Overview of position

The Rations ICT Project Support personnel will provide dedicated systems, data-management and reporting support for the ICT-enabled processes underpinning Rations Unit operations. The assignment will focus on ERMS, SAP/Umoja, FAMOCO handheld scanners, contractor systems interfaces, SharePoint and business-intelligence tools including Microsoft Power BI, OpViz and Umoja Analytics. The objective is to strengthen system reliability, data integrity, integration, reporting and user support across 52 T/PCC delivery points and four warehouse locations.

Role objectives

Administer and support ERMS data and workflows, ensuring ingredients, recipes and menu plans are accurate and UNHQ-compliant; troubleshoot technical issues associated with SAP/Umoja data imports and provide system-user support and training to relevant T/PCC logistics and food personnel.

Provide lifecycle and technical support for the pool of approximately 100 FAMOCO FX325 handheld scanners, including coordination with FTS on MDM linkage and with OICT on hardware/software issues; troubleshoot connectivity, installation and synchronization problems and provide field-user support.

Provide systems and data-management support for the tracking and quarterly physical verification of Rations Unit capitalized and non-capitalized assets in SAP/Umoja, including data reconciliation and resolution of discrepancies in coordination with Engineering/IVU, Central Warehouse and R&I.

Review the data interface between the rations contractor’s Warehouse Management System, ERMS and SAP/Umoja; identify synchronization, API or data-integrity issues and coordinate their resolution with relevant technical and operational stakeholders.

Provide systems support for electronic delivery-point closure by verifying that delivery documentation is correctly scanned, synchronized and uploaded into ERMS/Umoja, and by resolving system exceptions affecting downstream invoice processing.

Design, maintain and generate business-intelligence reports and dashboards using Power BI, OpViz, Umoja Analytics and SAP Cloud to support contract-performance monitoring, RBB inputs, the monthly UNHQ risk dashboard and management decision-making.

Provide data-quality and systems support for Acceptable Performance Level (APL) records in SAP/Umoja, including validation of system data used by sector supervisors for contract-performance monitoring and application of deductions or penalties.

Provide technical and systems support to budget and invoicing teams for scanning, synchronization and data-reconciliation issues, and support the electronic recording and reconciliation in SAP/Umoja of emergency rations receiving, inspection and issuance transactions.

Maintain the Rations Unit SharePoint site, including information architecture, folder integrity, naming conventions and timely publication of mandatory reports; provide user guidance and support to Unit personnel.

Support compliance with applicable UN ICT, information-management and data-quality requirements; maintain appropriate project documentation and provide on-call technical support during operational contingencies affecting rations systems.

Validate system data and provide technical support for feeding-strength reconciliation and substitution-processing templates prior to import into SAP/Umoja, including resolution of import and data-validation errors.

Monitor and validate data submitted through the contractor’s monthly asset-reporting process to support accuracy and currency of the online tracking database.

Coordinate with FTS and OICT to identify system improvements, software upgrades and technical solutions that improve scanner, ERMS, Umoja and related system performance.

Document recurring system issues, solutions, user guidance and process improvements to strengthen knowledge retention and continuity of ICT-enabled rations processes.

Perform other ICT project-support duties related to the above systems and data-management functions, as assigned.

Project reporting

The Rations ICT Project Support personnel will work under the overall supervision of the Chief Rations Officer, with day-to-day coordination by the Rations Assistant (FS-5) responsible for Rations Logistics Operations and Training.

The personnel will coordinate with FTS/OICT and other relevant technical stakeholders on matters requiring enterprise-system, hardware, software, connectivity, access-management or integration support.

The assignment requires strong troubleshooting, data-reconciliation and problem-solving capability and may require support to delivery points and warehouse locations throughout the Mission area.

Key competencies

Knowledge of ICT-enabled supply chain processes, enterprise systems, data management, inventory control and contract-performance monitoring.

Ability to analyze complex data sets, identify discrepancies, translate business requirements into system and reporting solutions, and deliver high degree of accuracy & data integrity under operational pressure.

Knowledge of food rations operations, logistics coordination and inventory-management systems is desirable.

Develops clear goals consistent with agreed strategies; identifies priorities; allocates time and resources appropriately; anticipates risks and contingencies; monitors progress and adjusts plans as required.

Excellent client orientation skills with attention to technical and analytical details. Understands operational users as clients; identifies their systems and information needs; develops practical solutions; communicates progress and issues clearly; and delivers agreed products and services within required timelines.

Works collaboratively with & supports colleagues / clients to achieve common Goals

Strong communication & organizational skills.

Education, Experience and other requirements

An advanced university degree (master’s degree or equivalent) in information systems, information technology, computer science, data analytics, supply chain management, logistics management, business administration, engineering, project management or a related field.

A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of five (5) years of progressively responsible experience in information systems support, data management, business intelligence, supply chain/logistics systems, project support or a related area is required.

Experience supporting enterprise resource planning or supply-chain management systems is required.

Working knowledge of SAP systems and experience developing Power BI dashboards and reports is required.

Experience in data reconciliation, systems troubleshooting, user support and reporting is required.

Experience supporting international peacekeeping, military, humanitarian or other complex field operations is desirable.

Experience with food rations operations, catering supply chains, inventory management or related operational systems is desirable.

Familiarity with ERMS, Umoja and other UN enterprise applications such as iNeed or Field Support Suite is desirable.

Strong computer literacy, including proficiency in Microsoft Office, Power BI and related
