The Agency for Prevention of Corruption (APC) has a broad mandate in the area of corruption prevention, including prevention of conflict of interest, verification of asset and income declarations, assessment of corruption risks in regulations, oversight of integrity plans, implementation of training programmes, and other measures aimed at strengthening integrity and preventing corruption. Effective implementation of these functions requires systematic use of data, evidence and consistent analytical criteria to identify corruption risks, assess the quality and effectiveness of preventive measures, and support the development of appropriate anti-corruption policies and instruments.

In order to strengthen APC’s analytical and oversight capacities, the OSCE Mission to Serbia will support the development of a comprehensive methodological tool for structured research and analytical oversight across relevant areas of APC’s mandate. Particular attention will be given to integrity plans, where the methodology should enable APC to move beyond supporting their preparation towards systematic, risk-based assessment of their quality, relevance and implementation.

To that end, the OSCE Mission to Serbia’s is seeking to engage one (1) local consultant/expert in Anti-Corruption Research and Methodology with demonstrated knowledge of and experience in developing methodologies, analytical frameworks, assessment tools, indicators, or research instruments, preferably in the area of corruption prevention or public-sector integrity. The expert will be responsible for developing a practical and comprehensive methodological tool for systematic, evidence-based research and analytical oversight that will enable APC staff to apply consistent criteria, indicators and benchmarks when assessing corruption risks and preventive measures across relevant areas of the Agency’s mandate.

Tasks and Responsibilities

Under the supervision of the Senior Project Assistant, and in close co-ordination with the APC, the consultant will:

  1. Review the existing APC framework and practices for research, analysis and oversight across relevant areas of its preventive mandate;
  2. Develop a comprehensive methodological tool for structured, evidence-based research and analytical oversight, defining analytical steps, criteria, indicators, benchmarks and relevant data sources;
  3. Develop a dedicated desk research module for integrity plans, including practical instruments for risk-based assessment of their quality, relevance and implementation, identification of high-risk processes, and assessment of proposed preventive measures;
  4. Test, validate and finalize the methodology and accompanying tools in consultation with APC staff.

The consultant will work online from home. Accommodation costs related to this consultancy will be covered by the OSCE.

Necessary Qualifications

  • Citizenship of or permanent residence in the Republic of Serbia; 
  • University degree in law, political science, social sciences, or another relevant field; 
  • At least 10 (ten) years of relevant professional experience in anti-corruption, integrity, public administration, governance, or a related field;
  • Demonstrated experience in developing methodologies, analytical frameworks, assessment tools, indicators, or research instruments, preferably in the area of corruption prevention or public-sector integrity;
  • Experience in working with public institutions and/or independent oversight bodies would be considered an asset;
  • Good understanding of the Serbian anti-corruption institutional and legal framework, particularly the mandate and functions of the Agency for Prevention of Corruption;
  • Excellent analytical, drafting and communication skills;
  • Professional fluency in Serbian, both oral and written; 
  • Full computer literacy;
  • Ability and willingness to work with people of different cultural, national and religious backgrounds;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package

The consultant will be employed on a Special Service Agreement in the period from 1 November 2026 to 30 November 2026, and will be paid a total amount not exceeding 175,500 RSD, commensurate to individual qualifications and experience. The payment will be effected upon successful completion of all tasks.
