Mission and objectives

MONUSCO/MONUC was established in 1999 under the auspices of the UN Department of Peacekeeping Operations (DPKO). SCR 2277 (2016) requests MONUSCO to support efforts of the Government of DRC towards the protection of civilians, through a comprehensive approach involving all components of MONUSCO, including through reduction of the threat posed by Congolese and foreign armed groups and of violence against civilians, including sexual and gender-based violence and violence against children to a level that can be effectively managed by the Congolese justice and security institutions; and to support Stabilization through the establishment of functional, professional, and accountable state institutions, including security and judicial institutions. The project aims at a better understanding of the most serious violations of human rights law and international humanitarian law in DRC and supports the leadership of the Mission through informed policy and decision making on future vetting of security forces through risk assessment and mitigation, joint planning for MONUSCO operations, as well as advocacy efforts.

Task description

Within the delegated authority and under the direct supervision of the Chief of Field Technology Services (FTS), Chief of Service Management Unit (SMU), or designated authority, the UN Volunteer will undertake the following duties:

Videoconference and Audiovisual Systems Support
• Configure, operate, test, and maintain videoconferencing systems and audiovisual equipment in conference rooms and meeting facilities.
• Support Microsoft Teams Rooms, Zoom Rooms, Cisco Webex systems, and other collaboration platforms used within MONUSCO.
• Maintain and troubleshoot cameras, microphones, speakers, codecs, digital signal processors, and display systems.
• Perform regular inspections and preventive maintenance of conference room equipment.
• Ensure videoconference facilities are fully operational and available for scheduled meetings.

Platform Administration and Service Management
• Assist in the administration of videoconferencing platforms, tenant configurations, licenses, subscriptions, and associated services.
• Monitor room connector licenses, SIP/H.323 endpoints, and software versions.
• Support system upgrades, firmware updates, and security compliance activities.
• Maintain accurate records of service inventories, licenses, and configuration documentation.

Event and Meeting Support
• Provide technical support for high-level meetings, executive briefings, town halls, workshops, conferences, and hybrid events.
• Coordinate and conduct pre-event technical checks and readiness assessments.
• Configure remote participation capabilities and ensure seamless integration between onsite and remote attendees.
• Provide technical assistance to presenters, moderators, interpreters, and participants during events.
• Monitor meetings and address technical issues in real time to minimize disruptions.

Equipment Installation and Configuration
• Install, configure, and connect audiovisual equipment including displays, projectors, microphones, cameras, speakers, audio mixers, and conference room controllers.
• Deploy and maintain cabling infrastructure including HDMI, Ethernet, fiber-optic, SDI, XLR, and other audiovisual connections.
• Conduct audio calibration, sound checks, and video quality testing.
• Ensure compliance with safety standards and proper cable management practices.

Network and Infrastructure Troubleshooting
• Diagnose and resolve audiovisual connectivity issues related to network performance.
• Monitor and troubleshoot bandwidth constraints, packet loss, latency, jitter, and connectivity failures impacting videoconferencing services.
• Identify infrastructure faults and coordinate escalations with Network Operations teams when required.
• Validate end-to-end audiovisual signal paths from source devices to presentation outputs.

Asset Management and Documentation
• Maintain inventories of audiovisual and videoconferencing equipment.
• Record equipment status, maintenance activities, and incident resolutions.
• Develop and update Standard Operating Procedures (SOPs), user guides, and technical documentation.
• Ensure equipment is properly stored, inventoried, and available for operational requirements.

Vendor and User Support
• Liaise with external vendors, service providers, and integrators for equipment maintenance and warranty support.
• Assist in technical evaluations and testing of new collaboration technologies.
• Deliver user orientation and training sessions on audiovisual and videoconferencing systems.
• Promote best practices and effective use of meeting room technologies.
