Organizational Context and Scope
Under the overall supervision of the Chief of Mission in San José, Costa Rica, and the direct supervision of the Programme Coordinator, the National Project Officer will be responsible and accountable for managing projects under the Mission’s Capacity Building and Development Unit, with a focus on strengthening the capacities of key stakeholders and supporting capacity-building initiatives for the integration of migrants.
Responsibilities
Coordinate the overall implementation of the including the oversight of the financial, logistical, administrative and technical aspects in accordance with IOM’s policies, practices and global standards as well as relevant requirements, guidelines and grant agreements.
Monitor projects implementation according to the work plan, document and evaluate results, identify the causes of deviations and bottlenecks and recommend and implement corrective actions.
Promote and contribute to the integration and mainstreaming of gender, protection, human rights and other pertinent cross-cutting issues into programme implementation.
Develop monitoring, evaluation, and reporting tools. Contribute to information management including awareness raising and visibility, press releases, website updates and other relevant information-sharing materials.
Identify potential areas for projects development and contribute to the development of new projects by selecting and summarising background information, assessing the local context and drafting segments of projects proposals.
Participate in the development and adjustment of methodologies, contingency plans, approaches and standard operations procedures to respond to emerging challenges in the county through a consultative process with other relevant parties in the office.
Coordinate the elaboration and dissemination of reports for donors, government and other relevant stakeholders ensuring timely submission and compliance with donor and IOM requirements.
Liaise and coordinate with government entities, Implementing Partners (IPs), United Nation (UN) agencies, civil society, donors and other stakeholders.
Plan, develop, organise and deliver capacity building activities to build capacity of staff, partners, government officials, and other humanitarian actors.
Participate in relevant conferences, working groups, workshops, steering committees, working groups, and other forums.
Supervise, train, and guide project staff.
Undertake duty travel as required related to projects implementation and monitoring.
Perform such other relevant duties as maybe assigned.
Qualifications
Required Qualifications and Experience
Education
Master’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or a related field from an accredited academic institution with two years of relevant professional experience; or,
Bachelor’s degree in the above fields with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organisations;
Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,

Prior work experience with international humanitarian organisations, non-government or government institutions/organisation in a multi-cultural setting is an advantage.
Skills
- Strong project management skills, including work planning, budgeting, resource coordination, risk management, monitoring and reporting.
- Sound knowledge of migration, migrant integration, capacity development, human rights and gender-responsive programming.
- Ability to analyse programme data, identify implementation challenges and translate findings into practical recommendations and corrective actions.
- Proven ability to develop project proposals, results frameworks, monitoring tools, donor reports and clear information products for diverse audiences.
- Strong stakeholder engagement, coordination and negotiation skills, with the ability to build effective partnerships with government institutions, United Nations agencies, donors, civil society and implementing partners.
- Ability to design and deliver participatory capacity-building activities, workshops and technical guidance adapted to different audiences.
- Good knowledge of donor programming, compliance requirements, financial rules and regulations, and controls.
- Strong written and verbal communication skills, sound judgement, attention to detail and the ability to manage multiple priorities and meet deadlines in a multicultural environment.

Proficiency in standard office software and digital tools used for project management, data analysis, reporting and presentations.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, Spanish and English is required.
