JMS biomedical equipment across Nairobi, Dadaab and Kakuma is safe, functional, properly maintained and effectively managed throughout its lifecycle. This will be achieved through updated equipment inventories and assessments, preventive maintenance and calibration, timely servicing, strengthened procurement planning, staff training, and the successful relocation, installation, testing and commissioning of equipment in the new clinic facility.

Duties and Responsibilities

ORGANIZATIONAL SETTING AND REPORTING The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the representative office of the Secretary-General. We support programme implementation of the UN Environment Programme (UNEP) and the UN Human Settlements Programme (UN-HABITAT) globally, as well as other UN offices in Kenya, by providing administrative, conference and information services. The post is located at the Joint Medical Services, Gigiri, Nairobi. Appointment against this post is on a local basis. The United Nations Joint Medical Service (JMS) provides occupational health and primary healthcare services to United Nations personnel and eligible dependents in Kenya. JMS operates clinics in Nairobi, Gigiri, and field locations in Kakuma and Dadaab and relies on a wide range of medical equipment to support clinical, laboratory, emergency, and occupational health services. JMS seeks the services of a Biomedical Engineering Consultant to strengthen medical equipment management, optimize equipment utilization, improve preventive maintenance practices, and support medical equipment procurement planning Duties and Responsibilities Under the general supervision of the OIC Chief of Medical Services, the Biomedical Engineer Consultant will perform the following duties • Assess, install, maintain, calibrate, troubleshoot, and monitor biomedical equipment in JMS Nairobi, Dadaab, and Kakuma. • Conduct equipment inventories and assess equipment functionality, safety, utilization, and maintenance needs, and recommend repairs, replacements, upgrades, or disposal where necessary. • Develop and implement preventive maintenance schedules and ensure equipment complies with safety and quality standards. • Provide technical advice on biomedical equipment and healthcare technology systems. • Support the medical requisition team in developing technical specifications, evaluating equipment proposals, and conducting acceptance testing of newly procured equipment. • Train healthcare personnel on the proper use, care, and basic maintenance of biomedical equipment. • Conduct periodic visits to JMS field clinics and provide recommendations for equipment improvements and standardization. • Prepare periodic and final reports on equipment status, maintenance activities, challenges, and recommendations. Deliverable 1: Inception Report, Work Plan and Assessment Schedule Due: Within two weeks of contract commencement The consultant will submit: • An inception report demonstrating an understanding of the assignment, its scope and expected outcomes. • A detailed work plan showing the proposed activities, methodology, timelines and allocation of the 60 working days. • A schedule of planned visits to JMS facilities in Nairobi, Dadaab and Kakuma. • A schedule for assessing biomedical equipment at the respective locations. • A list of information, records and logistical support required from JMS to undertake the assignment. Deliverable 2: Biomedical Equipment Inventory and Assessment Report Due: Within six weeks of contract commencement The consultant will submit: • An updated inventory of biomedical equipment at JMS facilities in Nairobi, Dadaab and Kakuma. • An assessment of the condition, functionality, safety, utilization and maintenance status of the equipment. • A categorized list of equipment requiring preventive maintenance, servicing, calibration, repair, replacement, upgrading or disposal. • Identification of obsolete, underutilized, non-functional or unsafe equipment. • Recommendations for addressing identified equipment gaps, operational risks and maintenance requirements. • An updated biomedical equipment inventory database in a format agreed with JMS. Deliverable 3: Preventive Maintenance Plan and Equipment Servicing Report Due: Within 12 weeks of contract commencement The consultant will submit: • A risk-based preventive maintenance schedule for critical biomedical equipment. • A servicing and calibration plan indicating the required activity, recommended frequency and responsible service provider. • A report on preventive maintenance, minor servicing and first-line repairs performed in-house, where technically feasible and within the consultant’s competence and available resources. • A list of equipment requiring specialized repair, calibration, spare parts or support from manufacturers or authorized external service providers. • Procedures and recommendations to strengthen equipment maintenance practices, improve equipment availability and reduce downtime. • Relevant maintenance and service records for work completed during the reporting period. Deliverable 4: Equipment Procurement, Standardization and Replacement Plan Due: Within 18 weeks of contract commencement The consultant will submit: • Technical specifications for priority biomedical equipment identified for procurement. • Technical advice to support the evaluation and acceptance testing of newly procured equipment, as required. • Recommendations for standardizing biomedical equipment across JMS facilities. • A prioritized equipment repair, replacement, upgrading and disposal plan, including the justification and recommended timeframe for each action. • Recommendations on future biomedical equipment and related procurement requirements, taking into consideration clinical needs, compatibility, maintenance requirements, availability of spare parts and total lifecycle costs. Deliverable 5: Staff Training, Equipment Assembly and Testing Report Due: Within 22 weeks of contract commencement The consultant will submit: • A staff training plan based on identified equipment-use and maintenance needs. • Evidence of training conducted for JMS staff on the proper use, care, safety and basic maintenance of biomedical equipment, including attendance records and training materials. • A report on the assembly and testing of newly acquired biomedical equipment and the testing of existing equipment. • Confirmation that all assembled and tested equipment is functioning properly, including details of any corrective actions undertaken or recommended. • Recommendations for any additional staff training, supplier support or equipment-specific user instruction required. Deliverable 6: Final Consultancy Report and Long-Term Equipment Management Plan Due: At the end of the assignment The consultant will submit: • A summary of all activities undertaken and results achieved during the consultancy. • The final updated biomedical equipment inventory database. • A consolidated record of equipment assessments, maintenance, servicing, testing and training activities completed. • Key findings, challenges, outstanding actions and recommendations. • A prioritized long-term biomedical equipment maintenance, calibration, replacement, upgrading and disposal plan. • Recommendations for strengthening biomedical equipment management, procurement planning, staff capacity and maintenance practices across JMS facilities. • A practical handover of all reports, databases, schedules, technical specifications, service records and other documents produced during the consultancy.

Qualifications/special skills

High School Diploma is required. Supplemental training in Biomedical Engineering or a related field is also required. • A minimum of seven (7) years of progressively responsible experience in biomedical engineering, with emphasis on the installation, maintenance, calibration, commissioning and evaluation of medical equipment, is required. Hands-on experience working in a hospital or clinical setting, including managing and maintaining a wide range of hospital equipment—particularly critical-care and emergency equipment—is required. Experience troubleshooting, servicing and maintaining a wide range of hospital and critical-care equipment from different manufacturers is desirable. Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint and Outlook, is required. A Diploma certificate in Biomedical engineering is required Valid Registration with the Association of Medical Engineering of Kenya is required
