BACKGROUND The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat is the focal point for all urbanization and human settlement matters within the UN system. UN-Habitat works with partners to build inclusive, safe, resilient and sustainable cities and communities. UN-Habitat promotes urbanization as a positive transformative force for people and communities, reducing inequality, discrimination, and poverty. The Regional Office for Latin America and the Caribbean (ROLAC) supports Member States in ad-vancing sustainable urban development through integrated approaches to urban planning, hous-ing, urban resilience, climate action, local governance, public space, territorial development, and institutional strengthening. Working closely with national and local governments, development partners, financial institutions, academia, civil society, and the private sector, ROLAC promotes the implementation of the New Urban Agenda and the Sustainable Development Goals across the re-gion. The Regional Office leads and supports urban development initiatives across the region, promoting participatory governance, inclusive public spaces, resilience, youth engagement and sustainable territorial development. Within this framework, the office develops and implements a growing portfolio of technical cooperation initiatives that support national, provincial, and local govern-ments in addressing complex urban development challenges through policy advice, technical as-sistance, capacity development, and knowledge generation. These initiatives require multidiscipli-nary expertise and strategic technical leadership to ensure high-quality implementation, method-ological consistency, and alignment with UN-Habitat's corporate approaches and priorities. To support this work, UN-Habitat seeks a Senior Technical Advisor to provide high-level technical guidance and strategic advisory services across the Argentina programme portfolio. Working on a part-time basis, the consultant will contribute to the formulation, implementation, quality assur-ance, and continuous improvement of projects and programmes, while fostering technical excel-lence, innovation, institutional partnerships, and knowledge sharing across the Office's areas of work. The consultant will work under the supervision of the ROLAC Regional Director and the Coordina-tor of the UN-Habitat Andean Countries Hub. RESPONSIBILITIES a.) Information and validation: • Keep the ROLAC Regional Director and UN-Habitat Andean Countries Hub Coordinator informed of the overall progress of the FIDUS Project and other assigned initiatives, highlighting technical achievements, implementation challenges, risks, and strategic opportunities. • Ensure timely communication and coordination among project consultants, partners, and stakeholders to facilitate effective implementation. • Review and validate technical reports, methodologies, analytical documents, concept notes, and other technical products prepared under assigned projects. • Ensure technical consistency, methodological coherence, and quality assurance across all project components and deliverables. • Ensure technical consistency, methodological coherence, and quality standards across projects and technical outputs. • Support evidence-based decision-making by providing strategic analysis, technical recommendations, and policy advice. b.) Development: • Provide strategic technical leadership and high-level advisory services for urban develop-ment initiatives implemented by the UN-Habitat Andean Countries Hub in Argentina. • Lead or support the development of methodologies, analytical frameworks, technical tools, and implementation strategies related to sustainable urban development, territo-rial planning, urban governance, resilience, housing, public space, and institutional strengthening. • Contribute to the formulation of new programmes, project proposals, concept notes, and technical cooperation initiatives. • Identify opportunities for innovation, partnerships, and resource mobilization to strengthen the Hub's programme portfolio. • Promote the integration of cross-cutting approaches, including sustainability, resilience, climate adaptation, social inclusion, gender equality, and participatory governance across project implementation. • Contribute to the continuous improvement of technical approaches and institutional methodologies applied by the Hub. c.) Technical and Strategic Support: • Provide senior technical advice to the Hub Coordinator, project teams, consultants, and partners on strategic and technical matters related to sustainable urban development. • Facilitate technical coordination among multidisciplinary consultants to ensure inte-grated implementation across thematic areas. • Support technical dialogue and collaboration with national, provincial, and local govern-ments, academia, development partners, financial institutions, civil society organizations, and the private sector. • Participate in technical meetings, workshops, missions, steering committees, and institu-tional coordination mechanisms as required. • Prepare technical briefs, policy recommendations, presentations, analytical reports, and strategic documents to support programme implementation and institutional decision-making. • Identify technical risks and opportunities and recommend adaptive management measures to strengthen programme effectiveness. d.) Implementation: • Provide technical oversight and strategic guidance throughout the implementation of as-signed projects. • Supervise the technical quality of consultant assignments and project deliverables. • Support the coordination of multidisciplinary teams and promote collaboration across differ-ent technical workstreams. • Participate in the planning, implementation, and follow-up of workshops, technical missions, stakeholder consultations, and capacity-building activities. • Monitor implementation progress and provide recommendations to improve efficiency, quality, and impact. • Ensure that all activities are implemented in accordance with the principles and values of the United Nations, including transparency, accountability, integrity, inclusion, gender equality, and sustainability. e.) Knowledge Management: • Promote the documentation, systematization, and dissemination of knowledge generated through the programmes and projects of the office. • Review and validate technical publications, guidance documents, methodologies, case studies, and lessons learned. • Support the preparation of knowledge products, policy papers, technical guidance materials, and communication resources. • Facilitate knowledge exchange and institutional learning among project teams, partners, and stakeholders. • Mentor technical teams and contribute to strengthening institutional capacities through coaching, technical guidance, and knowledge sharing. f.) Others: • Other activities requested and by mutual agreement with the ROLAC Regional Director and the HUB Coordinator of The Andean Countries of UN-Habitat, within the framework of this consultancy and without prejudice to the achievement of its responsibilities. • Participate in planning, coordination, monitoring, and follow-up meetings with project teams, consultants, partners, and the UN-Habitat Andean Countries Hub. • Provide transversal technical advisory services to programmes and projects implemented in Argentina, according to institutional priorities. • Ensure that all activities comply with the principles of integrity, impartiality, professionalism, and ethical standards of the United Nations.

Advanced university degree (Master's degree or equivalent) in Urban Planning, Architecture, Ur-ban and Regional Planning, Territorial Development, Public Policy, Geography, Engineering, Devel-opment Studies, Environmental Planning, or other related disciplines is required. A first-level uni-versity degree in one of the above-mentioned fields, in combination with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree. A minimum of five (5) years of progressively responsible professional experience in urban planning, territorial development, sustainable urban development, urban governance, housing, institutional strengthening, public policy, or related fields is required. Demonstrated experience leading multidisciplinary technical teams and coordinating complex technical assistance programmes involving multiple stakeholders is desirable. Proven experience providing strategic technical advice to governments, international organiza-tions, development partners, or multilateral institutions is desirable. Demonstrated experience in the formulation, implementation, monitoring, and evaluation of pro-grammes and projects related to sustainable urban development or territorial development is re-quired. Experience working with United Nations agencies, multilateral development banks, international financial institutions, or international cooperation programmes is desirable. Experience in strategic planning, urban policy, institutional capacity-building, knowledge manage-ment, project formulation, and resource mobilization is desirable. Strong attention to detail, good organizational and time-management skills, and ability to handle multiple tasks in a dynamic work environment.
