Organizational Setting and Reporting Relationship

ADB is recruiting four Technical Local staff across the Private Sector Operations Department (PSOD). The positions reside with the divisions or teams listed below and will be strategically assigned to the Türkiye Resident Mission (TURM) within the Central and West Asia Department, based in Ankara, Türkiye.

You will report to the designated International Staff member in the relevant division or team and to the Country Director, TURM. Depending on the position, you may also guide junior team members and coordinate the work of consultants.

Your Role

As an Associate Investment Officer or Investment Officer, you will support the identification, origination, due diligence, structuring, approval, implementation, administration, and monitoring of ADB private sector operations. The specific transaction products, client base, and accountabilities will depend on the position and technical stream. The core geographic focus will be Türkiye, with occasional work on transactions elsewhere in ADB's developing member countries.

Applicants may be considered for one or more of the positions based on their qualifications and technical background. Each selected candidate will be appointed against a specific position, division, and grade. The appointment level and scope of responsibility will reflect the requirements of that position and the candidate's demonstrated experience, technical depth, and level of independence.


You will:

Responsibilities Common Across the Positions

  • Support or lead, as appropriate to the position and grade, the identification, development, and processing of private sector transactions and related technical assistance.
  • Undertake financial, credit, market, operational, and other relevant analysis, including review of financial statements, financial models, sensitivity analysis, valuation, and risk assessment.
  • Participate in due diligence and transaction structuring; prepare approval documents, credit or investment papers, presentations, and other transaction documentation.
  • Coordinate with clients, partner financial institutions, project sponsors, advisers, consultants, legal counsel, and relevant ADB teams, including risk, safeguards, integrity, operations, and portfolio management functions.
  • Support transaction or project administration, portfolio monitoring, compliance with conditions and covenants, documentation, reporting, waivers, amendments, consents, and orderly handover to the relevant portfolio management team.
  • Contribute to market and sector research, pipeline development, strategy, knowledge sharing, process improvement, and other divisional priorities.

Position-Specific Responsibilities

Infrastructure Finance - PSIF1, TL4

  • Provide analytical support for infrastructure investments in the form of debt, equity, and guarantees, including credit and financial due diligence, contract and project document review, financial modelling, sensitivity analysis, and stress testing.
  • Support due diligence missions and negotiations with project developers, sponsors, and financiers, and assist in drafting credit memoranda, risk assessments, and documentation required throughout the project processing cycle.
  • Administer projects by processing disbursement requests, verifying fees and compliance with conditions, monitoring borrower payments, covenants, and reports, and preparing waiver and consent requests.
  • Support the engagement of technical advisers, consultants, and lawyers and provide inputs based on PSOD's operational experience in Türkiye.

Agribusiness Investment - OPSD-AIT, TL5

  • Lead and support the identification, origination, development, and processing of direct debt financing, guarantees, equity investments, and technical assistance for food and agribusiness companies.
  • Undertake comprehensive financial assessment and due diligence, including financial modelling, sensitivity analysis, credit rating, equity valuation, and review of market, commercial, technical, environmental, social, governance, and integrity considerations.
  • Support transaction structuring, negotiations, legal documentation, technical assistance design, and preparation of Investment Committee and Board documents.
  • Develop and maintain relationships with agribusiness companies, financiers, and advisers; contribute to the transaction pipeline, strategy work, and coordination with relevant sector and regional teams.


Financial Institutions - PSFI, TL5

  • Engage existing and prospective banks, non-banking financial institutions, microfinance institutions, and partners to support origination, client onboarding, and portfolio growth in Türkiye.
  • Screen the credit, business, and reputational profiles of prospective clients and manage financial and operational due diligence for debt, equity, guarantees, structured products, and blended finance operations.
  • Prepare financial analysis and approval documentation, contribute to portfolio reviews and internal reporting, and coordinate credit-related updates with the Office of Risk Management and other stakeholders.
  • Analyze financial sector developments and contribute to technical assistance and knowledge initiatives in areas such as digitization, social and sustainable finance, gender lens investing, and climate finance.

Trade and Supply Chain Finance - TSCD, TL5

  • Process day-to-day trade and supply chain finance transactions, including eligibility assessment, document review, coordination of approvals, maintenance of complete records, and monitoring through completion.
  • Support approved partner-bank limits, including line renewals, one-off limit requests, utilization monitoring, waiver processing, and system updates.
  • Undertake financial analysis and ongoing monitoring of participating banks, facilities, covenants, compliance requirements, transaction controls, and emerging risks.
  • Serve as an operational point of contact for partner banks; coordinate with relationship, portfolio, legal, integrity, and operations teams; and contribute to management information, process improvement, and knowledge sharing.

Qualifications

You will need

  • Bachelor's degree or equivalent in finance, accounting, business administration, management, or another discipline relevant to the position, preferably with advanced training or a relevant professional certification.
  • Strong analytical and problem-solving skills, including the ability to conduct financial, credit, operational, market, or risk analysis; organize and interpret data; and develop clear recommendations.
  • Relevant experience in financial modelling, due diligence, transaction processing or execution, portfolio monitoring, and preparation of reports, investment papers, or other transaction documentation.
  • Strong client orientation and stakeholder management skills, with the ability to work constructively with internal and external stakeholders in a multicultural environment.
  • Clear written and verbal communication skills and proficiency in Microsoft Office and relevant financial, operational, portfolio, or data management systems.

Infrastructure Finance - PSIF1, TL4

  • At least 6 years of relevant experience in corporate finance or project finance with a leading international or local financial institution and/or investment bank.
  • Experience as an ADB-engaged consultant or contractor is considered experience outside ADB.

Agribusiness Investment - AIT, TL5

  • At least 8 years of experience in corporate and project lending and equity investments, with exposure to the food and agribusiness sector in Asia.
  • Strong understanding of financial modelling, equity valuation, corporate and project finance, and other core banking and investment skills. Chartered Financial Analyst certification would be advantageous.

Financial Institutions - PSFI, TL5

  • At least 8 years of relevant experience in the financial sector, including transaction origination, client onboarding, and sustained client engagement.
  • Proven ability to undertake financial and operational due diligence and analysis of banks or other financial institutions.

Trade and Supply Chain Finance - TSCD, TL5

  • At least 8 years of relevant experience in trade finance, supply chain finance, banking, financial institutions, credit, portfolio management, transaction execution, or related private sector operations.
  • Solid knowledge of trade and supply chain finance products, financial institution analysis, credit applications, portfolio monitoring, risk management, compliance requirements, and transaction documentation.
  • Extensive experience in a client-facing role in a financial institution setting.
