Background:
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities.
In 2026, the POiB will continue focusing on strengthening the capacities of the State Customs Service to effectively combat transnational threats through a series of strategic initiatives. Key interventions also include responsible and safe use of Artificial Intelligence (AI) in customs activities. The training courses will bring together customs officers from different states to strengthen their awareness of ethical considerations, privacy safeguards and practical use of AI in customs management and law enforcement contexts.
To implement this, the POiB will contract national experts with relevant expertise in digital technologies, AI and cyber security on SSA modality.
The experts will conduct theoretical and practical sessions on the safe and effective use of innovative technologies in public administration. The expert overseeing the overall delivery and coordination of the sessions, while also conducting theoretical and practical sessions on the responsible use of AI, digital security, modern phishing methods and ways to recognize them, and the formulation of effective prompts for AI assisted office and administrative work. Also, an expert will focus primarily on the legal aspects of digital security, personal data protection, privacy, and cybersecurity in public administration. The consultants will work in close collaboration to ensure effective delivery of the assignment.
Objective of Assignment:
Under Act. 2.1 of the UB 5300843 project to organize tailor-made training courses for customs officers on specific professional subjects.
Duration of Assignment:
Maximum 9 months/180 days
Tasks and Responsibilities:
Under the overall supervision of the Acting Head of Politico-Military Department/National Border and Customs Officer, the successful candidate will be tasked with the following duties:
Developing a training module for the training course, preparing test questionnaire, administering pre- and post-tests, submitting report with analysis of results;
Conducting a training course on responsible and safe use of AI in security environments for the customs officials;
Conducting theoretical and practical sessions, including the topics of responsible use of AI, digital security, phishing: modern attack methods and ways to recognize them, formulating effective prompts for using AI in office and administrative work;
Preparing and submitting SSA deliverable reports.
Deliverables:
Approved training module, pre - and post test questionnaire, report with analysis of results as part of the SSA deliverable report;
Enhance the customs officials’ understanding and responsible application of AI tools in the operational practices of the customs service;
Customs officials actively learn and gain advanced knowledge in digital technologies, AI and data protection;

SSA deliverable reports, list of participants, feedback forms and training materials are prepared and submitted.

Necessary Qualifications:
University degree in law, social sciences or a related field;
More than 12 years of professional experience in digital technologies, cyber security and AI;
Proven ability to conduct training courses on specific subjects related to AI and cyber security;

Proven ability to successfully interact and establish working relationships with government officials;

Experience in collaborating with international and national experts and institutions;
Professional fluency in Russian with excellent communication skills; professional fluency in English would be an asset; both oral and written;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Computer literate with practical experience using Microsoft applications.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
