Overview of position

Storm Daniel struck eastern Libya in September 2023, affecting an estimated 250,000 people, causing more than 6,000 deaths and displacing over 40,200 people. The subsequent Rapid Damage and Needs Assessment estimated approximately USD 1 billion in damages, USD 0.6 billion in economic losses and USD 1.8 billion in rehabilitation and reconstruction needs. Derna’s local economy was among the most severely disrupted. Enterprises lost premises, stock, equipment and customer bases; workers lost employers; and the physical and institutional infrastructure through which people find work, borrow, register a business or reach a market was damaged ordisorganised.Although reconstruction financing and enterprise support are now present in Benghazi and Derna, uptake among the groups the recovery is intended to reach remains limited. Women, youth, displaced and returnee households and persons with disabilities continue to report that available support does not connect to the specific obstacles they face. What is not yet documented is why: which barriersactually bind, in what order, and for whom.Programmedesign in Derna has to date drawn largely on assessments of damage, needs and market conditions rather than on structured evidence of how people themselves experience the process of trying to earn a living. our clinet supports economic recovery and social cohesion in Derna. Within that framework,  our client uses Human-Centered Design as a tool to the formulation of economic recovery strategies and solutions for vulnerable groups, with particular attention to reducing the exposure of women and youth to conflict and the illicit economy.  All primary evidence for the HCD is to be collected through thefield HCD interviews and workshopfollowing the defined methodology and set of instruments.

 Role objectives

The objective of this assignment is to deliver the field component of the human-centered design process mobilizing and engaging community members, affected communities, municipal representatives and local businesses; conducting empathy interviews, ethnographic observation and participatory mapping across the priority segments defined in the methodology; it also requires facilitating a human-centered design workshop and prototype testing sessions for solutions; and ensuring that field evidence and insights are recorded accurately, promptly and in a form that can be analyzed, so that the resulting economic recovery strategies and solutions for vulnerable groups in Derna rest on evidence of how those groups actually experience the barriers they face..Thenationalconsultant will work closely with an international consultant regarding the preparatory workoftheinterviews and workshop.

Output1:Field Readiness, Community Entry and Participant Mobilization:

a)The Consultant will participate in guidance sessions with International Consultant and Economic recovery lead on human-centered design method, including the empathy interview technique, the deep-listening protocol, the observation and mapping instruments, thedo-no-harm screening checklist.
b)The Consultant will review the assignment methodology and all instruments and provide substantive feedback on their contextual appropriateness for different target groups. The Consultant is expected to challenge questions that will not work in the content. The Consultant will then adapt all instruments into Libyan-dialect Arabic, ensuring conceptual rather than literal equivalence and flagging any concept  to discuss with our client team.
c)The Consultant shall mobilize minimum25participants across the priority segments — flood-affected and displaced individuals, host-community residents, women, youth aged 18 to 35, returnees and persons with disabilities, and, conditionally andconditionally,migrant workers.

Output2:Field Research and Evidence Generation

Workingtothe methodology and instruments, the Consultant will conduct the primary evidence collection.

a)The Consultant shall conduct semi-structured empathy interviews with minimum 10 community participants.
b)The Consultant shall facilitate the embedded asset and network mapping exercise with community participants and complete a market-aware journey map, during or immediately after the interview.
c)The Consultant shall conduct three to four short ethnographic observation sessions at points of economic activity — a market, a production or repair workshop, a service or registration point, and a location where informal daylabouris arranged — recording against the structured observation template and field diary rather than as free notes.
d)The Consultant shall also conduct structured interviews with ( minimum 25participants ) of local businesses and market actors in the priority sectors identified jointly with the International Consultant, and with municipal, Business Incubator Office and Chamber of Commerce representatives, recording stated conditions for participation verbatim rather than in paraphrase.

Photographic and voice-note field material shall be collected only from consenting Libyan participants and stored separately from the tracking sheet so that no record links an image to a participant code.

The Consultant shall participate in the weekly remote call with the International Consultant and in the structured sensemaking session, presenting field observations and challenging interpretations that do not match what was heard, and shall support the participation of two to four participants or community intermediaries in that session where they consent and where it is safe.

Output 3:Human-Centered Design Workshop

The Consultant will organize and co-facilitate a one-day human-centereddesign workshop with a minimum of 25 participants spanning community members from the priority segments, municipalrepresentatives and local businesses, using the facilitation pack and exercise materials supplied by the International Consultant with assistance in verification of translation.

(Note:Catering and logistics to be provided byexternalservice provider. National Consultant to ensure committee members are invited).

Output 4:Prototype Testing, Validation and Handover

a)The Consultant will have testing sessions up to three solutions prototypes, with intended users and, separately, with market-side actors, following the test plans supplied by the International Consultant.
b)The Consultant shall facilitate insight validation with participants — presenting the corroborated insight statements for confirmation, correction or rejection — and shall record corrections faithfully, including those that are unwelcome.
c)The Consultant shall provide field-level input to the Draft and Final Reports, including verification of contextual accuracy and of the register and wording of participant quotations.

The Consultant shall support the identificationof, andobtain written consent from for theHuman InterestStories, ensuring the participant is given the opportunity to read or hear the text and to withdraw or amend it before submission.
