The Council of the Baltic Sea States (CBSS) was established in 1992, and it serves as a regional forum for intergovernmental cooperation and coordination among the 10 CBSS Member States – Denmark, Estonia, Finland, Germany, Iceland, Latvia, Lithuania, Norway, Poland and Sweden, as well as the European Union. The CBSS' work is guided by its three long-term priorities: Regional Identity, Sustainable & Prosperous Region, and Safe & Secure Region.

A permanent International Secretariat was established in Stockholm in October 1998. The budget of the Secretariat and its specialised Units is financed by annual contributions from the CBSS Member States as well as through project funds.

About the Position

Based at the CBSS Secretariat in Stockholm and working under the direction of the Director General, the Senior Adviser will play a key role in supporting the implementation of the CBSS mandate across its three strategic priority areas, with primary responsibility for the Safe and Secure Region portfolio.

The role involves providing high-level strategic, analytical, technical, and administrative support to foster regional cooperation on civil security matters, including civil protection, crisis preparedness, disaster risk reduction, border guard cooperation, and related areas. The Senior Adviser will coordinate stakeholders, develop and oversee projects, support policy development, and contribute to strengthening security and resilience throughout the Baltic Sea Region.

Main Tasks and Responsibilities

The Senior Adviser will be responsible for the following:

  • Coordinating the activities within the Safe and Secure Priority Area with a focus on Civil Security – including the Civil Protection Network and coordination of the PA Secure Steering group.
  • Providing strategic and high-level advice on matters related to the Safe and Secure Priority Area and Civil Security.
  • Organising events and similar outputs to advance the civil security portfolio and facilitate the sharing of lessons identified in societal security and preparedness.
  • Developing projects within relevant fields, including identifying and designing funding and financing solutions.
  • Managing and/or monitoring project implementation, including awareness-raising activities and ensuring the dissemination and sustainability of project results.
  • Preparing high-quality background papers, analyses, and strategic policy documents.
  • Contributing to the selection of Project Support Facility projects in cooperation with other CBSS staff, as well as following the progress of, advising on and evaluating funded projects throughout their implementation.
  • In collaboration with the Secretariat’s management and with the support of the administrative and communications functions, coordinating annual plans of activities and contributions.
  • Providing analytical, strategic, and secretarial support to the Chair and relevant CBSS Expert Groups and Networks.
  • Coordinating, networking, and liaising with government authorities, non-governmental organisations, international organisations, and other regional stakeholders.
  • Supervising project staff working within the Civil Security area.
  • Representing the CBSS Secretariat at external conferences and meetings.
  • Cooperating with other CBSS Priority Areas to identify innovative cross-sectoral activities seeking to achieve the vision and mandate of the CBSS and its Priority Areas.
  • Other tasks as required.

The position of Senior Adviser involves frequent travel to destinations in CBSS Member States and occasionally beyond.

Selection Criteria

  • Be a national of a CBSS Member State.
  • Advanced university degree in an area relevant to the position.
  • At least ten years of accumulated professional experience, including experience at the international level and/or a national level with links to international processes.
  • Proven experience in managing high-level meetings and international workshops and conferences.
  • Experience in project management, including administrative and budgetary planning.
  • Strong and broad personal network and aptitude for liaison with various governmental, non- governmental and international organisations.
  • Clear analytical skills and ability to make sound judgments, critical thinking and problem-solving skills.
  • Experience with strategic foresight, while not required, would be considered an asset.
  • Excellent written and spoken English, including strong drafting skills, with the ability to communicate clearly and effectively, establish and maintain strong working relationships with a wide range of stakeholders, and represent the organisation at high-level meetings, events, and forums.
  • Knowledge of other languages of the region is considered an advantage.
  • Computer literacy in Microsoft Office 365.
  • Excellent interpersonal and organisational skills.

Terms of employment

The Senior Adviser will be appointed for a period of four years with possibility of prolongation for up to two years. The suggested starting date for the position is March 2027. The place of employment is Stockholm.

A competitive remuneration and allowance package, depending on expatriate status, professional background and family situation is offered.
