholders, including the Ministry of Health (MoH), National Center for Disease Control (NCDC), UN agencies, donors, and implementing partners, are supporting digital health initiatives using various platforms and tools.

To ensure strategic alignment, coordination, interoperability, and sustainability of digital healthinvestments(DHIS2 and Community health information System), our client  seekstwoDigital Health Consultantsto lead the Digital Health Technical Working Group (TWG), coordinate partners, support the development and implementation of national digital health priorities, and provide technical leadership for DHIS2 implementation and optimization across Libya.

Role objectives

The primary goal of this assignment is to provide strategic and technical leadership for digital health systems strengthening in Libya, with a particular focus on coordination of stakeholders,DHIS2 implementationand incorporating community health information system.

Working closely with the Ministry of Health, NCDC, our client, WHO and other partners, the consultant will support:

1.Establishment and leadership of the Digital Health Technical Working Group.
2.Development of a coordinated national digital health roadmap.
3.Strengthening and optimization of DHIS2and Community health Information system(CHIS)implementation
4.DHIS service mapping and identification of gaps and areas of improvement
5.Harmonization of partner-supported digital health initiatives.
6.Development of interoperability standards and data governance frameworksbetween DHIS2 and health visitors program Information system
7.Capacity building of government and partner staff on digital health systemsincluding health visitors across the country
8.Ensure interoperability of the community health information system ( CHIS) to DHIS2,
9.Develop different dashboards linked to DHIS2, PHC and health visitors program
10.Produce and share monthly PHC report and health visitor report
11.Promoting data use for decision-making.

Key Responsibilities

3.Digital Health Technical Working Group Leadership

Lead and facilitate Digital Health Technical Working Group meetings.

Develop annual workplans and monitor progress against agreed priorities.

Coordinate stakeholders including MoH, NCDC, WHO, UNICEF, NGOs and donors.

Prepare agendas, minutes, presentations and action trackers.

Monitor implementation of agreed TWG actions.

B. DHIS2 Technical Support

Assess existing DHIS2 implementation and architecture.

Support optimization of DHIS2 configuration and metadata.

Review indicators and reporting requirements.

Support rollout and expansion of DHIS2 modules.

Improve reporting completeness and data quality.

Develop system governance and sustainability plans.

C. Interoperability and Systems Integration

Assess existing health information systems.

Develop recommendations for interoperability.

Support integration of DHIS2 with:

oDisease surveillance systems.

OElectronic Medical Records.

OLaboratory Information Systems.

OSupply chain systems.

oHealth visitor information system and dashboard

oHuman Resource Information Systems.

D. Capacity Building

Conduct training needs assessments.

Develop training materials and SOPs.

Deliver DHIS2 andCHISdigital health training.

Train health visitors on data entry m reporting , documentation

Mentor system administrators and information officers.

E. Monitoring and Reporting

Support development of digital health performance indicators.

Conduct data quality reviews.

Develop dashboards and analytical productsfor PHC data and health visitors data

Train health visitors on data entry m reporting , documentation

Prepare regular progress reports and technical briefs.

Project reporting

The consultant will provide:

1Monthly progress reports.
2TWG meeting reports and action trackers.
3Quarterly implementation updates.
4DHIS2 performance and data quality reports.
5Capacity building and training reports.
6Final consultancy report.
