In Lebanon, strengthening effective, accountable and inclusive public institutions remains central to the country's governance reform agenda. In this context, the Government of Lebanon, through the Office of the Minister of State for Administrative Reform (OMSAR), has established the National Governance Program for Public Boards and Leadership (NGP) to strengthen the capacities of newly appointed and existing public board members and senior public officials. As part of its partnership with OMSAR, UN Women is supporting the development and delivery of selected executive learning modules under the NGP, ensuring that they reflect international governance standards while integrating principles of gender equality, disability inclusion and inclusive governance within the Lebanese institutional context.

To support the effective implementation of UN Women’s contribution to the programme, UN Women seeks to recruit a Programme Coordination and Support to OMSAR – National Consultant to facilitate coordination and follow-up between UN Women and OMSAR in the framework of the Executive Learning Modules of the NGP developed jointly by OMSAR and UN Women. The consultant will support coordination between UN Women, OMSAR, the technical experts developing the NGP modules and other relevant stakeholders, follow up on implementation progress and agreed actions, and contribute to the effective delivery of programme activities. The consultant will also support the consistent consideration of cross-cutting principles, including gender equality, women’s leadership, disability inclusion, ethics, accountability and inclusive governance, and provide coordination and institutional support on related programme priorities as agreed with OMSAR and UN Women. 

The consultant will work under the overall guidance of the UN Women Representative and the designated senior representative of the Office of the Minister of State for Administrative Reform (OMSAR), and under the direct supervision of the Governance and Participation in Public Life Programme Manager at UN Women. The consultant will be supported by the GPPL Programme Associate at UN Women, who will serve as the point of contact on contract administration and payment-related matters.

The consultant will provide:

  • Monthly progress updates summarizing progress, coordination activities, key developments, challenges and agreed follow-up actions.
  • Periodic updates and documentation related to key programme milestones, meetings and activities.
  • Final consultancy report documenting achievements, implementation progress, lessons learned and recommendations for the continued implementation and institutionalization of the programme.

Description of Responsibilities /Scope of Work 

The Consultant will support the coordination, implementation, monitoring and follow-up of UN Women's contribution to the National Governance Program for Public Boards and Leadership (NGP). Working closely with UN Women, OMSAR and the consultants developing the NGP learning modules, the consultant will facilitate communication, monitor implementation progress, support programme activities and contribute to effective coordination among relevant stakeholders. The consultant will act as a focal point for day-to-day coordination between OMSAR and UN Women and support the timely follow-up of agreed actions throughout the implementation of the NGP.

The consultant will be responsible for the following:

  • Support coordination efforts between UN Women, OMSAR, technical experts and relevant stakeholders including follow-up on progress, timelines, agreed actions and emerging priorities.
  • Support the planning, organization and follow-up of programme activities, including consultations, validation meetings and executive learning sessions, ensuring timely communication among stakeholders.
  • Contribute to monitoring the overall implementation against agreed milestones, identify coordination or operational challenges, support their timely resolution, and maintain relevant programme documentation and tracking tools.
  • Support the preparation of reports, presentations and other programme-related documentation as requested by UN Women and OMSAR.
  • Prepare periodic progress updates and a final report summarizing implementation progress, achievements, challenges, lessons learned and recommendations for the continued implementation and institutionalization of the NGP.

Consultant’s Workplace and Official Travel 

This is a hybrid consultancy. Throughout the assignment, the consultant is expected to report to OMSAR’s or UN Women’s premises, as required.

Required Qualifications

Education and Certification:

  • Bachelor’s degree in Public Administration, Public Policy, Governance, Business Administration, Law, Political Science, oranother relevant field is required. 
  • A secondary education combined with two additional years of qualifying relevant experience may be accepted in lieu of the university degree.

Experience:

  • At least 3 years of relevant experience in programme coordination, project support, public administration, governance,institutional development, training programmes, or a related field is required.
  • Experience coordinating activities among multiple stakeholders is required.
  • Experience preparing reports, tracking implementation progress and maintaining programme documentation is required.
  • Experience in gender equality and inclusive governance is desirable.
  • Experience supporting governance, capacity development or public sector reform initiatives is desirable.
  • Experience working with Lebanon’s government institutions or UN agencies is desirable.

Languages:

  • Fluency in English and Arabic is required.
  • Knowledge of French or any other UN official language is desirable.
