The International Committee of the Red Cross (ICRC) is an impartial, neutral, and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 100 countries and has 18,000 staff worldwide. In 2014, the ICRC expanded its presence in Ukraine. Over 700 team members work across the county in various professional fields.
ABOUT THE JOB
The ICRC Logistics Department seeks a competent Buyer to join our team in Kharkiv. In close collaboration with the team members and line managers, a Buyer leads and supports the procurement process of goods and services, conducts market surveys, collects quotations, conducts tenders, selects suppliers, and issues contracts according to ICRC procedures and compliance regulations.
Start date: 01 November 2026 or immediately
YOUR TASKS AND RESPONSIBILITIES
- Conduct contractual negotiations with suppliers and issue contractual documents
- Identify opportunities for cost and service level optimization through frame agreements for regular consumption goods and services
- Issue individual purchase orders and follow up until completion of delivery and invoice settlement
- Monitor supplier deliveries and verify conformity to specifications and delivery modalities
- Conduct supplier due diligence, including on-site inspections/visits, vendor registration, and periodic performance review meetings
- Draft Requests for Quotation/Requests for Tender documents, identify suppliers, and manage tendering processes
- Conduct regular market surveys for goods/services availability, price fluctuations, risks and opportunities, and overall industry trends, including the evaluation of suppliers’ samples
- Design and implement quality control procedures at goods delivery time
- Understand ICRC needs and provide advice in relation to market availability, pricing, and lead times, and provide timely and regular updates and guidance to internal customers in relation to internal procurement processes
- Monitor procurement activities, contributing in statistical analysis, reporting, and procurement performance management

ABOUT YOU
To be successful as Buyer in the Logistics Department, you should possess the following qualifications and experience and have the following characteristics:
- Ukrainian citizenship or permanent residence permit in Ukraine
- High school diploma
- 3 years' experience in a similar position.
- Confirmed technical skills in procurement
- Computer proficiency
- Professional fluency (written and spoken) in English and Ukrainian
- Good knowledge of the local market(s)
- Good knowledge of and experience with financial rules, procurement procedures and supplier management
- Self-motivated with a strong commitment to teamwork and humanitarian principles
- Flexible, enthusiastic, and willing to learn
- Ability to work independently, as well as effectively under supervision
- Ability to organize and prioritize multiple tasks
- Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
