  • Working arrangement: EUROCONTROL operates a hybrid working model, combining onsite presence with teleworking opportunities. Teleworking is subject to the applicable internal rules and is granted in line with business needs and managerial approval.
    Teleworking must not exceed 50% of the days worked in a month when performed at the official place of residence as defined above.
    In addition, all staff may telework from a location of their choice for up to 20 working days per calendar year, with line manager authorisation. These 20 days do not count towards the 50% monthly limit.

Your team

Within the The Directorate Maastricht Upper Area Control Centre,  The Engineering Division (ENG) is responsible for developing and providing the Communication and IT Infrastructure, ATM systems, IT security activities and facility services.

Your role

Your role will be to:

  • Develop, communicate, execute and update the strategy for the Engineering Division, ensuring alignment with EUROCONTROL/MUAC’s overarching goals.
  • Oversee the Division’s portfolio of activities (scope and range of MUAC system, services and products), optimising resource allocation, budget utilisation and talent management while implementing effective strategic succession planning and staff development initiatives.
  • Lead strategic analysis, forecasting and business development efforts to identify, assess and implement opportunities to advance strategic objectives and drive growth.
  • Champion the design and execution of innovative initiatives, policies, processes, and systems to elevate service delivery, enhance operational efficiency, and meet stakeholder expectations and satisfaction.
  • Monitor and evaluate the Division’s performance, developing and implementing strategies to maximise productivity, quality and cost-effectiveness.
  • Cultivate a culture of continuous improvement and innovation, driving change management efforts to adapt to emerging challenges and capitalise on new opportunities.
  • Build and mentor a high-performing team of senior managers, delivering strategic leadership and fostering an inclusive, collaborative, and results-driven team culture.
  • Empower leadership at all levels by promoting growth, ensuring staff engagement and aligning team objectives with Division goals.
  • Act as a trusted adviser to the Director MUAC and senior management, offering strategic insights in the area of expertise and recommendations to inform key decisions.
  • Develop and sustain a robust network of stakeholders and partners, representing the Engineering Division and MUAC/EUROCONTROL in high-level fora, and actively promoting the mission and vision to enhance impact.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completion of third level studies (aviation, engineering), meeting European Qualifications Framework (EQF) Level 7 or higher.

  • A minimum 20 years of professional experience including 15 years in management or strategic activities.
  • Proficiency in the air traffic management (ATM) domain and its associated technical systems, services and products.
  • Knowledge of technical procedures, regulatory compliance and industry standards in ATM.
  • Experience in managing large, diverse teams in mission-critical technical environments.
  • Expertise in change management and performance optimisation.
  • Experience in programme/project management.
  • Stakeholder management skills.
  • Managing People : You encourage development as support to business objectives.
  • Strategic focus : You define the strategic direction of the Agency.
  • Communication : You convey complex information in diverse situations.

  • The selected candidate will be appointed in accordance with the provisions of the General conditions of employment governing servants at the EUROCONTROL Maastricht Centre. This appointment may be renewed several times, but its total duration, including all renewal periods, may not exceed nine (9) years. A conversion to an undetermined duration appointment is possible where all of the following cumulative conditions are met: the post is confirmed as being of a lasting nature; the staff member has completed at least five years of service; the staff member’s performance has been satisfactory; and the conversion is in the interests of the service. Conversion is therefore not automatic.

    Internal staff appointed for a determined period
    • Retain their current type of appointment duration.
    • Continue under their existing appointment duration, as appointment durations are not cumulative.
    • The duration of their appointment will therefore not restart upon selection to the new post, i.e. the remaining duration of their current determined appointment continues to apply.
    • Renewal(s): This appointment may be renewed several times, but its total duration, including all renewal periods, may not exceed nine (9) years.
    • Conversion: Conversion to an undetermined duration appointment is possible where all of the following cumulative conditions are met: the post is confirmed as being of a lasting nature; the staff member has completed at least five years of service; the staff member’s performance has been satisfactory; and the conversion is in the interests of the service. Conversion is therefore not automatic.
    Internal staff appointed for an undetermined period
    • Retain their current type of appointment duration.
    At the end of the 5 Year period of the post for which they were selected:
    • If the assignment is extended, they will continue in the post in accordance with the applicable rules.
    • If the assignment is not extended and/or the duties are not confirmed as being of a lasting nature, they will be transferred to another post corresponding to their “previous” type of post, job level, and function group.
  • The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
  • This post entails management activities. Established staff members will therefore have to serve a confirmation period of 9 months. This period may be shortened to 6 months if the selected candidate is appointed following a competition preceded by a previous temporary assignment to the post for which s/he was selected. The Director General may also decide not to make subject to this provision if that official has previously been assigned, for a period of 2 years or more, to a post similar to that for which he has been selected and which entailed the same level of management responsibilities.
  • The selected candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
