The program will address any jointly identified policy gaps, build institutional capacity, and cultivate a sustainable culture of accountability and respectThe program is designed to create lasting cultural transformation within the Ministry, promoting transparency, accountability, and employee well-being. It recognizes the importance of proactive engagement, comprehensive training, and sustained leadership support to build a resilient system capable of addressing workplace challenges effectively3.Work to be performedThe consultant will carry out the following four core activities. Activities are interdependent and should be sequenced so that the whistleblower/witness protection and Open-Door Policy work (Activities 1 and 2) inform the architecture of the unified framework (Activity 3), into which the PSEAH policy (Activity 4) is integrated as a constituent module.Activity 1: Whistleblower and Witness Protection Policy and SOPs- Conduct a comprehensive gap analysis of national anti-corruption and integrity legislation, the MoH Disclosure and Conflict of Interest Policy, and relevant codes of conduct to establish the current baseline for reporting and protection. - Provide technical draft inputs for a Whistleblower and Witness Protection Policy and corresponding draft SOPs (intake, triage, case management, and confidentiality safeguards). - Analyze and recommend technical options for a secure reporting channel model (e.g., hotline, secure intake form, or third-party intake point) and the institutional ownership of that channel. Activity 2: Review of the Open Door Policy- Conduct a clause-by-clause review and document technical discrepancies between the current Open Door Policy, ISO standards, and draft whistleblower mechanisms. - Identify and document gaps, contradictions, and overlaps between the Open Door Policy and the Whistleblower and Witness Protection Policy developed under Activity 1, and the Code(s) of Conduct. - Draft proposed track-changed revisions Open Door method (track-changed and clean versions) with an accompanying gap-to-revision crosswalk. - Develop operational workflows and guidelines a workflow outlining the reporting, review, investigation, and resolution process. - Define the scope and limitations of the Open-Door Policy. - Clearly distinguish between the following: Complaint / Report / Grievance /Suggestion Activity 3: Unified Institutional Culture, Values, and Codes of Conduct Framework- Map and reconcile the Institutional Values Guide, the Code of Conduct for Health Employees, and the Draft Code of Conduct for Medical and Health Professions 2026, resolving the dual-code conflict for staff covered by both instruments. - Provide technical support to MoH in analyzing, adapting, and drafting a unified framework structure that integrates institutional values, ethical standards, relevant national and professional codes of conduct, and the policies drafted under Activities 1 and 2, including a draft precedence and applicability matrix. - Convert institutional values into behaviors-based, measurable indicators and propose linkage to performance management/appraisal processes. - Recommend an accountability mechanism (progressive disciplinary pathway and positive recognition measures) and a governance/ownership model for the unified framework, consistent with the diagnostic assessment’s proposed governance structure (High-Level Steering Committee, Integrity Task Force, and operational working groups). - Incorporate, at minimum, provisions addressing digital conduct and data privacy, consistent with cross-cutting gaps identified in the diagnostic assessment. - Help develop or update a matrix linking institutional values, expected behaviors, indicators, measurement tools, and responsible parties. - Help develop or update a guide defining acceptable and unacceptable behaviors. - Help develop or update a Conflict-of-Interest Management Framework. - Help develop or update a Digital Integrity Guide covering artificial intelligence, social media, information security, health data, privacy, and cybersecurity. - Help develop or update Institutional Integrity Champions Program. - Help develop or update Institutional Communication Plan. - Help develop or update a Change Management Plan. - Help develop or update a comprehensive training and capacity-building plan. Methodology and ApproachThe consultant is expected to assist MoH to build directly on the findings, gap analysis, and prioritized remediation plan of the existing WHO/MoH diagnostic assessment and any additional gaps that emerge or identified during the course of the contract and were not identified or assessed or captured in the initial assessment, together with recommendations to address them. The recommended approach includes:1. Conduct structured desk reviews of diagnostic assessments, Jordanian legislation, and reference standards (ISO, UNCAC, OECD). and any documents affects the related outcomes that wasn’t requested during the initial diagnostic assessment, applicable Jordanian legislation, and the reference standards (ISO 37002, ISO 37001, ISO 37301, UNCAC, OECD Public Integrity Principles, WHO/UN PSEAH guidance, ILO Convention C190). 2. Execute key informant interviews and technical consultations with key stakeholders (MoH leadership, Legal, HR, Quality Control Directorate) to gather data and validate technical feasibility, Institutional development and Quality Control Directorate, and staff/professional representative groups (including medical and nursing cadres).and any relevant external stakeholders 3. Draft in iterative cycles, with structured review checkpoints against the Structural, Procedural, and Evidence levels used in the diagnostic assessment’s three-tier methodology, to ensure each instrument is not only written but implementable and verifiable. 4. Conduct validation workshop(s) with MoH stakeholders to test draft policies and SOPs for clarity, feasibility, and cultural fit prior to finalization. 5. Support the development or updating of an integrated institutional Change Management and Transformation Framework, including change governance, stakeholder engagement, communication, readiness assessment, implementation approach, and sustainability mechanisms. Reference Entity and Governance of the AssignmentThe Institutional Development and Quality Directorate shall be considered the official technical and institutional reference entity for this assignment. The Consultant shall work under its guidance and coordination and shall ensure alignment of all activities and deliverables with the Ministry of Health requirements.The Consultant shall:- Implement all assignment activities in close coordination with the reference Directorate and shall not finalize or submit any deliverables without prior review and feedback from the Directorate. - Conduct regular coordination meetings with the reference Directorate to present progress updates, discuss challenges, and review draft and final outputs. - Provide the reference Directorate with all working documents, templates, tools, and knowledge products developed during the assignment to support institutional knowledge transfer and sustainability. - Incorporate comments and recommendations provided by the reference Directorate into the final versions of all deliverables. - Follow the approved communication and coordination channels within the Ministry of Health when engaging with other departments, directorates, hospitals, and stakeholders. - Support the reference Directorate in managing project documentation, lessons learned, and knowledge transfer activities. - Submit all final deliverables only after validation and approval by the reference Directorate, including a comment-response matrix demonstrating how feedback was addressed. - Maintain strict confidentiality of all information, documents, data, interviews, and internal discussions accessed during the assignment and after contract termination. - Conduct any on-demand capacity-building activities (training, workshops, and coaching sessions) requested by the Institutional development and Quality Control Directorate to support the achievement of the project’s main objectives. 4.Qualifications, experience, skills and languagesEducational Qualifications:Essential:First university degree in Law, Public Administration, Health Policy, or related field.Experience Required:A minimum of 5 years of relevant experience, at national level in international protection policies and programmes development.Skills/Technical skills and knowledge:·Report-writing skills.·Strong interpersonal skills and professional skills in interacting with government and development partners.·Strong legal analysis and procedural drafting skills; experience aligning with civil service frameworks.·Facilitation skills for co-design and validation; experience with government ministries.Languages and level required:Expert level in English and Arabic.5.LocationAmman, Jordan (On-site).6.Planned timelines (Subject to confirmation)50 working daysStart date: 1 October 2026End date: 31 December 20267.Medical clearanceThe selected Consultant will be expected to provide a medical certificate of fitness for work.8.TravelThe Consultant is not expected to travel but may need to conduct field visits within the country.All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO.
