Organizational Context and Scope

Under the overall supervision of the Deputy Chief of Mission (Iraq) and direct supervision of the Monitoring & Reporting Officer, the National Programme Data and Reporting  Officer will support IOM Iraq’s multi-sector programmes from the Erbil Sub-Office. IOM Iraq operates different governorates with offices in Baghdad, Erbil, Basra and seven sub-offices, implementing humanitarian, recovery, and development efforts. IOM’s approach links direct services, community programmes and capacity-building, enabling life-saving support while advancing durable solutions and resilience. Data underpins this work-the mission relies on robust programme information management systems. In this context, the National Programme Data and Reporting  Officer  will support the coordination of  programme data collection and reporting across IOM Iraq’s emergency and development portfolios.

Responsibilities

  1. Contribute to establishing and monitoring a system to  collect, consolidate , and clean  programme data from various units and field offices. Work closely with Programme Managers and M&E/IMS focal points to  facilitate timely and accurate data submission for all projects. Establish routines for data validation and apply data protection standards.

  2. In collaboration with the Mission IMS Team, support administering  programme data and information management systems and databases. Coordinate with IMS staff to maintain programme data platforms and troubleshoot issues and continuously update project Results Matrices in the system and follow up with teams to fill any data gaps.

  3. Track the performance of project and programme indicators, flag implementation delays and challenges to project and programme staff, and  suggest corrective actions  to achieve the desired outcomes committed to communities, donors, and partners. 

  4.  Coordinate the preparation of mission-wide reports and data inputs for institutional requirements, such as annual IQ, IQBIS, UNSDCF, UNINFO, and other internal or inter-agency reporting tools.  Compile, analyze, and presente all required programmatic data by deadlines.

  5. Contribute to th establishment of IOM Iraq project target datasets to produce summary people reach, trends and infographics that inform management and programme units. Work with IMS Staff to develop dashboards or other visualization products to track key performance indicators across projects on a regular basis and support the Programme Support Unit and communications team with data insights for donor reports, fact sheets and presentations.

  6. Provide technical guidance to project staff on data collection methodologies, use of data tools, and reporting standards. Conduct  trainings for field teams on data entry, use of mobile data collection (Kobo/IMS), and data quality control. Promote standardized data collection tools and share best practices across units.

  7.  Comply  with IOM data protection policies in managing project targets individual identifiable data and confidential information. Maintain confidentiality and proper data access controls. Implement regular data backup and archiving procedures in coordination with IMS Team.

  8. Liaise with the Monitoring & Evaluation and IMS colleagues to contribute to assessments and evaluations as needed. Support any information management initiatives or roll-out of new corporate tools at mission level. 

  9. Keep abreast of developments in IOM’s Evaluation and Monitoring and Results-based Management (RBM) functions to  support compliance with IOM strategies and institutional monitoring and reporting requirements, including for the SRF, and the Mission strategy. 

  10. Support coordination of collecting data for the mission’s key program indicators, ensure data verification and compilation, liaise with the Media and Communication Unit for design and publication, and  coordinate circulation to partners and documentation. 

  11. In coordination with the MEAL and the mission’s IMS,  regularly update and share the programme database and dahshboard with programme team. 

  12. Perform such other duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in Monitoring and Evaluation, statistics, information management, data ccience, social sciences or a related field from an accredited academic institution ; or

  • University degree in the above fields with   two years of relevant professional experience  in the development and implementation of M&E and AAP frameworks

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in programme data management, analysis and reporting in a humanitarian or development context (at least five years if holding a bachelor’s degree).

  • Proven experience coordinating data collection from multiple projects or field locations, ensuring data integrity and timeliness.

  • Technical proficiency in Microsoft Excel and Access; experience with data analysis or visualization software (e.g. SQL databases, Power BI) and mobile data collection tools (Kobo) is required.

  • Familiarity with monitoring and evaluation frameworks and results-based reporting (experience with UN/IOM reporting systems like PRIMA or PRISM, SRF indicators, etc. is an advantage).

  • Prior work experience with IOM or UN agencies, or in the Iraqi context, is an advantage.

  • Proven experience in data collection tool preparation, data collection, analysis and reporting in a humanitarian or development context is an advantage. 

Skills

  • Strong reporting, writing and research skills, preferably related to M&E data; 

  • Demonstrated knowledge of development of data collection tools, their administration and evaluation techniques andpractices; 

  • Strong interpersonal and teamwork skills; and, 
  • Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
  • Expert knowledge of MS office and advanced statistical skills including knowledge of database management, statistical and project management software is a strong advantage; 

  • Knowledge and understanding of the migration issues, return and reintegration in the region is an advantage.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

Arabic and Kurdish are advantage Languages
