Organizational Context and Scope
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Head of Resources Management (HoRM) in Pohnpei, the Budget Officer will be responsible and accountable for supporting the planning, coordination, monitoring, analysis and reporting of mission budgets, in accordance with IOM financial regulations, policies and procedures and applicable donor requirements.
Responsibilities
- Assist in the development, implementation, monitoring, and revision of mission budgets, ensuring compliance with IOM financial regulations, budget policies, programme requirements, and established procedures.
- Coordinate the preparation of mission and project budgets, including the annual budget process, in coordination with the HoRM, programme managers, and relevant units, and provide technical support on budget planning, implementation, and monitoring.
- Provide technical guidance to implementing partners on budget management, financial accountability, donor compliance requirements, and financial reporting obligations.
- Monitor implementing partner budget utilization and compliance with agreed milestones, funding allocations, and reporting requirements, ensuring timely submission and review of financial reports.
- Prepare and review donor financial reports and coordinate their timely submission in accordance with donor agreements, IOM financial regulations, and established procedures.
- Support financial forecasting during project implementation and monitor project commitments, expenditures, and funding availability to ensure effective budget utilization.
- Maintain and contribute to the improvement of budget monitoring and financial reporting tools and systems to ensure the timely provision of accurate financial information for management decision-making and donor reporting.
- Review payroll and staff costs against approved budgets and ensure personnel costs are allocated in accordance with IOM projectization criteria, donor requirements, and approved project budgets.
- Prepare and review staff cost estimates, budget calculations, and financial analyses for project proposals, budget revisions, and project extensions.
- Coordinate closely with programme, finance, procurement, human resources, and other support units to strengthen budget monitoring, compliance, and resource planning across the Mission.
- In coordination with the HoRM, analyze budget data and prepare budget-related documents, including inputs to the Annual Programme and Budget (APB), budget revisions, forecasts, and periodic budget updates.
- Monitor projectization and staff budget allocations to ensure costs are accurately charged in accordance with IOM projectization criteria, donor requirements, and approved budgets.
- Support mission financial sustainability and operational continuity through budget monitoring, forecasting, and analysis of funding requirements and expenditure trends.
- Coordinate the preparation of donor payment and reimbursement requests in accordance with donor agreements and IOM regulations.
- Prepare budget analyses, financial forecasts, and management reports to support effective planning, resource allocation, and decision-making.
- Support the implementation and monitoring of budgetary controls, compliance measures, and internal monitoring mechanisms in line with IOM financial regulations, policies, and procedures.
- Assist the HoRM in facilitating internal and external audits by preparing budget analyses, financial reports, and supporting documentation, and contributing to responses to audit observations.
- Perform such other relevant duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
- Master's degree in finance, accounting, business administration, management, or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
- Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in budget planning, monitoring, forecasting and financial reporting, preferably in an international organization or similar environment;
- Experience in working with implementing partners;
- Experience in the use of office software packages (Microsoft Word, Excel, etc.) and knowledge of spreadsheet and data analysis;
- Experience in the application and monitoring of administrative and internal control procedures;
- Experience managing financial processes for donor-funded projects, including projects funded by the United States Department of State (USG Projects) is an advantage; and,
- Experience in the Pacific region is an advantage.
Skills
- Ability to work closely with government and international officials;
- Demonstrated ability to act independently and exercise sound judgment;
- Ability to work under pressure;
- Demonstrated ability to prepare clear and concise reports;
- Knowledge of International Public Sector Accounting Standards (IPSAS) is an advantage; and,
- Knowledge of Oracle or other Enterprise Resource Planning (ERP) systems is an advantage.
Languages
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN languages (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
