Duties and Responsibilities

Background The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-Habitat supports the urban poor by contributing to the transformation of cities into safer, healthier, greener places with better opportunities where everyone can live with dignity. As part of its mandate, the UN-Habitat implements various normative interventions for sustainable urbanization in Kenya. The European Union (EU) Delegation in Kenya promoting EU values and interests, focusing on peace, people, prosperity, the planet and partnership is funding the joint programme, Partnership Implementing the New Urban Agenda – PINUA, in housing designed and to be delivered by the United Nations Human Settlements Programme (UN-Habitat) and the Government of Kenya (GoK). PINUA is designed to address housing supply gaps, through a roadmap for learning, finetuning and piloting that will allow GoK to access success and scale-up. It envisions a sustainable well-executed Participatory Slum-upgrading Programme (PSUP) building on over success and experience of 12 years of UN Habitat’s work funded by European Commission in 40 ACP countries and 200 cities and the UN-Habitat’s Global Land Tool Network (GLTN), a coalition of international partners established in 2006 towards securing land and property rights for all in both urban and rural contexts (more information at www.gltn.net). Limited approaches to blended financing that will support the homeowner-led incremental housing and related green supply chains will be a key area in which PINUA will pilot a socially and economically viable, government endorsed Kenyan model to be anchored on the Affordable Housing Programme and will contribute towards post pandemic recovery through community-led slum upgrading initiatives including participatory and inclusive neighborhood level planning and mainstreaming of Community Managed Funds (CMF) as a pro-poor upgrading approach. The Neighbourhood planning process allows for cooperation between the communities who live in the settlement and the County Government, who have the mandate for physical planning. The ‘negotiated’ plans set stage for implementation of priority infrastructure projects (Community Hall, Muhoroni Green Park and the Early Childhood Development Education Centre) to be constructed in the next 12- 18 months. Additionally, a pilot for Cooperative social rental housing will be constructed in Kibuye, Kisumu County. Duties and Responsibilities This position, which falls under the PINUA is located within the Regional Office for Africa under the Kenya Country Programme, the duty station being Kisumu with the functional area being; Kibuye Cooperative Social rental housing – Kisumu City and Muhoroni pilot project sites i.e. Shauri Yako Community Hall (referred to in related PINUA documents as the Muhoroni Community Multipurpose Hall) and Muhoroni Green park and the Shauri Moyo Early Childhood Development Education Centre), Muhoroni town, Kisumu County. A total of 4 Construction activities will be executed by various implementation partners, in which this position will be responsible for the full construction oversight on behalf of the focal partners (UN Habitat) The position will be domiciled in Kisumu during the full duration of the construction activities. The incumbent is required to be referenced at the PINUA Kisumu Office. Under the direct supervision of the PINUA Project Manager, the Construction Manager will be responsible for the following duties: 1. Construction Supervision and Site Management • Oversee the works and ensure that the Contractors complies with the conditions of the contracts, Specifications, and Drawings, and that construction progress aligns with the approved programme of works at all times. • Provide on-site construction supervision for the full scope of works constituting the contract(s) under PINUA to ensure compliance with drawings, specifications, schedules, and contractual obligations. • Develop and perform quality management processes that includes inspections, verify compliance with materials and monitor safety standards and in accordance with health, safety, Social and Environmental Aspects (HSSE) and approved contract documents. • Lead and supervise the assistants in logistical support, handling, cleaning and general maintenance of the facilities. • Manage, supervise and guide the assistants in their day-to-day tasks of tracking material inventory, managing local labour and maintaining site records. • Develop and maintain accurate daily records including activities, labour, weather, materials, deliveries, and workmanship and prepare daily, weekly, and monthly technical supervision reports • Develop a Record and change requests management process across all components to enable a coherent monitoring of all contractors requiring decisions of the PINUA PITT through the PINUA Project Manager. • Responsible for streamline and actioning the process of issuing site instructions, which will be reviewed by the Housing Specialist and relevant legitimate consultants and approved by the Project Manager, ensuring proper filing and record-keeping. • Review the Contractor’s progress schedule, record actual progress, and note any delays and their causes. • Inspect materials delivered on-site to ensure they meet specified standards and ensure that all materials are stored in the appropriate manner and easily available. • Inspect and Verify setting out, levels, dimensions, and plumb of formwork prior to concrete pouring and for all structural, walling, and finishing elements and ensure all works meet approved standards reporting discrepancies immediately. • Verify the size, bending, fixing, spacing, cover, and positioning of all reinforcement steel; check fabrication and erection of all structural steel for compliance and confirm correct positioning of rebates, holes, and fittings before concrete placement. • Supervise site sampling and record collection of sample materials, sample test and sample deliveries, test-procedures and when applicable and possible visit the suppliers/manufacturer's work sites and/or quarries and compare completed works against approved samples to ensure quality consistency. • Oversee the making, marking, dating, curing, and dispatch of concrete test cubes, ensuring accurate record-keeping of results. • Refer substandard work to the Architect for further direction. • Anticipate upcoming work and ensure that all relevant technical information is available in advance. 