PROJECT BACKGROUND

Background 

The Philippines is experiencing rapid growth in data centers, cloud computing, and artificial intelligence (AI) applications, resulting in increasing energy demand and greenhouse gas emissions. The EAI-DC Project seeks to promote the deployment of energy-efficient Neural Processing Unit (NPU)-based AI accelerator provided by Korean technology as an alternative to conventional GPU-based AI systems. 

As an initial phase of the project, GGGI intends to undertake a rapid assessment to identify a suitable Philippine company for pilot testing and assess the technical, operational, and commercial readiness for deployment of the technology. The results will serve as the basis for accelerated innovative technology transfer, a future demonstration project, and investment mobilization activities.  

Objective 

The objective of this consultancy is to assess the readiness of introducing energy efficient NPU-based AI accelerator technology in a selected Philippine company and prepare the technical and commercial groundwork necessary for a pilot demonstration. 

 
SCOPE OF WORK

The Consultant shall undertake the following activities: 

Task 1. Market and Stakeholder Assessment 

  • Review the Philippine data center and AI infrastructure market.  
  • Identify potential pilot companies, including:  
  • Data center operators;  
  • Cloud service providers;  
  • AI solution providers;  
  • Enterprises operating AI-intensive workloads.  
  • Conduct consultations with key stakeholders including DOE, DOST, DICT industry associations, and prospective host companies.  
  • Develop selection criteria and recommend one priority pilot company.  

Task 2. Baseline Energy and Operational Assessment 

For the selected company: 

  • Conduct a site assessment. 
  • Collect available operational and energy consumption data.  
  • Review existing AI computing infrastructure and workloads.  
  • Establish baseline energy consumption and operational performance indicators.  
  • Identify key challenges and opportunities for NPU deployment.  

Task 3. Technology Readiness and Deployment Assessment 

  • Review technical specifications provided by Korean technologies.  
  • Assess compatibility of the selected company's systems with the proposed NPU technology.  
  • Identify hardware, software, operational, and data requirements.  
  • Assess expected energy efficiency improvements and operational benefits.  
  • Identify risks, barriers, and mitigation measures for pilot implementation.  

Task 4. Pilot Demonstration Preparation 

  • Develop a Pilot Demonstration Concept Note including:  
    • Proposed pilot scope;  
    • Technology configuration;  
    • Resource requirements;  
    • Monitoring indicators;  
    • Roles and responsibilities;  
    • Preliminary implementation timeline.  
  • Organize a stakeholder validation workshop to present preliminary findings and the draft Pilot Demonstration Concept Note, and incorporate feedback. 
  • Recommend next steps toward demonstration and scale-up.

Expected Outputs 

The consultancy shall produce: 

  1. Shortlisting and engagement of up to three (3) potential pilot companies.  
  2. Selection of one (1) priority company for pilot testing.  
  3. Baseline energy and operational assessment of the selected company.  
  4. Preliminary assessment of technical compatibility with Korea-based NPU technology.  
  5. Pilot Demonstration Concept Note suitable for use in securing future demonstration funding and technology deployment.  
  6. A stakeholder validation workshop to present findings and gather feedback on the draft concept note.  

The Consultant shall report directly to the Project Manager of GGGI Philippines and coordinate closely with Korean technology providers, DOE, DOST, DICT and participating private sector companies.

DEGREE OF EXPERIENCE AND QUALIFICATIONS
  • Degree in Engineering, Computer Science, Information Technology, Energy Management, or related field. An dvanced degree is a stong plus.
  • At least 5 (preferably 7) years of professional experience in:  
    • Technology assessment;  
    • Energy efficiency;  
    • Digital infrastructure;  
    • AI computing systems.  
  • Demonstrated experience conducting technical feasibility assessments.  
  • Familiarity with data center energy management and energy efficiency technologies.  
  • Experience engaging private sector stakeholders and preparing pilot projects.  
  • Excellent report writing and communication skills in English.
