Organizational Setting and Reporting Relationship
The position of Human Resource Assistant is assigned to the Talent Acquisition Division (BPTA) within the Budget, People, and Management Systems Department (BPMSD. You will be based at our Headquarters in Manila, Philippines.

You will report to designated International Staff and/or senior National Staff.


Your Role
As Human Resource Assistant, you will provide support to the full cycle of recruitment and selection activities in BPTA. You will provide guidance and advice on strategic recruitment to meet resource requirements of assigned client departments. You may be assigned to serve as BPTA's HR Business Partner representative as part of the selection panel and ensure vacancy-driven selection processes are in compliance with relevant provisions of the Administrative Orders.


You will:

  • Facilitate advertisements of vacancies and assist in coordinating placements through various media and platforms (i.e., newspaper, radio, the Economist, LinkedIn, etc.) to build a robust candidate pipeline, in accordance with established guidelines.

  • Review and pre-screen candidates job applications ensuring that applicants are meeting the vacancy's minimum requirements/qualifications. Coordinate with hiring manager for further shortlisting of applicants and facilitate the shortlisting process.

  • Coordinate all activities related to panel interviews. When assigned, serve as one of the interview panelists as the HR Business Partner.

  • Support client departments and hiring managers in implementing overall recruiting strategy including profiling for the right candidate that would meet the overall business requirement of the department/office.

  • Coordinate across BPMSD units/divisions and other relevant department/offices on the entire selection process which includes conducting due diligence checks, preparing salary comparison and salary offer, preparing recommendation memo/report for Management approval, coordinating for pre-employment requirements, and issuing formal offer to selected candidate.

  • Respond to inquiries relating to recruitment requirements and procedures. Provide feedback on candidate's queries on terms and conditions of appointment, and other administrative arrangements. Coordinate with other divisions/units in BPMSD, as necessary.

  • Ensure completeness and accuracy of candidate's records in Human Resource Management System (HRMS). Prepare personnel announcement for staff movements.

  • Monitor all recruitment and staff personnel actions and prepare data statistics on a regular and/or ad hoc basis.

  • Participate in BPTA working groups on various initiatives/special projects and business process review, when assigned.

  • Perform other duties on staffing and other HR-related services, as reflected in the incumbent's workplan


Qualifications

You will need:

  • Bachelor's degree in Human Resource Management, Psychology, Business or Public Administration, Social Sciences, or related area.

  • At least 5 years of relevant work experience, preferably in human resources management

  • Knowledge and understanding of human resources policies and procedures

  • Experience in conducting structured and competency-based interview. Working knowledge of interview techniques and applicant screening methods.

  • Demonstrated ability to establish effective and cooperative working relationships built on trust

  • Ability to review business processes on recruitment and selection and introduce efficiency measures to improve time to hire KPI.

  • Working knowledge and proficiency on use of HRMS and personnel database systems

  • Ability to work collaboratively with teams as constructive team member.

  • Excellent written and verbal communication skills in English

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
