Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.
The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA's focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States' preparedness for response.

Main Purpose

The Incident and Emergency Centre (IEC) is the global focal point for international emergency preparedness and response (EPR) for nuclear and radiological incidents and emergencies, regardless of cause. Its outreach products, including brochures, training materials, publications and the visual communication installations located in the corridor and visitor circulation areas surrounding the IAEA Operations Centre, are key tools through which the Centre communicates its mandate, services and role within the international emergency preparedness and response framework to Member States, Incident and Emergency System (IES) partners, Agency staff and other stakeholders.

The Consultant will provide technical expertise to the IEC to enhance and implement new visual elements by collecting and developing content with in-house technical experts, securing internal clearances including compliance with the IAEA visual identity, and coordinating the relationship with the vendor from first render through to installation, analyse and consolidate outreach material into a single coherent set.

The Consultant works under the supervision of the responsible officer in the IEC and coordinates as required with the Office of Public Information and Communication (OPIC) on visual identity, and with the Division of Procurement on vendor matters.

Functions / Key Results Expected

1. Implementation of the corridor and Operations Centre communications scheme
* Provide technical input and contribute to the implementation of the wall decals for all eleven surfaces described in the approved design brief, from content collection through to installation.
o Collect and consolidate the content identified in the approved design brief including text, photographs and supporting visual material
(approximately 900 words of text and 20–25 high-resolution photographs) — from internal and external stakeholders.
o Liaise with in-house technical experts to draft, verify and finalize the written content for each surface, ensuring it is technically accurate and readable by technical and non-technical audiences alike.
o Facilitate internal review and clearance for all content before release to the vendor.
o Provide technical input to procurement documentation, vendor queries and site measurement activities, as required.
o Liaise with the vendor throughout the design, renders, materials proposals, production, delivery and installation, securing internal feedback and approval at each stage.
o Verify installed elements against the approved renders and record defects for rectification/correction.

2. Revision, consolidation and update of IEC brochures
* Conduct and compile an inventory of existing IEC brochures and outreach print materials, identifying overlap, outdated content and gaps.
* Recommend a consolidated brochure suite — which items to retain, merge, retire or create — for review and approval by the Director of the IEC.
* Draft, revise and update content and layout of the approved suite of materials, ensuring technical accuracy, consistency of messaging and alignment with IAEA visual identity, in coordination with OPIC.

3. Revision and update of training material
* Review, revise and update presentations, handouts, exercise materials and associated e-learning content, maintaining consistency of terminology and design across the training portfolio.

4. Revision and editing of publications
* Carry out substantive revision and editing of IEC publications and draft technical documents, improving structure, clarity and accessibility for the intended readership without altering technical content.
* Ensure consistency with IAEA house style, Emergency Preparedness and Response (EPR) terminology and the IAEA visual identity and coordinate the review and clearance cycle with the responsible technical officers.

Qualifications and Experience

  • University degree in communications, public information, journalism, science communication, graphic or visual communication design, publishing, or a related field. The following could be accepted in lieu of a degree: specialization or certification in exhibition, environmental or information graphic design; editorial and print production; or science and technical communication.

  • Minimum of five years of relevant professional experience in communication, outreach or publication production, including demonstrated experience in: coordinating external design, print or installation vendors through to delivery; producing outreach and exhibition or signage content to an institutional visual identity; and revising and editing technical material for non-technical readers.

  • Experience in an international organization, and familiarity with scientific or technical subject matter, is an asset.

  • Excellent written and spoken English. Knowledge of another official IAEA language (Arabic, Chinese, French, Russian, Spanish) is an asset.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 250, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
