Responsibilities

Within delegated authority, the Senior Special Assistant (Senior Programme Officer) will be responsible for the following duties: • Takes the lead to develop, implement and evaluate assigned programmes/projects, etc. in relation to the programme of work of the office of the Under-Secretary-General; directs programme/project development, implementation, monitoring and assessment in relation to assigned portfolios; leaderships special projects and initiatives. • Directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. • Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including security policies or programmes and resolutions, in all areas and at all levels. • Directs research and programme evaluation and presents information gathered from diverse sources on matters pertaining to the strategic vision of the Under-Secretary-General and the Department. • Manages compliance, monitoring and evaluation and the Department’s relevant personnel and resources in this regard – strengthening the USG’s implementation of the Department’s strengthened mandate regarding system-wide compliance monitoring under General Assembly resolution 59/276; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies. • Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. including on special initiatives supported by the Department or strengthening its relevance and effect within the UN system. • Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Manages outreach activities particularly with member state and UN system counterparts; designs and conducts training workshops, seminars, etc. towards quality and effectiveness of Departmental working methods and products, makes presentations on assigned topics/activities. • Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc. for the office of the Under-Secretary-General) and ensures that in the preparation of related documents/reports (pledging, work programme, programme budget, etc.) the USG’s vision and direction are incorporated. • Serves as an effective spokesperson and establishes trust, collaboration and partnerships with key officials at all levels inside and outside the organization. • Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff. • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. • Undertakes survey and information-gathering initiatives, particularly with partner organizations; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Perform other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, political science, international relations, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

• A minimum of ten years of progressively responsible experience in project or programme management in the context of international relations, international security, diplomacy, development, conflict resolution, law, humanitarian affairs, public administration or related field is required, at least five of which must be at the international level. • At least five years of experience in front office settings, directly supporting a Senior Official including on security matters is required. • Experience providing wide-ranging strategic advice and direct support to a senior public official in relation to international humanitarian, development, human rights, or peace and security programmes is required. • At least two years of management experience in the UN common system or a comparable international organization is required, including effective and inclusive management in a multi-cultural setting and of cross-functional teams. • At least five years of field experience working within the UN Common System or comparable international organization or nongovernmental organization in a conflict or recently post-conflict setting is required. • Experience in liaising with Permanent Missions to the UN or local actors in a field office is desirable. • Experience in data analytics or related area is desirable.
