Overall purpose of the role

Under the supervision of the Chief of Party, with technical line management from the Head of Support Services and close coordination with the Country Finance Manager, the Finance Coordinator supports financial management across the DRC country programme and consortium portfolio. The role balances country-office responsibilities with the financial coordination of consortium grants and partners, covering accounting, budgeting, forecasting, donor reporting, grant and partnership management, audits, compliance, and ERP/Dynamics processes. The position strengthens internal controls, financial analysis, and planning while supporting DRC budget holders, the Consortium Management Unit, consortium partners, and relevant stakeholders throughout the project cycle.

Responsibilities

Consortium Financial Management and Compliance

  • Provide compliance oversight for the consortium and ensure adherence to donor regulations, partnership agreements, DRC policies, and internal guidelines.
  • Review partner procurement and programme transactions, contracts, and other documents for compliance requirements, including anti-fraud and diversion.
  • Maintain consortium financial and compliance risk registers and follow up agreed mitigation measures.
  • Provide compliance guidance, tools, and consultations to consortium partners based on identified needs.
  • Ensure partners are updated on key financial decisions, donor requirements, and policies adopted by the Consortium Management Unit and DRC.
  • Support the Grants team to ensure sub-grant agreements are issued, managed, monitored, and closed in accordance with applicable requirements.
  • Review and process partner payment requests and support timely payment, reconciliation, and liquidation of partner instalments.
  • Review partner financial reports, perform verifications, follow up identified issues, confirm final versions, and consolidate information for donor reporting.
  • Track partner budget changes, reallocations, overspending, and underspending and recommend appropriate corrective actions.
  • Coordinate consortium and partner audits, compliance reviews, and financial close-outs, including follow-up of findings and settlement of balances.
  • Conduct field visits and financial verifications with consortium partners and their finance focal points when required.

Support and Coordination

  • Provide technical support, guidance, and advice to finance staff, DRC budget holders, the Consortium Management Unit, consortium partners, and relevant stakeholders on financial management matters.
  • Support implementation of finance policies, procedures, and internal controls across the country programme and consortium portfolio in accordance with DRC’s Operations Handbook, internal guidelines, partnership agreements, and donor requirements.
  • Facilitate coordination between Finance, Programmes, Grants, Supply Chain, HR, Area Offices, the Consortium Management Unit, and consortium partners on financial matters.
  • Support finance capacity-building and knowledge sharing across DRC and consortium partners.
  • Promote compliance awareness and sound financial management practices within DRC and across the consortium.

Financial Accounting and Internal Controls

  • Review DRC accounting transactions, vouchers, partner financial reports, and supporting documentation to ensure accuracy, completeness, appropriate coding, budget allocation, and compliance with DRC policies, partnership agreements, and donor requirements.
  • Support month-end and year-end closure processes and ensure compliance with established deadlines.
  • Review bank, cash, balance sheet, control account, and consortium-related reconciliations and follow up on identified discrepancies.
  • Monitor advances, partner instalments and liquidations, prepayments, accruals, and accounts payable to ensure timely reconciliation and clearance.
  • Conduct periodic spot checks, partner financial verifications, and compliance reviews of financial transactions and supporting documentation.
  • Ensure DRC and consortium financial documentation is properly filed, archived, and readily available for internal reviews, donor verifications, and audits.
  • Support implementation and continuous improvement of internal controls and financial procedures.
  • Monitor compliance with DRC financial procedures, donor regulations, and applicable local legislation.

Budget Management, Forecasting, and Financial Analysis

  • Coordinate the preparation, consolidation, and review of DRC and consortium proposal budgets, budget amendments, no-cost extensions, budget revisions, and realignments in collaboration with Programme, Grants, Support Services, the Consortium Management Unit, and consortium partners.
  • Review budget assumptions and calculations to ensure compliance with donor regulations, DRC policies, and approved budgeting methodologies.
  • Support development and consolidation of detailed DRC and partner budgets and budget breakdowns for implementation and reporting purposes.
  • Support financial analysis of proposed DRC and partner budget changes and assess their impact on consortium delivery, project implementation, and funding requirements.
  • Support development and maintenance of country and consortium master budgets, spending plans, and financial forecasts.
  • Monitor DRC and consortium partner expenditures against approved budgets and spending plans.
  • Conduct variance analysis for DRC and consortium partners and communicate consolidated findings and required actions to relevant stakeholders.
  • Support preparation and consolidation of expenditure forecasts, funding projections, partner instalment schedules, and cash requirements.
  • Facilitate regular budget review meetings with DRC budget holders, programme teams, the Consortium Management Unit, and consortium partners.
  • Support preparation and review of Budget Follow-Ups (BFUs), Forecast Follow-Ups (FFUs), consortium financial tracking tools, and other financial management reports.
  • Monitor project burn rates and spending trends and identify potential financial risks.
  • Support monitoring of DRC and consortium co-funding requirements, support cost recovery, shared cost allocations, and partner budget ceilings.
  • Support the development, maintenance, and regular updating of online and offline master budgets, ensuring alignment with approved donor budgets, funding allocations, spending plans, and organizational financial planning requirements.

