The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. Program and Position Overview

While Malawi has made important advances in improving maternal and newborn health (MNH) outcomes, this progress has stagnated since 2019. High rates of maternal mortality (224 per 100,000 live births) and neonatal mortality (24 per 1,000 live births) point to major gaps in the quality of care.* Malawi's health system faces numerous challenges in delivering high-quality MNH services, including inadequate facilities, insufficient medical equipment and commodities, and a shortage of qualified health workers both in terms of numbers and skill-mix.

To address these challenges, CHAI is working with the Government of Malawi and a consortium of partners to develop, implement, monitor, and evaluate a robust Country Investment Plan for strengthening MNH services and improving MNH outcomes. The MNH Investment Plan will focus on operationalizing priority interventions during antenatal care, labour and delivery, and newborn care targeted at the primary drivers of maternal and neonatal mortality and stillbirths. Under this program, CHAI staff will work closely with the Ministry of Health to implement evidence-based strategies that will improve the availability of quality MNH commodities; increase the number, competency, and skill-mix of the MNH workforce; reinforce MNH data in national health information systems; support maternity and neonatal unit infrastructure development; and strengthen referrals and emergency transport for obstetric and newborn emergencies.

CHAI Malawi seeks Supply Chain Associate, who will be based in Lilongwe, and seconded to the Ministry of Health, Reproductive Health Directorate. The Supply Chain Associate will report directly to the Director Reproductive Health Directorate. For administrative and contracting issues, the role will report to the Program Manager, Sexual Reproductive Maternal and Newborn Health (SRMNH) at CHAI.

This is a challenging but rewarding position which will directly impact the government’s capacity to deliver improved health services for the country’s population. It presents an opportunity to work closely with a government that is committed to finding opportunities for bolstering the national and subnational delivery of Reproductive Health (RH) services and delivering a stronger health system for the people of Malawi.

• Serve as a trusted technical advisor to the Ministry of Health, Reproductive Health Directorate on a range of supply chain strengthening issues.
• Provide technical support to the Ministry of Health to strengthen the quantification, prioritization, forecasting, procurement, inventory management, distribution planning, regulation, and governance of RH commodities at the national level and sub-national levels.
• Support MoH, in routine supply chain monitoring, review, and utilization of data for programmatic decision-making.
• Work with MoH and partners to forecast and quantify health commodities based on annual national demand.
• Closely work with RHD, HTSS, CMST and relevant partners to develop distribution plans, monitor delivery schedules, and facilitate the timely delivery of commodities.
• Provide technical assistance to districts in monitoring stock levels, anticipating upcoming needs, ensuring appropriate storage conditions, and maintaining accurate records of all health commodities, including inventory levels, distribution, and consumption trends.
• Monitor stock levels, consumption trends, and pipeline data and support the developing and updating of the supply plan of health commodities to ensure continuous product availability at all service delivery points.
• Strengthen national planning through supporting the MoH to routinely collect, analyse and review data on commodity consumption through participation in the supply chain core group. The Supply Chain Associate will play a significant role in conceptualizing and developing supply chain dashboards where necessary for MoH utilization to facilitate ease of data visualization and programmatic decision-making.
• Support in designing additional supply chain tools where necessary to improve the use of data for decision-making, including design of data collection tools, leading data collection, managing and analysing data sets, and presentation of analyses to support decision-making.
• Support/coordinate trainings and mentorships for pharmacy personnel as required by closely working with MOH and district coordinators.
• Coordinate with district coordinators on the support provided to strengthen the district commodity tracking committees and drug therapeutic committees.
• Work with HTSS, RHD and other stakeholders to identify available resources, analyse funding gaps and mobilize resources to fund national plan.
• Perform any other relevant duties and lead day-to-day implementation of activities as assigned.

• Bachelor’s degree in relevant field required, such as Pharmacy, supply chain, logistics, Public Health, Nursing, Social Sciences; experience on supply chain management preferred.
• Minimum 10 years of relevant experience in a demanding, result-oriented environment in the public and/or private sector.
• Professional experience with a minimum of 4 years in supply chain management in the public sector or other relevant private and public sector experience.
• Proven experience in health commodity quantification, Logistics Management Information System (LMIS), and data analysis.
• Proficiency with supply chain management tools and software (e.g. QAT, GFPVAN).
• Excellent written and oral English communication skills.
• Demonstrated ability to communicate complex ideas clearly and tactfully to various audiences.
• Exceptional Microsoft Excel skills required, including experience using Excel for quantitative analysis or costing.
• Great ability to communicate effectively using PowerPoint and Word.
• Strong analytical, problem-solving, and quantitative skills, and ability to use data to inform program development and strategy and to present results in both narrative and graphic form.
• Proven ability to operate independently, multitask, and set and achieve ambitious targets with limited guidance.

Advantages:

• Master’s degree in Public Health, Global Health, Procurement and Supply Chain Management, or a related field.
• Demonstrated experience working with government ministries and partner organizations within the SRMNH sector.
• Experience supporting supply chain management systems for SRMNH commodities and supplies.
