Project Context and Scope

The consultancy is directly related to Head of Programmes, and thereby supporting the Strategic Development and Management unit of the Morocco mission. The IOM Morocco mission currently implements projects in a wide variety of thematic areas through three distinct pillars: 1) Migration, Development and Governance; 2) Protection and Resilience and 3) Support to marginalized youth. The interventions within these pillars are all interlinked and require coordination and linkages between them in order to ensure one coherent approach for the mission in terms of migration interventions in the country. 

Under the direct supervision of Head of Programmes and the overall supervision of the Chief of Mission, the Project Support Consultant will provide support to the different projects implemented by the three departments, based on a monthly/weekly tasks schedule coordinated with the Head of Programmes, and with a focus on: project development, reporting, developing strategic partnerships and events/trainings organization.

More specifically, the project support staff will support the implementation of protection, development and governance related initiatives, by providing essential operational and administrative support. By assisting programmatic units, the consultant will ensure efficient reporting, project monitoring, and development, contributing to the alignment of activities with project goals. His/Her role in quality control of documents and data entry ensures the accuracy and reliability of information used for decision-making. These tasks collectively streamline project workflows, maintain accountability, and enable informed adjustments, ensuring effective project delivery aligned with IOM's mission and project objectives.

Responsibilities

  1. Provide assistance and general support to the programmatic units of the IOM Morocco mission covered by above-mentioned programmes, more specifically through specific assistance to the Program Manager, the Monitoring and Evaluation Manager, the Communication Manager and indirectly to the Project Managers in the areas of: project development, fund mobilization, project monitoring, reporting and communication.

  2. Lead and/or support the development of internal and external approaches and initiatives, to build a bridge between the Protection and the MDG Department and reinforce linkages between both departments (ethical recruitment, integration, regular pathways, etc.).

  3. Ensure basic quality control review of project documents, reporting documents and communication documents.

  4. Support the collection and preparation of documents for submission (virtually or physically) between units.

  5. Support the development and implementation of the private sector approach for the Morocco mission.

  6. Verification and support of data entry on PRIMA-for-All platform, including regular monitoring and evaluation, project development and reporting.

  7. Support preparation of briefing notes, letters and emails (donor, thematic, mission, government exchange, etc.) for relevant programmes.

  8. Support calendar updating and event planning support (e.g. International Migrants Day, donor visits, training, conferences, etc.).

  9. Help compile minutes of meetings, visits, conferences and related administrative tasks.

  10. Carry out any other tasks that may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • University degree in Migration Studies, International Relations, Political Science, Development Studies, Social Sciences, Public Administration, or a related field.
  • Academic background in project management, international development, migration, humanitarian action, or related disciplines. 

Experience

  • Experience working with UN agencies, international organizations, government institutions, or development partners.
  • Experience in migration and development programming, project support, monitoring, reporting, and project development.
  • Experience supporting the organization of trainings, workshops, conferences, donor visits, and other events. 

Skills

  • Strong drafting, reporting, and communication skills, including preparation of briefing notes, correspondence, and project documents.
  • Good organizational and coordination skills, with the ability to manage multiple tasks and support cross-functional teams.
  • Experience with data management, monitoring and evaluation processes, quality assurance, and information management tools.

Languages

For this consultancy, fluency in English and French is required. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
