Organizational Setting
Monitoring and Enhancement of Remote Sensing for National Forest Inventory (MERANTI) is a three‑year project funded by Norway and managed by the FAO Office in Jakarta. It serves as Indonesia’s new National Forest Inventory (NFI) initiative, integrating enhanced land‑monitoring approaches to improve the accuracy, availability, transparency and timeliness of forest and tree‑resource data. Through the combination of a strengthened NFI and an improved national forest monitoring system, MERANTI aims to significantly enhance Indonesia’s capacity to generate high‑quality forest information. This strengthened data ecosystem will:
• Improve national strategic planning and decision‑making on forests and trees
• Support climate change mitigation efforts
• Enable greater access to scalable climate finance
• Strengthen Indonesia’s position in climate‑finance negotiations
• Increase opportunities for results‑based payments (RBPs) and other forms of results‑based contributions (RBC)
• Ensure fulfilment of Indonesia’s international commitments to global climate and sustainable development goals
The collaboration will also expand to other projects and programmes related to forest monitoring, including the UK-funded AIM4Forests initiative and affiliated programmes within the FAO portfolio and pipeline, as appropriate.
Reporting Lines
Under the overall guidance and supervision of the FAO Representative in Indonesia, the general supervision of the Lead Technical Officer, and the direct supervision of the FAO UN-REDD Programme Coordinator and the MERANTI National Project Coordinator, as well as close coordination with Directorate General of Forestry Planning/IPSDH
Technical Focus
The Specialist will support the operationalization and sustainability of the NFI 2.0 information system by strengthening the IT infrastructure supporting SI-INTAN and associated applications. The focus is on practical infrastructure improvements, monitoring, backup, security, and operational readiness that can be completed within the consultancy period.
The Specialist will work under the direction of the designated FAO technical staff and will support the System and Server, Web Development and Dashboard, and other relevant technical resources in carrying out agreed activities. He/she shall perform all assignments in coordination with the PMU, designated FAO IT focal point, and IPSDH. Recommendations related to infrastructure, security, system operations, and systems enhancements will be developed collaboratively and reviewed through the appropriate FAO and partner coordination mechanisms.
Tasks and responsibilities
Infrastructure, capacity planning and system development
• Support the assessment of current server utilization, storage consumption, backup arrangements, security controls, and projected infrastructure needs based on the expected operational use of NFI 2.0 based on information and requirements provided by the responsible technical staff.
• Support the identification and documentation of priority infrastructuree improvements that are feasible within the project period and existing hosting arrangements.
• Assist with the preparation of a capacity assessment (capacity planning) and indicative expansion plan for the next three years, subject to available data and institutional decisions based on current utilization, historical trends, expected data growth, user growth, application requirements, and projected system workloads.
• Assist with monitoring the capacity plan periodically based on changes in application scope, database size, number of users, data volume, system performance, and operational requirements.
• Support the configuration and technical checking of development, testing and production environments for the agreed applications, in accordance with established requirements.
• Assist in compiling technical information on hosting, storage, network, access, and availability requirements by the designated technical staff.
• Support the identification and documentation of infrastructure performance, scalability, availability, security, backup and recovery requirements, and long-term sustainability of the systems.
System Administration and Security
• Monitor agreed server, storage, database, and application infrastructure indicators and provide periodic recommendations for performance, availability, and capacity improvements.
• Assist with the configuration and maintenance of user authentication, access controls, and basic security measures within the administrator's scope.
• Implement appropriate server and infrastructure hardening measures in accordance with applicable ICT security requirements and recognized security best practices, under the guidance and direction of designated ICT security and management focal point.
• Support the configuration and maintenance of system, security, availability and performance monitoring and routine maintenance procedures, including logging and alerting/system notification mechanisms.
• Carry out routine implement routine server operating system and infrastructure security updates, patch management, and security hardening measures within the agreed hosting environment.
• Support the implementation of security patching after vulnerability testing (VA) or security testing phase, addressing vulnerabilities in the application’s source code, such as SQL injection, XSS, or authentication flaws or etc., remediating insecure configurations in the application.
• Coordinate with the FAO Information Resources Assistant on infrastructure security requirements and vulnerability assessments.
• Assist in implementing and testing agreed backup and recovery procedures for critical application and database assets.
System Security and Backup
• Troubleshoot infrastructure-related technical issues within the agreed hosting environment and document resolutions.
• Implement routine server security updates and hardening measures within the agreed environment.
• Conduct periodic backup restoration tests to verify that critical data, databases, configurations, and systems can be successfully recovered.
• Assist in reviewing backup policies and improve backup efficiency, integrity, and recoverability.
• Support disaster recovery and business continuity testing for the agreed critical systems.
• Document backup and recovery procedures, test results, backup failures, recovery issues and corrective actions.
Documentation and capacity development
• Prepare infrastructure documentation covering architecture, configuration, access, monitoring, and backup procedures.
• Assist in preparing practical SOPs/manuals for server administration, monitoring, backup, and recovery.
• Assist in compiling Infrastructure Capacity and Sustainability Plan, including indicative future storage, server, cloud, and budget considerations.
• Support knowledge transfer and handover activities to IPSDH/Pusdatin or designated technical staff.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in Information Technology, Computer Science, Information Systems, or another relevant field.
• At least five (5) years of professional experience in system administration, IT infrastructure management, cloud or on-premises server administration, and enterprise information system support.

Technical/Functional Skills
• Demonstrated experience administering Linux server operating systems and virtualization/container environments or equivalent technologies.
• Proven experience in configuring and maintaining web servers, containerized applications, and database services such as MySQL, PostgreSQL, Microsoft SQL Server, or equivalent.
• Sound knowledge of server infrastructure, data storage systems, backup and recovery, network administration, and server security, including the implementation of appropriate security protocols and best practices.
Selection Criteria
• Experience with network-attached storage (NAS) or comparable storage/backup solutions is an advantage.
• Familiarity with Indonesia's forest inventory and forest monitoring systems. Experience supporting IPSDH or the Ministry of Forestry in the integration, management, and analysis of forest inventory data is required.
• Direct experience with SI-INTAN, the National Forest Inventory (NFI), mangrove inventory information systems, Arena, Collect, or other forest monitoring information systems is highly desirable.
• Strong analytical, troubleshooting, and problem-solving skills, with the ability to work independently, manage multiple priorities, and perform effectively under pressure.
• Excellent written and verbal communication skills in Bahasa Indonesia and English, with the ability to work collaboratively in multidisciplinary teams and engage effectively with government counterparts and technical stakeholders.
