Overview of position

Polio eradication is a corporate priority for our client globally. Afghanistan is one of the two remaining countries where polio is still endemic. Our client commits to continue the work on polio eradication until the goal is reached.

Our client’s work on communication, social mobilization and cold chain management for polio eradication entails the collection, collation, and analysis of data on uptake and refusal of vaccines among children; this requires review of a range of monitoring data from the field. The information from this data will be used to guide programme planning and implementation at the regional, provincial and district level.

Role objectives

Objective:

The Monitoring and Evaluation Extenders will support regional / zonal Polio teams in data collection, analysis, and evidence-informed decision making.


Independent monitoring and data collection:

This includes but not limited to:

  • Conduct independent monitoring to verify and validate data received from the field teams (including verifying the campaign data, awareness survey data, programme data such as FMVs and other community engagement data)

  • Operationalize the data collection checklists designed for the use of the field teams, such as, PCOs, DCOs, FMV supervisors, Cluster Communication Supervisors, UNICEF Polio Coordinator, etc.) 

  • Conduct monitoring visits for campaign activities, awareness surveys, operational assessments and any other programme interventions.

  • Compile data from the field teams on monthly basis to maintain a regional database and feed into the centralized database at the national level and report via the monthly reporting template.

Conduct analysis of quantitative and qualitative data to support regional and district/cluster planning and performance management. Under guidance of Polio Coordinator and Kabul M&E Manager, support the following:

  • Support data compilation, data editing/cleaning and quality assurance of data.

  • Analyze community engagement and communication programme data trends to demonstrate SBC performance and effectiveness in community engagement addressing missed children, etc.

  • Analyze quantitative data from different sources and prepare tables, graphs, charts, infographics, dashboards, maps to highlight issues, challenges, focusing on districts and clusters with high missed children, refusals.

  • Analyze and generate reports for monitoring data reported by the field teams via standard monitoring checklists/ONA tools.

  • Triangulate data from different sources, e.g., admin data, awareness survey data, Lot Quality Assurance Survey (LQAS), Post-Campaign Monitoring (PCM), etc. to highlight issues and challenges and identification of districts and clusters where there are significant issues to be addressed by social mobilizers.

  • Compile and analyze other social data and social profiles to support district/cluster planning including identification of communication actions.


Use of data:

  • Support the dissemination of data products/findings to both UNICEF programme staff and to the communities/affected population, including monthly review meetings with UNICEF programme staff and workshops with high-risk communities, such as communities with pockets of silent refusals.

  • Support the tracking of recommendations/ actions arising from the data products. 


Other analytical and capacity building support as required [e.g., training provincial/district staff in data collection, validation, quality control, analysis:

  • With technical support from Kabul M&E, identify M&E training needs and support training of SBC jointly with M&E Kabul team.

  • Other duties as appropriate for M&E may also be requested. 

Deliverables:

1. Data from the field team at regional level in correct format and meeting quality standards.

2. Field teams including PCOs, DCOs, FMV supervisors, etc. are trained on data collection using the standard monitoring checklists and compilation process & quality assurance.

3. Regional database including campaign data, monitoring data and programme data is maintained on monthly basis and feed into the centralized database at national level.

4. Monthly reporting template is completed and shared timely to the regional office and to ACO. 

5. Data analytical products (tables, graphs, charts, infographics, dashboards, maps) are produced on weekly or monthly basis.

6. Data analytical products are disseminated to UNICEF programme staff and communities/affected population on monthly basis; meeting minutes of the dissemination meetings should be documented and shared.

7. An action tracking system is developed and maintained at district and regional levels and feeds into the national system. 
8. Supported training of the field teams (jointly with M&E team in field office and Kabul). 

Project reporting

The selected candidate will work under the direct supervision of M&E Manager.

Key competencies

Bachelor’s degree in a relevant field (e.g., statistics, computer science, public health, development studies).

At least 3 years of experience in M&E, data collection, and analysis in the health sector and immunization.

Strong analytical and problem-solving skills.

 

Experience with data visualization tools (e.g. Power BI, excel). 

Strong written and verbal communication skills. 

Ability to work effectively in a team and with partners. 

Able to travel to all the provinces of Afghanistan whenever required. 
Team management

This role has no team management responsibility.
