Disease Advisor, HIV, Prevention Products & Innovation, Strategic Investment & Impact Division - GL D - Temporary until March 2028

The Disease Advisor supports the Head of HIV and the Senior Disease Advisors, HIV, in providing technical guidance and contextualized recommendations on behalf of the Global Fund to accelerate programmatic performance, collaborating across the Secretariat, with countries and external partners. The Advisor, under the oversight of the Head of HIV and the Senior Disease Advisors, is expected to provide advice, guidance and solution options within the evolving global landscape and changing epidemiology, including new product innovation and introduction.

The Advisor works across the Global Fund Secretariat, as well as with countries and in-country stakeholders to provide technical advice to inform investments and to accelerate performance: i) in response to direct enquiries; ii) throughout the ‘country dialogue’ and grant making processes underpinning the development of funding requests and grants; iii) in the form of technical reviews of Principal Recipients and CCM submitted grant reinvestment requests; and iv) via the development and operationalization of Global Fund Catalytic Investments.

The Advisor will lead on existing and emerging HIV prevention products, with a focus on Pre- and Post- exposure prophylaxis (PrEP and PEP, respectively). In this capacity, the Advisor works across the HIV portfolio to guide the prioritization of the most cost-effective interventions and delivery strategies across the grant life cycle. The role encompasses significant partnership engagement, collaborating across the global network of partners developing tools and resources to accelerate the introduction and scale of PrEP and PEP.

Key Responsibilities

Perform the following duties under the supervision of the Head of HIV and Senior Disease Advisors, HIV:

• Provide technical advice that is informed by country experience, normative guidance from technical partners and by program performance data. This includes but is not limited to strategic investments for new and existing HIV prevention programming to achieve maximum impact, advance program optimization and integration, and align with the Global Fund’s mission to end the three diseases as public health threats
• Work closely with Senior Disease Advisors, and other technical teams to provide disease expertise throughout the grant life cycle including identifying opportunities for reprogramming of existing grants to optimize the HIV investment portfolio.
• Coordinate across technical and functional teams to ensure HIV prevention investments reinforce health systems capacity building and advance access to services, human rights, and community engagement.
• Work closely with internal and external stakeholders on existing and emerging health products to advise on appropriate procurement, supply planning, and innovation of HIV health products.
• Support analyses and the interpretation of HIV programmatic and epidemiologic data, throughout the grant lifecycle in collaboration with other Global Fund staff, to identify investment gaps and opportunities for reprogramming and re-shaping of existing grants.
• Provide technical expertise and input into the Global Fund policies, guidelines, and operational documents.
• Support appropriate training and technical capacity building in response to scientific and programmatic developments including new tools and public health approaches.
• Support the Head of HIV and Senior Disease Advisors in coordinating and strengthening Global Fund partnerships, including through disease-specific partner committees, working groups, Technical Partnership Agreements and technical assistance mechanisms.
• Contribute to the development of Global Fund reports, publications, press releases and other advocacy or information materials.
• Perform other duties consistent with the role as required.

In line with the focus on HIV Prevention products and innovation, particularly in PrEP and PEP:

• Support the Senior Disease Advisor Prevention and Care, to coordinate Global Fund technical and strategic alignment withexternal partners and stakeholders..
• Co-Lead the Global Fund's role in PrEP/PEP access, product choice and emerging bio-medical PrEP/PEP interventions.  This includes but is not limited to informing global demand forecasting and procurement planning, strategies for market shaping and collaboration opportunities with external stakeholders, and opportunities for product efficiencies and move them forward across the Secretariat.
• Lead the PrEP/PEP data analysis to identify opportunities for product optimization, introduction and/or scale-up
• Support resource mobilization efforts with existing and emerging partners on opportunities to increase funding for PrEP and PEP, including through Catalytic Investment design and operationalization that serve as force multipliers for grant and/or domestic resourcing.

Qualifications

Essential:

• An advanced university degree in public health, epidemiology, infectious diseases or international Development
• Strong analytical skills and deep knowledge of using statistical software

Desirable:

• Experience with UNAIDS tools like the sub-national HIV estimates in priority populations tool model
• Experience developing investment cases and grant priorities that translate epidemiological needs, product availability and implementation feasibility into fundable HIV PrEP/PEP programs
• Experience supporting market shaping, demand forecasting and access readiness for PrEP/PEP for high HIV prevalence settings
• Experience in pharmaceutical product life cycle management.
• Knowledge of novel biomedical product development and regulatory processes.

Experience

Essential:

• Experience in providing technical advice and developing effective collaboration with stakeholders across teams, departments, and divisions to achieve a common goal. 
• Experience in data analysis and data-driven decision making.
• Demonstrated experience in introduction of innovation (products and/or service delivery) and solution-oriented thinking around programmatic bottlenecks.
• Demonstrated experience in developing and maintaining effective liaison between diverse partners and stakeholders.
• Strong verbal and written communication of technical information and negotiation skills with the ability to adapt content to various recipients' needs.
• Experience working in multicultural contexts
• An understanding of the international health arena and direct exposure to health environments both at national and international levels.

Desirable:

• 4-6 years of experience in designing, supporting, and implementing biomedical health programs in low resource settings, including policy analysis and representation.
• Experience working with HIV programs and HIV specific projects at the global level.
• Familiarity with Global Fund's funding model, policies, processes and governance structures

 An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
