POSITION SUMMARY

Reporting to the Latin America and the Caribbean Director, the Caribbean Representative will be responsible for the management and implementation of GGGI Country Programs in the Dominican Republic, the Eastern Caribbean, and Guyana, leading strategy setting, partnership development, donor engagement, and resource mobilization across the subregion. S/he will ensure strong coordination and collaboration of country teams with the HQ in support of delivery, monitoring and evaluation of projects. S/he will provide quality oversight over the efforts of country teams to strengthen their project management capacity and project delivery.

PURPOSE

The Caribbean Representative will be responsible for the management and implementation of GGGI Country Programs in the Dominican Republic, the Eastern Caribbean and Guyana, leading strategy setting, partnership development, donor engagement and resource mobilization across the subregion. The role carries a near-term priority of stabilizing team dynamics and financial management within the Caribbean portfolio, alongside sustained resource mobilization in a competitive donor and implementing-partner environment.

ENGAGEMENT

  • Lead the engagement with Caribbean region's governments and the Organization of Eastern Caribbean States (OECS) to strengthen GGGI positioning and advance GGGI mission and mandate;

  • Lead the engagement with Caribbean region's governments and OECS to negotiate the formalization of GGGI Host Country Agreements, and the development of Country Planning Frameworks;

  • Sustain government relationships and donor commitment over time, maintaining continuity through changes in administration, political priorities, or competing agendas;

  • Lead the engagement with partners and donors to strengthen GGGI delivery and positioning in the region;

  • Identify and manage political, governance, and operational risk across jurisdictions, escalating as needed to protect program delivery and GGGI's positioning;

  • Foster cross-country collaboration across Dominican Republic, Guyana and OECS;

  • Engage with experts, government counterparts and organizations to translate GGGI Strategy into innovative solutions and service offerings, including exploring new sectors aligned with Country Planning Frameworks as well as GGGI’s regional and global priorities;

  • Lead internal engagement with LAC Country Programs, Regional Office, and HQ to build the visibility of the Caribbean region, identify and build synergies and complementarities across programs;

  • Represent GGGI in national and international events;

  • Mentor, coach, and promote staff development under your supervision to foster professional growth and enhance team performance.

DELIVERY

  • Lead the operationalization and quality-delivery of country and regional projects;

  • Ensure that adequate internal control mechanisms for all finance and administrative services are in place.

  • Oversee and ensure on-time on-budget delivery and high-quality execution of GGGI projects and programs across the region;

  • Oversee Caribbean programs and projects portfolio, maintaining responsibility for ensuring high-quality design, execution and reporting;

  • Lead the development of idea, concept notes and funding proposals across GGGI priority Programmatic Solutions;

  • Lead the strategy setting processes for donors, partners, and governments engagement strategies;

  • Lead the implementation and oversight of Caribbean region donor engagement strategy to secure resources for GGGI Country Programs;

  • Engage in the setting of GGGI Strategic Outcome targets for Caribbean Country Programs;

REQUIREMENTS
QUALIFICATIONS

  • An advanced degree (Master's or PhD) in Sustainability, Climate Change or other related fields;

  • Preferably 10 years of professional experience as a project and program manager, demonstrating a trajectory of increasing responsibility and complexity of projects under management;

  • At least 5 years of professional experience as a Team Leader within a public or international organization, managing high performing teams engaged in the delivery of projects with public sector beneficiaries;

  • Demonstrated experience building and maintaining positive relations with government stakeholders;

  • Demonstrated experience leading the development and results-based management of multi-annual, multi-million-dollar proposals and portfolios;

  • Verbal and written fluency in English and Spanish is required;

  • Familiarity with the Caribbean region's political, institutional, and development landscape - including OECS mechanisms, CARICOM frameworks, and the climate vulnerability and financing context specific to Small Island Developing States (SIDS) - is considered a strong asset. Prior professional experience working directly in the Caribbean or with Small Island Developing States is preferred.

  • Experience with results-based management, logframes, and M&E systems, as well as digital literacy in project management tools, is considered an asset.

  • Familiarity with climate finance instruments and mechanisms (e.g. blended finance, GCF, GEF, Adaptation Fund, Article 6/NDC-related mechanisms) is considered an asset.

WORKING CONDITIONS

The Representative is an International Position at G11 grade level in GGGI's International salary scale. The starting salary for the position is USD 131,472 per annum depending on qualifications, experience and internal equity. International Positions are eligible to receive additional benefits, including relocation allowance, expatriate allowance, education and childcare allowance.

GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision GGGI is committed to providing a work environment that is sufficiently flexible to accommodate diverse life-cycle challenges and assist Staff members to achieve a better balance between work and personal/family commitments, thus ensuring high performance, long-term productivity, and well-being of Staff members.

The role requires extensive travel across the Dominican Republic, Guyana, and OECS member states, as well as periodic international travel to represent GGGI at regional and global events.
