The salary for this position corresponds to Grade P02, Step 1, in accordance with Staff Rule 103.3 Initial Salary:
(a) A staff member on initial appointment shall be placed in the first step of the grade of post, without exemption.
(b) This rule does not apply to a staff member who is already employed by the General Secretariat and is selected, promoted, demoted, reassigned, or otherwise transferred to a different post. In such cases, salary shall be determined in accordance with the applicable provisions of these Staff Rules.
            
DUTIES AND RESPONSIBILITIES:

This is an analytical-type, professional position designed to coordinate various aspects of a project and/or activities in the fulfillment of the mission of its designated Department/Secretariat and is assigned all or part of the following responsibilities. (NOTE: these responsibilities and expected results are standardized, and are not necessarily performed by all staff members sharing this job title):

As Coordinador oficina regional:
•    Ensure the implementation of the special mission strategic work plan at the level of a work team in theassigned regional office.
•    Within the delegated authority, maintain permanent contact and facilitate exchange of information onissues specific to the area of work with local or governmental authorities, communities and civil societyinstitutions.
•    Propose, support and participate in local initiatives towards establishing a climate of trust, interactionand peace, with particular attention on fulfilling the objectives of the department, and to the situation ofthe most vulnerable populations in the region.
•    Establish and regularly update comprehensive information on social institutions in the region, andprepare summaries of information on the activities of the regional office, including reports on itsactivities and the execution of projects in the field in line with the establish work plans.
•    Verify the quality and accuracy of the information provided by the official observers.
•    Have first-line responsibility for the appropriate use and smooth functioning of resources assigned tothe assigned area of work, including but not limited to: carrying out financial control procedures;developing the potential of human resources; evaluating individual performance in line with OAS/HRrules, procedures and practices; as well as implementing Organization security directives.
•    Perform other related duties as assigned, including replacing and backstopping for others.

•    Plan, direct and control the activities, and anticipate actions necessary to attain the objectives andgoals of the strategic work plan, of a technical support unit within the special mission and itsimplementation, including but not limited to:
•    Make proposals for objectives, goals and activities to better carry out the area of work, seeking theirinclusion in the work plan of the execution of the special mission mandate.
•    Develop plans for the operations of the support unit, taking into account the established strategic workplans.
•    As delegated, develop and/or adapt guidelines and procedures applicable to the support unit.
•    Assess and support the operations of the special mission in line with evolving situations as related tothe area of work.
•    Research information and issue reports to facilitate management control of the area of work in a timelymanner.
•    On a regular and ad hoc basis, produce reports identifying progress achieved and gaps towardsachieving the expected results.
•    As delegated, represent the Chief of the Special Mission at meetings on issues concerning the area ofwork.
•    Other:
•    Actively engage in the Performance Evaluation System: Provide leadership, guidance, coaching, andmotivation to staff by regularly discussing performance and providing feedback; solve interpersonalconflicts; actively support the development and career aspirations of staff; evaluate performance fairly.Also, staff member should establish work expectations with the direct supervisor by defining individualannual objectives.
•    Perform other related duties as assigned, including replacing and backstopping for others.


QUALIFICATIONS:

EDUCATION & EXPERIENCE:  


Essential: A first-level university degree in law, social sciences, international relations, public administration, political science or a related field with four (4) years of relevant professional experience or an advanced university degree (Master’s) in one of these fields with at least two (2) years of relevant professional experience.

Desirable: Experience or knowledge of the OAS mandate and priorities as related to the area of work and/or the dynamics of the Inter-American agenda and system.

COMPUTER SKILLS: Ability to effectively work using Microsoft Office (e.g. Word, Excel, PowerPoint, Outlook, and other applications such as Oracle, Visio, Access, Share Point) and software applicable to the area of work.

LANGUAGES:


Essential – Proficient in at least two of the following languages: English, French, Portuguese, and Spanish (read, write and communicate). The lack of proficiency in a second language should not be grounds for elimination during the recruitment and selection process.  

Desirable –  Working knowledge of other two OAS official languages.

PERSONAL COMPETENCIES: Client Orientation, Knowledge Sharing, Teamwork, Interpersonal Skills. Ability to clearly communicate in the languages required for the post.
