Organizational Context and Scope
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Head of Programmes in IOM Bogota, Colombia, and in close coordination with the Regional Thematic Specialist (RTS), the Programme Support Unit, Resources Management Unit (RMU) in Colombia, and relevant Divisions/Departments/Units at Headquarters (HQ), the Protection Officer will provide technical and operational support to the implementation of the Country Offices (CO’s) protection activities, contributing to their quality, coherence and accountability. They will support the implementation of protection interventions that are evidence-based, responsive to identified needs and contexts, and aligned with relevant protection standards, organizational policies and humanitarian principles.
Responsibilities
- Support the planning, implementation of protection activities in accordance with the CO strategy, relevant organizational policies, guidelines and established workplans. Contribute to monitoring the quality of protection activities and relevance of responses to identified needs and contexts. Provide inputs to programme planning and allocation of resource and support, resource mobilization efforts
- Promote and facilitate protection mainstreaming across the Country Office and the alignment of interventions with IOM internal protection guidelines, including the IOM’s Approach to Protection, both at the response and decision-making levels.
- Coordinate the implementation of specialized protection interventions, including Assisted Voluntary Return and Reintegration (AVRR), Counter-Trafficking (CT), Protection of migrants with diverse Sexual Orientation, Gender Identity, Gender Expression, and Sex Characteristics (SOGIESC), Child Protection (CP), PSA, among others.
- Provide technical assistance in the formulation of protection work plans, Monitoring and Evaluation (M&E), and reporting plans for programs in various thematic areas. Collaborate with program managers to identify and address protection risks and the needs of individuals with specific needs and vulnerabilities, such as unaccompanied and separated children (UASC), including establishing early identification procedures, referral pathways, conducting trends analysis, and implementing risk mitigation measures.
- In coordination with the Regional Offices (RO), and the Protection Division in Headquarters (HQ-PXD), disseminate and promote the protection division mandate, and provide guidance for training and capacity building sessions where needed in line with IOM and global standards.
- Contribute to the periodic update of the Country-Office Protection Strategy based on Protection GAP Analysis, in line with country, regional and global strategic frameworks, and in coordination with the PXD HQ, and RO with the PXD teams.
- Participate in forums and meetings and contribute to the visibility of protection activities.
- Supervise and build capacity of assigned protection programme staff; coordinate the work of the protection unit, including recruitment and performance management. Support the CoM with improvements to staff structures, providing recommendations to enhance lines of communication and accountability.
- Support the development and strengthening of partnerships with relevant stakeholders on Protection-related matters, including through participation in coordination mechanisms and the implementation of ongoing coordination or joint activities.
- Provide technical and programmatic recommendations on new protection activities, priorities, and project proposals based on identified needs and in line with established organizational frameworks.
- Prepare regular reports covering protection related activities, briefing, statistical/narrative reports and background notes including specific information requested by IOM, the Donor, Governments, and other entities.

Qualifications
Required Qualifications and Experience
Education
- Master’s degree in international relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience working in project development in developing countries in Latin America with governmental or international Organisations;
- Experience in direct implementation of protection programming in contexts of migration or displacement, addressing migrant, refugee, and internally displaced persons (IDPs) issues, showing increasing levels of responsibility;
- Experience directly implementing and coordinating General Protection and community-based protection programmes; knowledge and experience of specialized protection programming, such as Child Protection and addressing GBV is an asset;
- Demonstrated experience on protection case management, including capacity building, supervision and coaching of caseworkers, development and revision of technical tools, and field experience;
- Experience in working with other sectors in mainstreaming protection, including in Prevention of Sexual Exploitation and Abuse (PSEA), Accountability to Affected Populations (AAP), child safeguarding and relevant reporting mechanisms;
- Experience in conducting capacity development activities related to protection topics for various stakeholders;
- Excellent track record of effective working relationships with government and non-government partners;
- Demonstrated managerial experience in staff management.
Skills
- Demonstrated proficiency with such systems as START, MIMOSA and iGATOR is an advantage;
- Demonstrated record of establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional, and international institutions, as well as civil society actors, is required;
- Sound knowledge of program implementation and familiarity with IOM’s administrative, financial, and business rules and practices is desired;
- Excellent computer skills and proficiency in spreadsheet and database applications is required;
- Proven teamwork and collaboration skills; and,
- Excellent verbal and written communication skills, with the ability to communicate in a clear and assertive manner.
Languages
IOM’s official languages are English, French and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English and Spanish is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, and Russian) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