Grant Financial Management and Donor Reporting

  • Coordinate the preparation, consolidation, review, and submission of DRC and consortium quarterly, interim, annual, and final donor financial reports in accordance with donor requirements and reporting deadlines.
  • Review DRC and partner financial reports, perform financial verifications, follow up identified issues, and ensure accuracy, completeness, consistency with accounting records, and compliance with donor and partnership requirements.
  • Coordinate with Programme, Grants, Area Office teams, the Consortium Management Unit, and consortium partners to obtain required financial information and supporting documentation for donor reporting.
  • Support timely resolution of financial report queries and follow-up actions raised by donors, DRC, or consortium partners.
  • Review the eligibility of DRC and partner expenditures and compliance with donor requirements, partnership agreements, and approved budgets.
  • Monitor the financial performance of DRC grants and consortium partners and support timely corrective actions where necessary.
  • Coordinate with Grants, Programmes, Support Services, the Head of Consortium, and consortium partners on donor-related financial matters.
  • Support DRC and consortium project activation, grant set-up, partner budgeting, and financial orientation processes.
  • Support DRC and consortium project closure processes, including partner financial close-outs, final expenditure reviews, balance clearance, and donor financial reporting requirements.
  • Contribute to the development and consolidation of DRC and consortium proposal budgets in coordination with relevant stakeholders and partners.
  • Support the preparation, review, and submission of annual financial reports, statutory reports, and other financial reports required by external stakeholders, regulatory authorities, government entities, and relevant directorates in accordance with applicable requirements and deadlines.

DRC Dynamics ERP System

  • Ensure proper training and application of DRC Dynamics finance processes in the area/field offices.
  • Apply reports and data analytics from DRC Dynamics finance system to improve finance performance.
  • Ensure ERP finance functionalities are properly used by concerned staff and team has proper knowledge and access to information to use DRC Dynamics.
  • Act as a focal point for Dynamics finance processes and support users on system functionalities.
  • Monitor data quality, coding accuracy, and financial reporting integrity within Dynamics.
  • Support development and maintenance of financial reports, dashboards, and analytical tools.
  • Support implementation of system improvements and finance process enhancements.
  • Facilitate training and user support related to financial systems and reporting tools.

Audit, Risk, and Compliance

  • Coordinate preparation for DRC and consortium internal audits, external audits, partner audits, donor verifications, and compliance reviews.
  • Coordinate collection and review of DRC and partner audit documentation and supporting evidence.
  • Maintain DRC and consortium audit recommendation trackers and follow up implementation of agreed corrective actions with responsible teams and partners.
  • Support identification of financial risks and recommend appropriate mitigation measures.
  • Support reviews and investigations related to financial compliance matters when required.
  • Support implementation of audit recommendations and lessons learned.

Project Activation and Project Close-Out

  • Coordinate financial aspects of DRC and consortium project activation and grant set-up in Dynamics.
  • Support the creation and validation of DRC and consortium project structures, dimensions, budget lines, partner allocations, donor reporting codes, and financial coding requirements in Dynamics.
  • Review approved budgets and ensure accurate upload and configuration within financial systems.
  • Coordinate project activation meetings and provide financial orientation to DRC budget holders, project teams, the Consortium Management Unit, and consortium partners.
  • Support preparation of project implementation budgets and spending plans following project activation.
  • Coordinate DRC and consortium financial close-out reviews and ensure all DRC and partner financial obligations are cleared prior to closure.
  • Support DRC and consortium grant closure processes, including partner close-outs, reconciliations, accrual reviews, balance clearance, and final donor financial reporting.

Capacity Building and Technical Support

  • Deliver finance induction sessions for newly recruited staff.
  • Provide on-the-job coaching and technical support to DRC finance staff, budget holders, and consortium partner finance focal points.
  • Support DRC and consortium partner capacity building on budgeting, forecasting, donor compliance, financial reporting, and financial management.
  • Develop shared guidance materials, tools, and practical resources to strengthen financial management practices within DRC and across the consortium.
  • Promote knowledge sharing and continuous improvement across the finance function.

Additional Duties

  • Perform other finance-related duties and special assignments requested by the Finance Manager or supervisor(s) to support the effective functioning of DRC. This job description clarifies the main responsibilities of the position but is not a definitive task list.
  • Support special projects and initiatives related to financial management and organizational development.
  • Contribute to continuous improvement of finance processes, controls, and reporting practices.
  • Take full responsibility for maintaining an accurate and up-to-date physical and digital filing and archiving system for all DRC and consortium finance vouchers and relevant supporting documentation.
  • Ensure mastery of the DRC Dynamics (ERP) System and provide training and support to relevant finance staff across DRC.

Qualifications, experience and technical competencies

  • Degree in Finance or Accounting with at least 6 years work experience in finance or accounting
  • Minimum 5 years of international practical experience in financial management
  • At least 3 years of experience working with INGOs in fragile contexts
  • Strong analytical and conceptual skills.

  • Excellent communication, coordination, and stakeholder management skills
  • Proven experience in managing large and multi-partner budgets; experience with FCDO is preferable
  • Advance proficiency in Excel
  • Experience working with automated accounting and finance software; experience with DRC Dynamics is preferable
  • Proven ability to work under pressure and meeting deadlines.
  • Experience in consortium or partnership financial management, including partner reporting, compliance, and consolidated financial reporting, is preferable.
  • Ability to work in multi-cultural environment and a good team player.
  • Must be able to maintain highest level of confidentiality regarding work-related information and data.

Languages:

  • Proficiency in written and spoken English.
  • Arabic is highly preferred

Conditions

Contract:          One-year contract with possibility of extension, subject to funding and performance. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for International staff.  This position is graded at Band NM.G
