Purpose of consultancy:
The United Nations Population Fund (UNFPA) is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. To secure flexible, predictable, and scalable unearmarked funding, UNFPA’s Private Sector and Civil Society Branch(PSCSB) is aggressively expanding its Individual Giving Program (IGP).
UNFPA is seeking a highly strategic, and technically advanced Senior Consultant to accelerate its individual giving growth portfolio. The incumbent will provide expert-level strategic advisory services to branch leadership, oversee the operational rollout of the Individual Giving Strategy 2026–2029, and enhance technical capacities. The primary objective is to maximize core and flexible revenue through an optimized ‘Digital First’ retail fundraising infrastructure, highly precise ROI modeling, and structural localization frameworks across regional and country Business Units .
The Consultant will be located in the Private Sector and Civil Society Branch (PSCSB). S/he will work under the direct supervision of the Chief, Private Sector and Civil Society Branch, which leads organization-wide efforts to forge partnerships and resource mobilization to obtain new and innovative resources in support of the implementation of UNFPA’s operations.
Deliverables:
Strategic Advisory & Executive Governance
- Provide ongoing, strategic counsel to the Chief of PSCSB and the Individual Giving team, benchmarking operations against leading practices from top-tier international NGOs (e.g., UNICEF, UNHCR, MSF).
- Support the technical preparation, alignment, and smooth operation of IGP Governance Mechanisms, including the IGP Steering Group and the Focus Group.
- Advise senior leadership on organizational risk mitigation, investment fund allocation, and emerging trends in global retail fundraising.
- Ensure the timely implementation of the recommendations of the UNFPA IGP 2022-2025 External Assessment, contributing to the achievement of the maturity phase of the program.
Strategy Implementation & Portfolio Optimization
- Lead the practical operationalization and refinement of the Individual Giving Strategy 2026-2029, explicitly driving the growth of unearmarked core resources via digital direct-response channels.
- Enhance monthly giving (regular recurring donors) portfolios through the application of advanced behavioral science and data-driven engagement initiatives.
- Design advanced audience data segmentation workflows for recurring and major gift pipelines, creating clear pathways to graduate retail donors into high-value giving tiers.
Financial Engineering & Data Analytics
- Develop sophisticated Return on Investment (ROI) models (12/24/36 months) and multi-year lifetime value (LTV) projections to safely guide campaign investment levels.
- Establish standardized performance metrics, automated tracking reporting tools, and core Key Performance Indicators (KPIs) to strictly monitor net revenue margins and campaign cost efficiency.
Agency Engagement & Strategic Partnerships
- Support rigorous technical oversight and quality assurance for partnerships with external creative, media buying, and face-to-face (F2F) acquisition agencies.
- Support the strategic partnership and the implementation of the workplan with USA for UNFPA to maximize North American market performance and share cross-organizational data efficiencies.
Global Expansion, Localization & Capacity Building
- Oversee global expansion frameworks by establishing structured, data-driven market entry parameters and localization pathways.
- Design and support the implementation of capacity building models, training modules, and technical advisory networks for UNFPA Regional Offices (ROs), Country Offices (COs), and relevant Business Units.
Required Expertise and Qualifications:
Education and Certification:
- Master’s Degree or equivalent in Marketing, Business Administration, International Relations, Finance, Economics, Data Science, or a closely related field.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Knowledge and Experience:
- A minimum of ten (10) years of progressively responsible professional experience in individual giving management, macro-level digital fundraising, or multi-channel direct response marketing within an international scope.
- Demonstrated success in designing and executing multi-million dollar digital individual fundraising strategies, preferably within the UN system or prominent international non-governmental organizations (INGOs).
- Expert-level technical mastery over Return on Investment (ROI) modeling, donor lifetime value (LTV) architecture, complex data structures, predictive analytics, and premium CRM integration.
Languages:
- Fluency in oral and written English is required.
- Intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is desirable.
