The Position
The Programme Analyst, Maternal Health, is located in the UNFPA Tanzania Country Office in Dar es Salaam and reports to the SRHR Coordinator. The position provides technical, programmatic and operational support throughout the programming process to facilitate the administration and achievement of robust and sustainable results according to plans, allocation, results based-management approaches and methodology, the UNFPA Strategic Plan, standards of performance, and accountability frameworks. The role is critical to improving maternal health outcomes by supporting the management, implementation, monitoring, evaluation, and reporting on the maternal health programme, including midwifery models of care.
The Analyst supports the integration of maternal health interventions with family planning, adolescent SRH, gender-based violence (GBV) prevention, and SRH/HIV services. The role involves close collaboration with government counterparts, particularly the Ministry of Health, UN agencies, civil society organizations, private sector stakeholders, midwifery and nurses associations, and academic institutions to support enhanced coordination and promote the development and implementation of integrated, high-impact maternal health initiatives.

Job Purpose:
The Programme Analyst, Maternal Health will be responsible for the following :
A. Support to programme development and planning
- In coordination with the SRH Coordinator, support the development, design and management of the maternal health portfolio, including the strengthening midwifery programme;
- Contribute to the development of sectoral programme goals, objectives, strategies, and implementation plans based on results-based planning approaches through research, data collection, analysis and reporting on maternal health for development planning;
- Monitor programme performance against agreed targets for implementing partners, convene regular review meetings, and troubleshoot operational bottlenecks to ensure timely execution of donor deliverables;
- Oversee budget allocation, including monitoring of expenditures to ensure timely and accurate disbursement and reporting of financial information and delivery of programme results;
- Conduct regular IP performance reviews in coordination with the M and E and Operations Unit to ensure that all IP expenditures and activities adhere to UNFPA’s policies and procedures, including the Harmonized Approach to Cash Transfers (HACT) framework.
- Provide technical and operational support throughout all stages of programming processes to ensure integration, coherence and harmonization of programmes/projects with other UNFPA Units and achievement of results as planned and allocated.
B. Programme management, monitoring and delivery of results
- Collaborate closely with internal and external partners to establish monitoring benchmarks, performance indicators, and other UNFPA/UN system indicators and measurements to assess and strengthen performance accountability, coherence, and delivery of concrete and sustainable results for the maternal health programme;
- Participate in monitoring and evaluation exercises and programme reviews organized with the government and other partners as required, to assess progress and to determine required action/interventions to achieve results in alignment with the Start With Her UNFPA Strategy for Reproductive, Maternal and Newborn Health and Well-Being 2025–2030;
- Support programme implementation through field missions, and/or exchange of information with regional and national stakeholders to assess progress, identify bottlenecks, potential challenges and provide the necessary technical support to resolve issues;
- Contribute to the drafting of timely and high quality programme and donor reports by preparing results-focused progress summaries and ensuring that monitoring and evaluation data informs continuous programme improvement;
C. Strategic Technical Support
- In collaboration with UNFPA technical focal points, contribute to advocacy initiatives and messaging for increased investments in maternal health; sustainable maternal and newborn health (MNH) commodity financing and affordable MNH healthcare policies within universal health coverage, leveraging UNFPA compacts, match funding mechanisms and other innovative financing tools;
- Provide technical support in reviewing strategic documents, national health sector plans, technical guidelines, and policies relevant to maternal health, EmONC, midwifery, and fistula programming;
- Represent UNFPA in technical working groups, inter-agency health coordination platforms, and policy dialogues, advocating for sustained investments in maternal health and midwifery;
D. Resource Mobilization and Strategic Partnerships
- Support the drafting of high-quality, evidence-based concept notes and funding proposals to advance maternal health outcomes;
- Support the preparation of briefings, factsheets, and "human-interest" stories that demonstrate the impact of UNFPA’s work in maternal health, in collaboration with the Communications team;
- Contribute to advocacy efforts for increases in national and sub-national budgetary allocations and expenditures for maternal health and to leverage financing for the ICPD agenda and ensure the sustainability of interventions in collaboration with relevant team members;
E. Evidence and Knowledge Management
- Contribute to programme efforts to identify, analyze, and synthesize cutting-edge evidence and technical knowledge on acceleration towards ending preventable maternal deaths, and disseminate lessons learned and best practices in addressing maternal health with a focus on the provision of quality midwifery services;
- Support leveraging of data and research findings to influence policy discussions, and advocate for evidence-based approaches to improve maternal health outcomes, and ensure that the ICPD agenda is effectively represented in relevant forums;
- Contribute to communities of practices and knowledge sharing platforms to share key research, data and information related to maternal health with a focus on the provision of quality midwifery services;
F. General Support
●Stand-in for other team members on selected functions as may be required
● Carry out any other duties as may be required by UNFPA leadership.
Qualifications and Experience:
Education:
- Master’s / Advanced degree in public health, medicine, health research, health policy, education and/or management, development and/or other related social science disciplines.
Knowledge and Experience:
- Minimum of 2 years of progressive professional work experience in the field of sexual and reproductive health, particularly maternal health;
- Practical experience in programme/project management including experience in large multi-sector projects, designing, monitoring and appraising proposals and actively liaising and coordinating with relevant and potential project partners;
- Prior experience in the UN system is an asset.
- Experience using Microsoft Office software packages, Cloud applications, like Google Suite, and web-based ERP management systems, such as, the Oracle, Quantum, QuantumPlus, Quantum PowerBI, etc.
Languages:
Fluency in English is required; Kiswahili knowledge of other official UN languages, is desirable .
