Organizational Context and Scope

IOM in South Sudan is responsible for the management of the co-location of humanitarian actors (Humanitarian Hub/Logistic Base) within the United Nations Mission in South Sudan (UNMISS) base, particularly in Malakal and Bentiu. IOM is currently providing logistics and facilities management support to 39 agencies currently working and residing in the Hub in Malakal.


The Project Officer (Humanitarian Hub) is responsible for the day-to-day coordination, management and oversight of the Malakal Humanitarian Hub operations, ensuring effective delivery of accommodation, facility management and operational support services to humanitarian partners and residents. The Project Officer (Humanitarian Hub) will work closely with internal units, partner agencies and service providers to maintain high standards of service delivery, safety, efficiency and compliance with organizational procedures.


Under the overall supervision of the Deputy Chief of Mission, and the direct supervision of the Head of Sub-Office (HoSO) and in close coordination with the Head of Procurement and Logistics Unit, the Project Officer (Humanitarian Hub) will be responsible for coordinating with humanitarian organizations, UNMISS, contractors, service providers, and other stakeholders to ensure that the Hub operates safely, efficiently, and in compliance with IOM regulations, donor requirements, and humanitarian standards.

Responsibilities

  1. Coordinate, implement, and monitor the awarding and management of Memoranda of Understanding (MoUs) for long-term residents of the Malakal Humanitarian Hub, including
    occupancy tracking, partner commitments, cost recovery follow-up and compliance with agreed
    terms and hub procedures.
  2. Manage the Humanitarian Hub front desk operations, including oversight of booking systems,
    accommodation allocation, check-in/check-out procedures, guest support, communication with
    residents and guests, and consistent application of Hub rules, Standard Operating Procedures
    (SOPs) and occupancy policies.
  3. Assess the operational, accommodation, office space and service needs of partner agencies and
    Hub residents; identify gaps in facilities or services; and draft recommendations for facility
    improvements, space allocation adjustments, infrastructure maintenance requirements and
    service enhancements.
  4. Organize Hub coordination meetings, operational meetings and partner consultations to discuss
    service challenges, resident needs, cost-sharing matters and routine operational issues, and
    communicate key recommendations and required actions to the Head of Sub-Office and relevant
    management.
  5. Support the effective management of Hub financial and operational resources by updating funding,
    occupancy, expenditure and cost recovery tracking tools; monitoring resource utilization;
    providing inputs on spending priorities; and preparing quarterly procurement plans in close
    coordination with the Resources Management Officer, Procurement and Logistics Unit and Head
    of Sub-Office.
  6. Supervise and provide guidance to Hub personnel and monitor the performance of contractors,
    service providers, facility maintenance staff, technical teams and skilled/unskilled daily workers,
    including cleaning, security, maintenance, waste management, water supply, power supply and
    other essential services, ensuring that work is delivered in line with agreed specifications, service
    standards, safety requirements and contractual obligations.
  7. Oversee the day-to-day functioning and technical condition of Hub facilities and infrastructure,
    including accommodation blocks, offices, common areas, electrical systems, plumbing, water supply, sanitation facilities, drainage, waste management areas, perimeter infrastructure and other
    critical installations, ensuring timely identification, reporting and follow-up of operational issues.
  8. Coordinate preventive and corrective maintenance activities for Hub infrastructure, equipment
    and utilities, ensuring that faults are properly reported, prioritized and resolved; maintenance
    records are maintained; spare parts and tools are properly managed; and repairs are prioritized
    based on safety, operational impact, number of users affected and service continuity.
  9. Coordinate and monitor the operation of the Hub solar power system, including regular follow-up
    with the solar service provider, technical teams and relevant IOM units to ensure the system
    remains functional, properly maintained, safely operated and effectively integrated with generator
    operations and overall Hub power requirements.
  10. Monitor power system performance, including solar generation, generator usage, fuel
    consumption, load distribution, outages, technical faults, battery/inverter status where applicable
    and abnormal consumption trends; ensure timely reporting and follow-up of issues, and provide
    inputs and recommendations to improve energy efficiency, reduce fuel dependency and control
    operating costs.
  11. Liaise closely with the IOM Office of Staff Security and relevant security actors to support access
    control, fire safety, emergency preparedness and hazard mitigation measures within the hub,
    ensuring that appropriate procedures are followed and that resource requirements are
    communicated to relevant units.
  12. Prepare and submit regular reports, including occupancy reports, cost recovery updates, Hub
    situation reports, maintenance updates, solar and power performance summaries, procurement
    follow-up reports and other monthly or quarterly reports as required, while maintaining proper
    records for consumables, equipment, tools, maintenance activities and Hub assets.
  13. Perform such other relevant duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in Engineering, Project Management, Logistics, Facility Management, or a related
    field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in humanitarian operations, facility management, infrastructure management or
    logistics coordination;
  • Demonstrated experience in managing service providers, contractors and operational teams;
  • Experience in financial tracking, procurement planning and resource management is an
    advantage;
  • Familiarity with solar power systems, generators and infrastructure maintenance is an advantage;
  • Experience in project implementation in post-conflict or transitional situations;
  • Previous related experience in South Sudan field operations is an advantage; and,
  • Experience in supporting or managing humanitarian hub operations in emergency or complex
    operational environments.

Skills

  • Strong coordination, organizational and problem-solving skills;

Languages

For this position, fluency in English is required (oral and written).

Working knowledge of another official UN languages (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
