Organizational Context and Scope
This Call for Applications aims to establish a roster of qualified candidates who may be mobilized to support the Mission’s surge staffing requirements during disasters, emergencies, and other humanitarian response operations.
Please note that there is currently no confirmed start date or immediate deployment opportunity associated with this roster. The engagement of roster members will depend on operational requirements, the nature and scale of emergency responses, funding and budget availability, and the Mission’s staffing needs.
Candidates who submit an application acknowledge their interest in being considered for future emergency response assignments and are expected to maintain their availability should their services be required. If selected for deployment or engagement, roster members must be locally available and be prepared to promptly complete all necessary onboarding, documentation, and administrative requirements within the prescribed timeframe.
As part of your application, kindly submit a cover letter indicating any relevant experience in emergency response and/or the following areas: Shelter, Water, Sanitation and Hygiene (WASH), Cash-Based Interventions (CBI), Mental Health and Psychosocial Support (MHPSS), Community Mobilization, Information Management and Reporting, and Health. Your cover letter should briefly describe your experience, key responsibilities, and any relevant skills or training related to these areas.
Responsibilities
- Assist in the implementation, coordination, and monitoring of emergency response activities, ensuring the timely delivery of humanitarian assistance in accordance with project objectives, humanitarian principles, and donor requirements.
- Retrieve, compile, analyse, summarise, and present information and data on disaster impacts, humanitarian needs, response activities, and operational developments to support evidence-based planning and decision-making.
- Monitor project budget implementation by verifying the availability of funds, obtaining the necessary approvals, and updating budget-related information to support efficient and accountable emergency response operations.
- Support the administrative and operational coordination of emergency response activities, liaising with internal units, government counterparts, humanitarian partners, and service providers to facilitate procurement, logistics, deployments, clearances, and other operational requirements.
- Draft situation reports, implementation updates, and progress reports, identify operational challenges and delivery gaps, and bring critical issues to the attention of the supervisor with recommendations for corrective action.
- Draft correspondence, briefing notes, donor reports, presentations, dashboards, statistical tables, and other operational documentation to support coordination, reporting, and emergency response decision-making.
- Organize coordination meetings, workshops, simulations, and capacity-building activities for government counterparts, humanitarian partners, and response personnel to strengthen emergency preparedness and response capacities.
- Respond to operational information requests and maintain project files and records, ensuring accurate documentation of emergency response activities, beneficiary data, and project outputs.
- Perform any other duties as assigned to support emergency preparedness, response, early recovery, and resilience-building activities.
Qualifications
Required Qualifications and Experience
Education
Bachelor’s degree in Social Sciences, Humanities, or a related field from an accredited academic institution with two years of relevant professional experience; or,
High School diploma with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organisations;
Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
- Prior work experience with international humanitarian organisations, non-government or government institutions/organisation in a multi-cultural setting is an advantage.
Skills
Knowledge of emergency preparedness, disaster response, and humanitarian operations in the Philippines.
Strong understanding of Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA), and humanitarian principles and standards.
Excellent analytical, organizational, and problem-solving skills.
Strong written and verbal communication skills, including technical and donor reporting.
Proficiency in Microsoft Office Suite, particularly Excel, Word, PowerPoint, and Teams.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, Tagalog is required
