Mission and objectives

UNDP supports strategic capacity development initiatives to promote inclusive growth and sustainable human development. Context

The JSB FY 2025 project “Accelerating Recovery for Human Security in Ukraine with Urgent Response to
Intensified Attacks” (Project No. 01005661) aims to catalyse urgent recovery and strengthen resilience by
addressing immediate infrastructure, environmental, social, economic, governance and justice needs. The

Project is structured around the following six outputs:

Output 1: Energy and other critical infrastructures and facilities restored and improved to meet immediate
needs to provide essential public services and to demonstrate modernized and energy-efficient
technologies.

Output 2: Debris, explosives and hazardous materials (including asbestos) are assessed, treated and
managed with international environmental standards, incorporating women’s engagement.

Output 3: People who are most affected by war, including veterans, people with disabilities, women, the
elderly and others, have access to rehabilitation and social services and economic opportunities to enable
them to live a decent life.

Output 4: Innovative capacity and sustainability of Ukrainian MSMEs enhanced with business development
solutions focused on encouraging innovations and improving access to finance.

Output 5: Transparency, accountability, and integrity of the government institutions in the recovery process
strengthened.

Output 6: Institutional capacities and survivor-centred mechanisms are enhanced for effective investigation
and prosecution of war incidents.

The Project includes low-value grants supporting Output 3, including social inclusion and barrier-free
recovery, economic empowerment of war-affected people, transparent and accountable recovery, and
access to justice and human rights protection.

The Finance Grants Associate will support sound financial management of these grants and the Project’s
related financial operations in accordance with UNDP rules, regulations and procedures.

Task description

Under the direct supervision of the Project Coordinator, the Finance Grants Associate will provide substantive
support to the Project staff on financial management of grantees, and provides advisory support to grantees
on regular financial grant management, including payment processing and financial reporting, in accordance with UNDP procedures. Finance Grants Associate works in close collaboration with the Project, Operations,
and Programme teams, as well as relevant Country Office units, as required for resolving complex
administrative-related issues and exchange of information.

1. Provide financial support to facilitate the implementation of the project grant activities:
• Ensure advisory support to potential grantees on finalization of financial proposals for submission to UNDP’s grant competition.
• Review financial parts of grant proposals and provide comments on relevance to the grant competition and UNDP procedural requirements.
• Advise on appropriate financial reporting forms, tools and procedures for monitoring financial performance of grantees.
• Review grantees’ financial reports in an effective and timely manner.
• Provide guidance and support to grantees on finance matters to ensure accurate and timely reporting on financial performance.
• Oversee the CSOs grant project’s adherence to UNDP financial reporting requirements.
• Provide financial consultations and guidance to current grantees on financial operations, applicable requirements and procedures, procurement and tendering regulations, budget utilization monitoring.
• Prepare and process payments for grantees according to UNDP procedures.
• Perform any other grant-related tasks as requested by the Project Coordinator.

2. Provide day-to-day support to the project’s financial operations in accordance with UNDP rules and regulations, and relevant SOPs:
• Prepare and maintain supporting documentation for contracts and payments.
• Contribute to the preparation of budgets and budget revisions.
• Perform other finance-related administrative and operational tasks as required.

3. Ensure gender mainstreaming:
• Ensure the mainstreaming of gender equality and women’s empowerment considerations in the field of expertise, promote a safe and enabling environment free of any kind of discrimination and abusive behaviour, and use the principles of gender responsive communication in line with the UNDP corporate standards.
