Overall purpose of the role:

The Humanitarian Coordinator of the Myanmar INGO Forum will be responsible for ensuring INGOs’ operational insights inform collective evidence, representation, and policy dialogue to strengthen principled INGO engagement in Myanmar’s complex aid landscape. This role will serve as the primary link between the INGO Forum, international and national/local NGO partners, and sub-national aid coordination structures.

Responsibilities:

Coordination and Representation

  • Represent INGO members in Myanmar’s humanitarian coordination structures, including engagement with UN leadership, clusters, donors, national NGOs, and other critical actors, at both the national and sub-national level.
  • Support the convening of INGOs at sub-national level to ensure INGO needs and perspectives are collectively understood and represented in sub-national coordination meetings.
  • Serve as the INGO Forum’s representative in sub-national coordination meetings, as relevant.
  • Elevate key operational and coordination issues that are raised in INGO and coordination meetings at sub-national level to national level.
  • Facilitate INGO Forum discussions on key operational issues.
  • Develop strong linkages and coordinate with both internal (INGO Forum members and Secretariat colleagues) and external (NNGOs, CSOs, CSO networks, UN agencies) actors to enhance the overall humanitarian efforts at sub-national level.

Analysis and information sharing

  • Support the INGO Forum's advocacy efforts by providing evidence-based information and analysis on the changing operational context, humanitarian response challenges and gaps.
  • Share relevant information with INGO Forum members in a consolidated, user-friendly manner.

Leadership

  • Externally represent the INGO Forum on behalf of the INGO Forum Head of Unit, as needed, including taking on acting Head of Unit duties when needed.

Experience and technical competencies:

  • A university degree related to development studies, humanitarian affairs, political science or other relevant social sciences.
  • At least 3 years of working experience in humanitarian/development/peacebuilding sectors, particularly program management experience
  • Experience working to support planning, coordination and collaboration of diverse stakeholders with clear sets of deliverables
  • Works independently, making decisions and problem solving on routine, new and complex issues/problems
  • Knowledge of the context in Myanmar
  • Knowledge of International Humanitarian Law
  • Understanding of UN and donor operations at country and regional level
  • English (full professional proficiency)

Conditions:

Contract: DRC will offer the successful applicant a DRC’s Regular contract including 3-month probation period. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is in Employment Band G-non management.
