Organizational Context and Scope
Under the overall supervision of the Head of Programes and the direct supervision of the Emergency Coordinator, the Senior Shelter and Settlements Cluster Associate will support coordination and monitoring of the administrative, operational and information-management activities that support the National Shelter and Settlements Cluster in Colombia. The incumbent will support effective liaison with Cluster partners, government counterparts, humanitarian actors and other stakeholders; monitor implementation of agreed activities and workplans; analyse operational information; and provide recommendations for consideration within the Cluster.
Working closely with Cluster members and other humanitarian coordination mechanisms, the incumbent will follow up on agreed actions and compile, analyse and present information related to emergency preparedness, shelter and site management, population movements, community engagement, referral pathways and cross-sector linkages.
The incumbent will perform these functions in a neutral and service-oriented manner, in accordance with established Cluster plans, technical guidance and IOM procedures.
Responsibilities
Support coordination of the administrative and operational arrangements for national and sub-national Shelter and Settlements Cluster meetings and technical working groups.
Support the collection, consolidation and timely submission of Cluster inputs throughout the HNRP cycle; monitor agreed timelines and requirements and highlight issues requiring follow-up.
Maintain effective communication with Cluster partners and facilitate regular information exchange among stakeholders.
Monitor implementation of approved Cluster workplans, priorities and coordination activities and prepare periodic progress updates.
Review and analyse information received from partners to identify operational gaps, emerging needs and coordination challenges, and prepare recommendations for consideration.
Maintain regular communication and information-sharing with other humanitarian sectors and Clusters, including Protection, Health and WASH.
Coordinate outreach and follow-up to encourage the participation of local and international NGOs, local authorities, CSOs, CBOs, women-led organizations and community representatives in Cluster forums.
Support data collection, consolidation, analysis and reporting related to SLSC Cluster activities.
Support needs assessments, response tracking and monitoring activities.
Ensure timely dissemination of coordination products and technical guidance to partners.
Support preparedness, contingency planning and response-readiness initiatives related to shelter and site management.
Plan, coordinate and conduct workshops, orientations and capacity-building activities for Cluster partners and relevant stakeholders on agreed topics.
Assist in promoting the use of technical standards, guidance documents and best practices.
Assist in preparing briefing notes, presentations, donor updates and advocacy materials.
Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
EDUCATION
Bachelor’s degree in International Relations, Civil Engineering, Architecture, Urban Planning, Political Science, Business or Public Administration, Humanitarian Affairs, Conflict Studies or a related field from an accredited academic institution with five years of relevant professional experience; or,
High School diploma with seven years of relevant professional experience
Accredited Universities are those listed in the UNESCO World Higher Education Database.
EXPERIENCE
Experience supporting humanitarian coordination mechanisms, clusters or sectoral working groups.
Experience in emergency preparedness, humanitarian response or displacement-related programming.
Experience in information management, reporting, monitoring or data analysis.
Experience working with government institutions, UN agencies, NGOs and humanitarian actors.
Experience in Colombia or other complex humanitarian settings is an advantage.
Experience drafting reports, meeting records and strategic documents.
SKILLS
Strong coordination and organizational skills.
Excellent drafting and communication skills.
Strong analytical and problem-solving abilities.
Proficiency in Microsoft Office 365.
Ability to work effectively under pressure and manage competing priorities.
Ability to work in multicultural environments.
Languages
