Roles and Responsibilities
The purpose of WASH Technical Officer position is to contribute with specific technical competences to project implementation. This position will normally report to the Multi-Core Competency Coordinator and will be supervising WASH Technical Assistants. He/she will be responsible for assessment, beneficiary selection, site assessment and other technical matters related to WASH activities. 


Generic Responsibilities
1.    To be responsible for the WASH technical support to colleagues with (function) responsibilities and develop relevant (function) training including coaching of newly (function name positions) to ensure they meet NRC’s (function) standards. Also contribute to the induction of new staff with a role in the (function) processes 
2.    Ensure compliance with NRC policies, guidelines and standards
3.    Ensure compliance with WASH strategy, tools, handbooks, guidelines and standards
4.    WASH specific technical responsibility for implementation of technical activities of the project.
5.    WASH specific technical responsibility for tracking of financial expenditures for technical activities.
6.    WASH specific technical responsibility for the quality control and monitoring of project activities
7.    WASH specific technical responsibility for project documentation of technical activities of the project(s) 
8.    Provide specific technical support and capacity building towards project staff
9.    Provide specific technical analysis and feedback to NRC representatives in coordination forums
10.    Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
11.    Promote the rights of IDPs/returnees in line with the advocacy strategy
12.    Development of holistic and needs based programmes, including cash-based interventions and marked based programmes
13.    Compliance and adherence to NRC policies, guidance and procedures, (if a function role) and a specific responsibility for the functions policies and procedures.

Specific Responsibilities
•    Have full understanding of all programs’ goals, objectives, implementation plan and expected result / output. 
•    Manage all the phases of the WASH activities including but not limited to; beneficiary selection, project assessment on site, Needs and resources, data on communities, planning, field assistant, project implementation and evaluation. 
•    Implement technical direction and ensure high technical quality of projects  
•    Leading of WASH TAs onsite. 
•    Liaise and collaborate with relevant local authorities and other key stakeholders.  
•    Do performance appraisal of each WASH Technical Assistants as delegated by PDM. 
•    Participate in NRC staff and seminars and training, when scheduled. 
•    Operate field equipment and work closely with all WASH project stakeholders 
•    Provision of the monthly plan for his/her team.  
•    Keeping on track recording of training data and program documents. 
•    Participate actively in project coordination meetings. 
•    Coordinate closely his or her activities with WASH PM. 
•    Assist her/his direct supervisor/PDM on planning, organizing, facilitating and monitoring of projects.  
•    Be willing to travel throughout the districts and other provinces, this is primarily a field position and will require physical activity in a range of demanding natural environments and conditions.  
•    Preparation and compilation of WASH reports. 
•    Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies 
•    Provide an enabling environment for the implementation of cash-based interventions, including multipurpose cash assistance, emergency cash responses. 
•    Any other tasks assigned by supervisor.

Context Related Skills, Knowledge, and Experience

·    At least three years on experience in design and implementation of Water and Sanitation schemes projects
·    Solid field experience, preferably from returnees/IDP WASH projects is desirable
·    Ability to collect and analyse the data to direct programme implementation priorities
·    Experience in capacity building and training of staff/community
·    Experience in designing, implementing and maintenance of water supply systems 
·    Experience with Urban WASH standards
·    Knowledge of international standards code for building material and testing
·    Computer literacy in MS Office 
·    Working proficiency in Portuguese and English, both written and spoken, is required
·    Proficiency and/or conversational skills in Macua, Maconde, and Mwani are considered an added advantage