2. Technical Evaluation and Design • Support the resolution of technical problems and operations in coordination with contractors and the consultants. • Check contractor progress, prepare and undertake first-line review of contractor valuations and provisional payment certificates and ensure accurate documentation for disbursements. For the Muhoroni packages, certificates and supporting records are submitted to the Technical Assurance and Community Asset Management Specialist for second-line review and no-objection prior to certification by the PINUA Project Manager; for the Kibuye Cooperative Social Rental Housing package, certificates and supporting records are submitted directly to the PINUA Project Manager. • Review change orders and cost claims, ensuring technical precision and cost-benefit ratio. • Support the timely delivery of on-site progress reports, Milestone updates and documentation construction. • Examine drawings and documents proactively to detect discrepancies between consultant and subcontractor information and report findings to the PINUA Project Manager • Request clarifications or additional information through the PINUA Project Manager when necessary. 3. Contractual and Administrative Management • Monitor compliance with contractual obligations of the supervising company and works contractor • Attend site meetings relating to builder’s works, civil/structural works, electrical, mechanical, plumbing, fire alarm systems, security, site utilities and other related issues, as appropriate keeping notes/records and providing technical input as required. • Monitor progress and report deviations from the approved timelines and work plans. • Work with the team of specialists and contractors to provide regular updates on the inspection and testing. • Support in inspection and reporting on the works in progress, ensuring compliance with Quality standards and specifications techniques. • Collaborate on the preparation of technical reports and progress that highlight key achievements, delays, risks, and financial updates. • Prepare inspection reports or perform on-site inspection for review of the architecture and structures specialist and Site Manager • Contribute to the management of contracts and assets, payment tracking and procurement documentation. • Maintain accurate records of project documents, financial data and correspondence, in accordance with UN-Habitat document management standards. • Identify administrative or operational bottlenecks and recommend appropriate corrective actions. 4. Team Coaching and Supervision (People Management) • Support organisation, facilitation, and development training sessions and learning sessions in projects and construction management. • Participate in knowledge-sharing initiatives; and Communities of Practice (CoPs), contributing with contributions and lessons learned. • Conduct research on topics related to infrastructure and project management, and contribute to the writing reports, summaries and notes informative. • Define the individual performance objectives of the team under his/her responsibility, follow up on their timesheets and conduct periodic performance evaluations. 5. Coordination and Reporting • Develop and maintain archiving of the contracts, amendments to contract, production time- schedules, designs, and specifications, bills of quantities, change orders, measurement methods applied, the quality assurance system and other frameworks, including revisions relevant to his/her assigned duties. • Maintain contact with local authorities, statutory representatives, and contractors. • Consolidate field team data to write weekly and monthly progress reports. • Document as-built drawings and financial and technical closure reports of the sites.

Qualifications/special skills

An Advanced degree (master’s degree or equivalent) in Building or Construction Management, Civil Engineering, Structural Engineering, Building Engineering, Architecture, Architectural Studies, Quantity Surveying, or a related field. A first-level university degree(bachelor’s degree) combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. I. A minimum of two (2) years of progressively responsible professional experience related to site management and the management of building design and construction is required. II. Experience as a superintendent or building supervisor in at least three building projects of 1,000 Square Meters in size or more is desirable. III. Proficiency in CAD and project management tools i.e. MS Project and Excel or similar software is desirable. One (1) year or more of experience in data analytics or related area is desirable. IV. Experience working on active construction sites and supervising works. V. Proven experience in team management and direct coaching of technical and support staff in the field is required. VI. Familiarity with project management tools, methodologies, and reporting processes VII. Proven ability to deliver work within defined scope, timelines, and quality standards. VIII. Experience working with or supporting programmes and projects implemented by the United Nations, international organizations, development partners, or similar institutions is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (listening, oral and written) is required. Knowledge of local language is an added advantage
