The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dhale, and expanded later in Sana’a and Hodeidah in the North. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

SCOPE OF WORK:
The Field Manager leads IRC operations and program support in Shabwah and Abyan, ensuring effective, compliant, and secure field activities. The role represents IRC with authorities, communities, partners, and coordination forums to strengthen relationships and support program delivery. The position also supervises field staff, oversees administrative functions, and contributes to strategic decision-making.
JOB SUMMARY:
The Field Manager oversees supporting the programs and operations in the sub-field office of Shabwah, and will also cover the same in Abyan. Reporting to the Field Coordinator, the incumbent shall be representing IRC with government line ministries, counterparts, local communities and stakeholders as well as taking part and representing IRC in other forums, such as OCHA coordination meetings. This position is a member of the extended Senior Management Team and participates in all meetings and decision-making forums within IRC in line with his/her Job Description.
WORKING RELATIONS:
Position Reports to: Field Coordinator
Position directly supervises: SC Officer, Humanitarian Access Officer, Finance/Admin Assistant. This position will also provide day-to-day administrative supervision for the most senior program staff from each sector.
Other Internal and/or external contacts:
- Internal: Supply Chain, People & Culture, Program staff, Finance, Grants, Field support staff.
- External: UN agencies, partner organizations, local governance units, local communities.
MAIN RESPONSIBILITIES:
Office and Operations Management
- Streamline the operational support of the Shabwah sub-field office and ensure that both operations and program staff meet expectations in executing their tasks.
- Work in collaboration with the Field Coordinator and heads of Supply Chain, Humanitarian Access, People & Culture and Finance departments to ensure that the sub-field office is adequately operating and provides the expected level of support to program implementation in Shabwah and Abyan Governorates.
- Coordinate with Finance, Admin and program departments to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.
- Continuously monitor security developments in Shabwah and Abyan Governorates to ensure the security and safety of IRC staff, programs and assets. Manage field-level security incidents in close cooperation with the Humanitarian Access Coordinator, Field Coordinator and Country Director as required.
- Ensure that all IRC premises — including the Shabwah sub-field office, in consultation with the Senior IT Officer on IT-related standards — meet IRC standards, and recommend improvements where necessary.
- Routinely communicate, coordinate and plan with the respective requesting staff/programs regarding the order and delivery of supplies.
- Ensure that IRC has adequate storage capacity for program supplies.
- Oversee vehicle operations and usage for the smooth and safe running of the programs.
- Lead on new facility identification and selection, when required. Manage initial set-up, if applicable.
- Maintain office records and disseminate information and correspondence between the field office and capital offices.
Program Support
- Provide consistent and constructive support to all program departments in Shabwah and Abyan Governorates.
- Follow up with the sub-field office program staff to ensure quality programming is carried out for both direct implementation and partner implementation, and that IRC and donor expectations are met.
- Perform regular program site visits to ensure required progress and quality in implementation of activities.
- Communicate and coordinate with capital-based Program Sector Leads to address any issues affecting quality or timeline of program activities.
- Closely follow up on the work of Project Managers and Officers to ensure they are well informed of the activities and funds they are responsible for.
- Promote IRC's image and work, ensuring IRC activities are clearly marked with IRC and donor logos, where applicable.
Partnership Responsibilities
- Work with Operations Management Team colleagues to support partners' capacity, ensuring adherence to IRC processes and agreed donor guidelines.
- Actively participate in Partnership Cycle Management, including partnership project opening, review, and closing meetings, capturing effective operational practices and lessons learned for future partnerships.
- Where IRC procures on behalf of a partner, ensure a partner procurement plan is agreed with the partner and the relevant technical lead at the outset of the partnership agreement, and that project budgets reflect fair market value.
Coordination
- Represent IRC at all forums and at the inter-cluster coordination meetings chaired by UN OCHA.
- Representing IRC in front of governmental authorities and local communities. Convey information on IRC program activities and criteria and pass community needs and requests to program coordinators.
- Coordinate, support and oversee the work of IRC's local partner(s).
Staff Management
- Establish and preserve close, open, ethical and professional working relationships among staff, and between staff and communities.
- Work towards strengthening staff's team spirit by demonstrating good leadership.
- Address any issues or misunderstandings which arise within the framework and spirit of IRC policies and rules of professional conduct.
- Support staff in the implementation of personnel policies, including performance evaluation, staff development, and disciplinary measures.
- Ensure attendance and leave management of all staff assigned to the Shabwah and Abyan sub-field offices, in close coordination with their capital-based managers.
Compliance
- Ensure adherence to IRC policies and procedures across all operations departments, including Supply Chain, Humanitarian Access, People & Culture, Finance and IT.
- Ensure health, safety and security protocols are followed at all times, taking timely corrective action as required and in consultation with the Field Coordinator and SMT.
- Ensure that IRC SOPs and contingency plans are kept up to date and respected and enforce the same in the Shabwah and Abyan sub-field offices and throughout IRC implementation areas.
- Promptly inform the Field Coordinator of any areas of concern regarding potential or suspected violations of policies and procedures.
Strategy and Program Approach
- Member of PWG, and co-responsible for delivering the functions of the PWG.
- Contribute to robust stakeholder analysis processes stakeholder analysis processes that enable the Strategy Action Plan (SAP) and each program design to be based on how we can best support, reinforce and complement local civil society, government and private sector actors.
- Member of PWG, and co-responsible for delivering the functions of the PWG, with respect to the relevant geographical area.
Program Delivery
- Participate in due diligence processes and collaborative partnership risk management as appropriate.
- Engage in program design processes including providing input into partnership opportunities.
- Participate in PCM, including to review successes, challenges, and lessons learned with the partner, and capturing effective finance practices for future partnerships.
- Assist with any security related local partner issues and coordinate with the partner on safe access.
Coordination and Feedback
- Assist in resolving any local partner issues at the field level, ensuring that any communication is coordinated and consistent with that of the relevant technical coordinator and Partnership Lead, including addressing partner feedback and concerns.
- Contribute to local liaison and coordination with relevant partners, in close coordination with technical and partnership leads.
- In coordination with technical and partner leads, support liaison with local authorities as it relates to partnerships.
REQUIREMENTS: (Qualifications, Skills and Abilities):
- The incumbent should be a graduate from an accredited university in Yemen or abroad, with a degree in social studies, political science, business administration or equivalent.
- Demonstrated program and administrative management skills, as well as people management skills.
- Minimum three years of professional experience at managerial level.
- Good understanding of budgets and ability to manage resources as required.
- INGO experience is highly desired.
