This position is located in the Facilities and Commercial Activities Service (FCAS) in the Division of Administration (DOA) at UN Headquarters New York. The focus of this job is to guide, support, coordinate and monitor the implementation of the UN80 Travel Processing Consolidation Project. The Senior Programme Management Officer reports to the Chief of FCAS. The Department of Operational Support (DOS) provides operational support to UN Secretariat entities globally, including advisory, operational and transactional support services and, where needed, exercises delegated authority on behalf of clients. DOS supports the entire UN Secretariat, consisting of almost 100 entities located around the globe. The Facilities and Commercial Activities Service (FCAS) operates the Headquarters complex, striving to provide effective and efficient planning, management, maintenance and operation for all existing physical facilities and assets at the UN Headquarters, New York. FCAS also supports office and conference facilities, property management, travel and transportation services, archives and records management, mail and pouch operations, catering, giftshop and the United Nations Postal Administration.

Responsibilities

Within delegated authority, the Senior Programme Management Officer will be responsible for the following duties: • Takes the lead to monitor and provide Secretariat-wide programme coordination, including evaluation of the UN Secretariat travel consolidation project in Phase 1 and Phase 2; directs subordinates in project development, implementation, monitoring and assessment; directs the review of relevant documents and reports; identifies priorities, problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. • Guides the consolidation project and evaluation and presents information gathered from diverse sources such as potential future travel hubs, technology partners, and other UN agencies, funds and programmes who have or are consolidating their global travel operations. • Coordinates consolidation development activities; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies for sourcing of global travel vendors. • Undertakes survey initiatives; guides the design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Supervises preparation of various consolidation recommendations and its implementations in written outputs, e.g. baseline data, consolidation progress analysis, substantial sections of reports and studies on streamlining travel operation and cost recoveries, etc. • Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Manages outreach activities to standardize travel processes, application of airline discount agreements, and interpretation of policies; designs and conducts training workshops, seminars, online courses etc., delivers presentations on assigned topics/activities as needed to ensure the success of the consolidation project. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, cost recovery model etc.) and ensures the timely submission of related documents/reports (cost planning and recovery, work programme, programme budget, performance etc.). • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. • Ensures effective utilization, supervision and development of the travel consolidation project management office staff; Guides, evaluates and mentors staff. • Leads the team members’ efforts to collect and analyze data and provides insight into identifying trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. • Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten (10) years of progressively responsible experience in corporate travel project or programme management, administration or related area is required. At least ten (10) years of progressively responsible experience in developing and implementing processes, procedures, systems or standards in a travel-related client service delivery setting is required. Experience in creating collaborative frameworks that unite offices, suppliers and internal stakeholders under a shared vision stakeholders under a in an international organization is required. Experience at fostering knowledge-sharing networks, implementing best-practices and cost-efficiency initiatives is desirable.
