Human Rights Due Diligence (HRDD) Consultant

• The consultant will support UNEP in the initial operationalization of the Human Rights Due Diligence Framework Policy through: • Review and mapping of existing UNEP systems and procedures against HRDD Framework requirements. • Development of a practical HRDD gap analysis methodology. • Drafting of an institutional HRDD Accountability Framework. • Development of practical staff guidance and training materials to support implementation.

The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The consultancy position is in the Partnership Unit of the Corporate Services Division at the Nairobi Duty Station and will report the the Partnerships Officer. This consultant will be expected to deliver the following: Review and mapping of existing UNEP systems and procedures against HRDD Framework requirements. • A practical UNEP Human Rights Due Diligence (HRDD) gap analysis methodology and assessment framework. • An analysis of existing due diligence and risk management processes within UNEP, identifying institutional gaps, overlaps, risks, and priority implementation areas. • Benchmarking of practices from other UN entities implementing the HRDD Framework Policy and identification of lessons learned and good practices relevant to UNEP. • A UNEP Human Rights Due Diligence Accountability Framework aligned with the UN Human Rights Due Diligence Framework Policy. • Recommendations on governance structures, roles, responsibilities, escalation pathways, oversight arrangements, risk categorization and review thresholds, monitoring and reporting arrangements, and integration into existing UNEP partnership and programme workflows. • Practical staff guidance, implementation tools, and training materials tailored to UNEP operational contexts to support implementation of the Human Rights Due Diligence Framework Policy.

Advanced university degree in international law is required. A first-level university degree in combination with additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree. •At least 5 years working experience in the legal field in human rights ,due diligence, governance, compliance, or institutional risk management is required. Experience developing institutional accountability frameworks on human rights compliance, including analyzing existing protocols for Human Rights gaps is desirable. • Expertise in international human rights and humanitarian law frameworks, including legal frameworks related HRDD, such as land and indigenous rights, right to health and protection is required. • Understanding of practical application of human rights compliance and due diligence frameworks is required. • A minimum of 5 years relevant experience in human rights due diligence, governance, compliance, or institutional risk management is required. • Excellent understanding of international human rights and humanitarian frameworks is required. • Legal advisory experience in human rights compliance is required. • Ability to translate policy into practical operational procedures is desirable. • Excellent drafting and communication skills is desirable. • Experience designing and facilitating training programmes is desirable.

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in written and spoken English is required.
