Mission and objectives

The United Nations Office at Vienna (UNOV) manages and implements the United Nations programme on the peaceful uses of outer space and supports UNOV/UNODC with various operational services.

As part of the United Nations Office at Vienna, the Information Technology Service (ITS) through its India Technology Hub (ITH) forms part of the ITS's vital delivery pillars in keeping with the UN's revised ICT strategy and is responsible for Information Technology Support, focusing on innovative, sustainable, affordable and robust digital solutions, cybersecurity measures and trainings to meet UNOV/UNODC requirements, also enabling availability of the solutions more generally across the UN Secretariat entities and beyond.

Context

The developer will be responsible for the design, development, implementation, maintenance, and continuous improvement of the Global Finance Requests Portal and related enterprise applications. The role requires strong expertise in software development and enterprise application management, with the ability to leverage technology solutions to effectively support business processes, operational requirements, and organizational objectives

Task description

Within delegated authority, and under the direct supervision of the Head of ICT Solutions, the Senior Software Development Specialist (Enterprise Applications) will be responsible for the design, development, implementation, maintenance and continuous improvement of the Global Finance Requests Portal and related enterprise applications. The incumbent will perform the following duties:


1. Solution Architecture
• Design, develop, and maintain enterprise applications using Java, Spring Boot and PostgreSQL following ICT standards and best practices.
• Develop scalable, secure, and maintainable architecture, prepare technical designs, and participate in architecture reviews.

2. Software Development
• Develop enterprise web applications, reusable components, and shared libraries.
• Implement business requirements based on approved functional and technical specifications.

3. Workflow Automation
• Design configurable workflow solutions supporting approvals, routing, delegation, escalation, notifications, and SLA monitoring.

4. API Development & Integration
• Develop secure RESTful APIs and integrate enterprise systems including ERP, HR, Finance, LDAP, Active Directory, OAuth2, JWT, and third-party services.
• Maintain API documentation using OpenAPI/Swagger.

5. Database Development
• Design and maintain PostgreSQL databases, optimize performance, implement backup and recovery strategies, and ensure data integrity.

6. Security
• Implement secure coding practices, RBAC, authentication and authorization using Spring Security, OAuth2, and JWT, ensuring compliance with OWASP standards.

7. DevOps & Deployment
• Develop containerized applications using Podman, support CI/CD pipelines, Linux deployments, Git-based version control, and release management.

8. Quality Assurance
• Develop automated tests, perform code reviews, resolve defects, and support system testing, UAT, and production environments.

9. Documentation
• Maintain technical documentation, architecture, APIs, workflows, deployment guides, and operational manuals.

10. Collaboration
• Collaborate with business analysts, project managers, QA teams, and stakeholders, mentor developers, and actively participate in Agile ceremonies.

11. Continuous Improvement
• Recommend improvements to software architecture, development processes, DevOps practices, and workflow optimization while evaluating emerging technologies, including AI-assisted development and automation.
