Position

Position: MEAL Expert for French-speaking countries

Location: anywhere in Italy

Reporting Relationship: Global MEAL Manager

Purpose of the Role

Within the framework of the MEAL Unit and the WeWorld Quality Accountability Unit, the French-speaking MEAL Expert will plan her/his work according to the priorities defined by the Global MEAL Manager and will be responsible for supporting and following WeWorld programmes in French-speaking countries.

The MEAL Expert support will be provided partly through remote back-office support and partly through on-site missions to WeWorld country offices, to be planned in coordination with the Global MEAL Manager and the Regional Units.


MAIN FUNCTIONS AND DUTIES

The MEAL Expert will deliver top-quality technical and thematic support, adhering to agreed timelines and modalities, and will provide guidance in the following areas of Work:


Technical assistance

This area of work will represent approximately 40% of the required commitment and will be structured in support of existing expertise in WeWorld country offices at program, project and country level.

·Support the set-up of tools and procedures at country and regional level

·Helpdesk on tools and methodology implementation

·Support in the selection of MEAL personnel at the country and regional levels

·Contribute to the elaboration and revision of global/regional/in-country MEAL strategies

·Support the countries and regions to monitor the implementation of MEAL tools, procedures, and strategies

·Support the elaboration and rollout of research and assessment activities at country and regional level

·Support the establishment and rollout of MEAL Working Groups/Task Forces for consortia where WeWorld is leading agency


Capacity building

This area of work is a priority and will constitute about 25% of the effort required to support needs that have been identified at the country and regional levels.

·Elaboration of training modules for MEAL and non-MEAL staff on MEAL-related topics, including MEAL basics and tools, Data Management, Qualitative and Quantitative Research Methodologies, PSEAH etc.

·Structuring, organization and implementation of inductions and contextualized training sessions for newly hired MEAL personnel

·Development of standardized guidelines, manuals, and procedures for the implementation of MEAL-related tools and methodologies and training to dedicated staff

·Mentoring and coaching MEAL staff in the use of tools and methodologies (learning by doing)


Knowledge Management

This area of work will constitute approximately 15% of the required commitment

·Support the development and collection of MEAL-related best practices and lessons learnt as well as other capitalization activities

·Contributing to the development of a Learning Agenda for WeWorld country offices

·Support the development of learning, capitalization, and knowledge management tools, guidelines, and procedures

·Support the development of thematic policy and advocacy documents in coordination with the Research Centre and PDKM unit


Project design

This area of work will constitute approximately 15% of the required commitment

·Support PDKM, Regional Units and the countries in the development of project proposals, especially in preparation of needs assessment, narrative parts related to MEAL systems, and quality control of logical framework.


Coordination

This area of work will constitute approximately 5% of the required commitment

·Participate to weekly meetings organized by Global MEAL manager

·Participate to monthly meetings organized by Head of Regions

·Coordinate activities with all MEAL staff at country and regional level

Requirements

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge

·An advanced university degree, master or equivalent in the field of Social or Political Science, Development Studies, Economics, Data Science, Information Management, Project Management, or similar

·Proficiency in written and spoken French (EU CEFR B2) and English (EU CEFR B1) is mandatory

·Good knowledge of Microsoft 365


Professional experience

·3-5 years of experience in MEAL/M&E in an emergency/development/protracted crisis contexts

·Previous experience in supervising, mentoring, and managing a team in a cross-cultural setting

·Previous experience and knowledge of MEAL systems and practices.

·Experience with both quantitative and qualitative methods, including survey development, conduct assessments, collect and analyze primary and secondary data

·Experience with Mobile Data Collection and related software & language (e.g. Kobo, Microsoft Forms)

·Experience with proposal and grant development

DESIDERABLE REQUIREMENTS

·A good knowledge of Portuguese, Italian is considered an asset
