POSITION TITLE: Junior Consultant - Programme Policy

DURATION: 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The assignment supports the MENAEE Regional Director's Office in advancing the Regional Director's representative and strategic positioning functions.

Under the supervision of the Regional Representation Advisor, the Jr Consultant - Programme Policy will support regional stakeholder engagement through policy analysis, stakeholder mapping, and strategic briefing development. The position will contribute to the Regional Director's humanitarian diplomacy efforts and engagement with regional institutions, UN entities, international financial institutions and other influential stakeholders by providing analysis, coordination and knowledge management support that strengthens WFP's positioning and advances positive operational outcomes for Country Offices across the region.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Conduct stakeholder mapping and political economy analysis of influential regional actors, institutions, initiatives and processes, identifying opportunities and risks relevant to WFP operations
  • Monitor and analyse regional policy developments, humanitarian and development trends, UN reform processes and IFI initiatives, producing concise analytical products for senior management decision-making.
  • Prepare high-level briefing materials, talking points, background notes and engagement packages to support the Regional Director's participation in strategic meetings, regional forums and policy discussions.
  • Coordinate inputs from Country Offices and Global Headquarters functions to ensure accurate, evidence-based and coherent messaging for external engagement.
  • Support the development and periodic review of regional engagement strategies and stakeholder engagement plans in support of Country Office priorities.
  • Maintain analytical products and knowledge repositories covering key regional organizations, UN entities, IFIs, donors and other strategic stakeholders.
  • Support the planning and coordination of regional policy dialogues, roundtables, consultations and analytical events that advance WFP's strategic positioning and visibility.
  • Support the Regional Representation Advisor in tracking emerging opportunities for humanitarian diplomacy, advocacy and strategic collaboration across the region.
  • Contribute to corporate reporting, strategic planning and other analytical assignments as required.
  • Any other duties as required to support Country Offices during emergency augmentation.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree.

Languages:

Desired Experience:

Fluency (level C) in English

  • Minimum of one year in policy research and analysis, particularly on international affairs, foreign policy, humanitarian or development issues.
  • Experience drafting high-quality briefing materials, talking points, policy analysis and operational updates for senior-level engagements and decision-making.
  • Experience supporting senior leadership and coordinating across multiple teams and stakeholders in a fast-paced, policy-focused environment.
  • Experience engaging with government counterparts, legislative bodies, international organizations, civil society and/or private-sector stakeholders.
  • Experience monitoring emerging political and policy developments and translating complex information into concise, actionable recommendations for senior audiences
