PROJECT BACKGROUND

The Global Green Growth Institute (GGGI), through funding from the Climate Technology Accelerator Fund (CTAF), is implementing the project “AI-Powered Satellite Platform for Climate Risk & Renewable Energy Mapping in Paraguay”. The project aims to strengthen climate resilience and renewable energy planning through the development and demonstration of an AI-enabled geospatial platform integrating satellite-derived renewable energy resource mapping, climate risk analytics, and decision-support tools.
Paraguay's electricity sector remains highly dependent on hydropower, which increases vulnerability to climate-induced droughts and hydrological variability. At the same time, the country has significant untapped solar and wind energy potential, particularly in the Chaco region. However, the lack of high-resolution geospatial information limits evidence-based planning and investment decision-making. The project will address this gap by generating solar, wind, drought, flood, and climate-energy suitability datasets and demonstrating an interoperable geospatial platform to support government institutions, academia, and other stakeholders in advancing the country’s renewable energy matrix diversification.


Key objectives include:

  • Develop and validate high-resolution renewable energy and climate risk maps.

  • Support the deployment of a prototype web-based geospatial platform.

  • Strengthen institutional and technical capacity in the use of geospatial tools for climate and energy planning.

  • Support stakeholder engagement, validation, and scale-up planning.

  • Generate evidence for future replication and investment opportunities in Paraguay and the wider Gran Chaco region.

OBJECTIVES OF THE ASSIGNMENT

The Geographic Information System (GIS) and Geospatial Data Specialist Consultant will provide technical support for the collection, processing, analysis, validation, visualization and reporting of geospatial data required for the implementation of the CTAF project.


The key tasks of this consultant position are as follows:

  • Collect, organize, and assess spatial datasets from government institutions and public sources.

  • Conduct GIS processing and spatial analysis using appropriate software and methodologies.

  • Develop and validate renewable energy resource mapping products, including geospatial analyses to support renewable energy planning and investment decision-making. Generate, analyze, and validate climate-risk layers, including drought and flood-related information, and develop decision-support products for national stakeholders. Prepare geospatial databases, metadata, and cartographic products.

  • Support testing and validation of spatial data integrated into the project platform.

  • Participate in stakeholder consultations, deliver training sessions, and technical meetings.

  • Contribute to the preparation of reports, presentations, and technical documentation.

  • Provide recommendations for data management, interoperability, and future scale-up of the platform.

  • Liaise with relevant stakeholders to ensure alignment of information generated and interoperability with the systems in place.

  • Serve as the national geospatial specialist and coordinate technical aspects with the consulting firm responsible for system deployment, ensuring the quality, consistency, and integration of geospatial datasets and analytical outputs.

  • Provide technical review and quality assurance of datasets, platform components, metadata, and interoperability mechanisms delivered by the consulting firm responsible for developing the platform.

  • Support validation of platform integration requirements and future interoperability with MADES information systems, including SIAM.

SCOPE OF WORK

The GIS and Geospatial Data Specialist Consultant will be part of the project implementation team and will work under the direct supervision of the CTAF Project Manager at GGGI Paraguay and in close coordination with national counterparts.
The consultancy is expected to deliver the following key results:

  1. Geospatial Data Assessment and Coordination Report: Compile, review, organize and assess national geospatial datasets availability, quality, accessibility, and suitability related to renewable energy resources, climate risks, topography, infrastructure, and environmental information. Develop metadata catalogue and geospatial database inventory. Identify technical requirements and recommendations to facilitate interoperability with MADES information systems, including SIAM, and coordinate with consulting firm.

  2. Technical Review and Validation of Climate and Renewable Energy GIS Dataset Package: Review and validate generation, processing, integration, quality control, accuracy, and validation of solar, wind, drought, flood, and climate-energy suitability layers. Support quality assurance and consistency checks of geospatial datasets developed under the project. Prepare technical documentation and metadata.

