Mission and objectives
UNICEF, also known as the United Nations Children's Fund, is a United Nations agency responsible for providing humanitarian and developmental aid to children worldwide. The agency is among the most widespread and recognizable social welfare organizations in the world, with a presence in 192 countries and territories. UNICEF's activities include providing immunizations and disease prevention, administering treatment for children and mothers with HIV, enhancing childhood and maternal nutrition, improving sanitation, promoting education, and providing emergency relief in response to disasters.
Context
The UNICEF Evaluation Office (EO), as one of the core evidence functions, aims to help UNICEF to improve its performance and results, by supporting organizational learning and accountability. Working through the network of regional evaluation teams, the UNICEF EO supports the organization’s 135+ country offices in finding evidence-based solutions for the world’s most vulnerable children.
The EO conducts strategic global, institutional effectiveness, humanitarian, and impact evaluations. It assures the quality and use of UNICEF evaluations by establishing norms, standards, guidelines as well as knowledge sharing and networking. The UNICEF Evaluation of Impact Strategy and Action Framework 2022–2025 sets the institutional priorities and vision for a harmonized and strategic approach to the generation and use of rigorous impact evaluations to inform UNICEF programmes. This vision is reinforced in the draft Strategic Plan for 2026 – 2029, where impact level targets are prioritized, requiring a strong impact evaluation function to demonstrate achievement of targets, particularly with shrinking fiscal space. The Impact Catalyst Fund (ICF) is a flagship initiative to support these efforts. In addition, the EO engages in demand driven impact evaluations with a focus on gender and violence on request of UNICEF’s Global Program Division.
The primary objective of this assignment is to support impact evaluations on violence, adolescent girls and gender topics under the new ICF on “Preventing Violence in, Through and Around Schools” in partnership with the Safe to Learn Initiative. In addition, the role will include supporting demand driven impact evaluations on gender, violence and adolescent girls, if requested.

Task description
Under the supervision of the UNICEF Evaluation Specialist, the Impact Evaluation Analyst will carry out the following primary duties:
Coordination and research management
• Support the scoping, coordination, and assessment of impact evaluation feasibility for the new Impact Cash Fund (ICF ) and other potential impact evaluation opportunities on gender, violence, and child protection themes;
• Play a cross-cutting coordination role for ongoing impact evaluations on gender, violence, and child protection, including coordinating and writing terms of reference (TOR), managing hiring of data collection firms, engaging expert advisory groups, setting up the Evaluation Reference Groups (ERG), coordinating with implementing partners, and other stakeholder engagement;
Contribution to impact evaluations on gender, violence, and child protection themes
• Support the design of new impact evaluations, including writing concept notes, study protocols, conducting literature reviews, sample size calculations, ethical review packages, and data collection instruments (quantitative, qualitative, or both);
• Support primary data collection including training interviewers, accompanying fieldwork, ensuring ethical protocols and referral mechanisms for violence are established, and conducting quality checks for data, including through missions to impact evaluation countries if requested;
• Support the establishment of robust monitoring systems in coordination with implementing partners for interventions being evaluated;
• Support the collection of costing data collection templates and data in coordination with implementing partners;
• Conduct analysis of data and draft impact evaluation results, including for inception or baseline reports, peer-reviewed publications, or other needs;
Support dissemination and translation of evaluation findings
• Support drafting briefs, blogs, op-eds, and other outputs to help translate research findings into action;
• Present impact evaluation findings to UNICEF country offices, other partners, and the broader evaluation and research community.