  3. GIS Platform Support and Validation Report: Support data preparation, testing, visualization, validation, and demonstration of geospatial layers within the prototype web-GIS platform. Assess compliance with national data management requirements and interoperability standards. Review repository structures, metadata management procedures, and data-sharing mechanisms. Document validation results and recommendations for SIAM Integration.

  4. Capacity Building and Final Technical Report: Deliver technical support for workshops and stakeholder consultations. Participate in technology-transfer activities conducted by the consulting firm. Support knowledge transfer and institutional capacity-building activities with designated MADES personnel. Review training materials, user guidance documents, lessons learned, and final consultancy report summarizing all activities undertaken during the consultancy.

  5. The Consultant must integrate the comments of GGGI, and the technical focal points of other institutions involved, within 5 days after receiving the comments or requests for revision of the deliverables. All reports will be produced in Spanish and English and will follow GGGI's format requirements and will be submitted along with full raw data sets, research materials, minutes, interviews, and participant listings. Executive summaries will be delivered in English, and the final consolidated product of the consultancy must include a full English translation.

REPORTING ARRENGEMENTS

During the first week of assignment the consultant will define the reporting arrangements of the consultancy, in consultation with the national counterpart and the Project Manager. The consultant shall provide his/her own computer equipment and maintain access to ArcGIS Pro and any other software required to successfully perform the assignment.

Payments will be made against delivery of the products with prior approval from MADES, and approval from the GGGI Project Manager.
The consultant is expected to work in close coordination with MADES and other relevant institutions and may be required to work from MADES offices or other locations designated by the Project Manager.

QUALIFICATIONS/EXPERIENCE/KNOWLEDGE

Academic Qualifications

  • Master's degree in Geography, Geomatics, Geographic Information Systems (GIS), Environmental Sciences, Engineering, Natural Resources Management, or a related field; or equivalent combination of relevant education and experience.

Professional Experience

  • Minimum 5-8 years of professional experience (preferred 7) in GIS, spatial analysis, or geospatial data management.

  • Demonstrated participation in at least 5 projects involving geospatial analysis and mapping, preferably related to natural resources management, environmental monitoring, climate change, land use planning, energy, or infrastructure.

  • Demonstrated experience in at least 3 projects involving integration, management, or development of geospatial databases and metadata systems, remote sensing, Earth observation, or satellite imagery processing.

  • Demonstrated experience in at least 2 projects involving climate risk analysis, environmental assessment, disaster risk management, or related fields.

  • Demonstrated experience in at least 2 projects implemented with government institutions, international organizations, development partners, or public-sector entities.

  • Demonstrated experience in geospatial database management, metadata development, and spatial data governance, preparing technical maps, reports, and geospatial products for decision-making.

  • Experience working in Paraguay or in the Latin America and Caribbean region.

The following will be considered assets:

  • Experience in renewable energy resource assessment, solar and/or wind potential mapping, renewable energy suitability analysis, or GIS-based energy planning.

  • Experience in web-GIS platforms, spatial data portals, online dashboards, or geospatial visualization tools.

  • Experience delivering capacity-building, technical training, or knowledge-transfer activities related to GIS and remote sensing.

  • Experience using Google Earth Engine (GEE), Python, or other tools for geospatial analysis and remote sensing applications.

Skills and Knowledge

  • Strong analytical and cartographic skills.

  • Knowledge of spatial data management and metadata standards.

  • Demonstrated proficiency in ArcGIS Pro for geospatial analysis, geodatabase management, metadata development, and cartographic production.

  • Ability to communicate technical concepts to non-technical audiences.

  • Strong report writing and presentation skills.

  • Ability to work independently and as part of a multidisciplinary team.

  • Full professional proficiency in Spanish and English, both written and spoken, is a mandatory requirement, as the consultant will be required to conduct meetings, prepare deliverables, and communicate with international stakeholders in English.
